🎉🎉🎉Today, Washington State Governor Bob Ferguson signed HB 1903 <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=fc0aff321c&e=290850492e> , a
bill establishing a new low-income energy bill assistance program for households across the state. The bill, championed by Washington State Rep. Sharlett Mena (D-29 LD) and the Front
and Centered coalition of community-based organizations across Washington State who serve and advocate for frontline communities, received impressive bipartisan support during this
legislative session with votes of 70-26 in the House and 35-13 in the Senate.
Gov. Ferguson’s budget proposal at the beginning of session included $30 million directed toward a one-time energy assistance package. “While any relief helps in a pinch, as energy costs
continue to rise, Washingtonians need reliable, sustained, monthly support to access affordable energy and meet their livelihood needs,” said Aqsa Mengal, Front and Centered Climate
and Clean Energy Policy Lead. “HB 1903 delivers exactly that. This new energy bill assistance program supplements existing ones, partners with local utilities, and is funded through
the Climate Commitment Act through 2035.”

This year, SNAP <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=1edb7697f1&e=290850492e> marks 60 years of serving Spokane County. Since 1966,
when neighbors first came together to support one another, that spirit has never wavered.
In 2025, SNAP served 48,784 neighbors across our community. From helping families stay housed to ensuring seniors can age safely at home, SNAP continues to be a place people turn when
life feels uncertain.
Here’s what that looked like this past year:
• 24,154 households received energy assistance
• 16,854 seniors were supported with critical services
• 3,826 rides connected neighbors to medical care, food, and essential services
• Over 20,000 referrals connected people to additional community resources
This year’s Annual Report, inspired by the “Class of 1966,” reflects both where we started and what we’ve built together over six decades.
Behind every number is a neighbor finding stability, support, and a path forward.
We invite you to take a few minutes to explore the report and learn more about the impact happening every day across Spokane County.

$9 million approved for PO projects at Legislative Session
At the March 24 Port Orchard City Council meeting, Washington State lobbyist Shelly Helder gave an update on the 2026 Legislative Session. A total of $9 million was approved in funding
for Port Orchard projects.
Executive director of Kitsap Community Resources <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=3b48b9d6fc&e=290850492e> , Tony Ives, also gave
a presentation at the council meeting on KCR’s impacts since 2025 in Port Orchard.
In the last year, KCR has seen a significant growth in demand, with 121 individuals using KCR’s housing services at their Port Orchard office as of February. Last year, only 40 individuals
were using housing services at this same location, he shared.
In 2025, KCR was awarded $30,000 in a rental assistance initiative from the City of Port Orchard, which they used to support 11 residents and eight other residents in broader South Kitsap.
The agency invested $263,100.15 total for weatherization which helped 31 individuals in the city. 1,630 Port Orchard households were also served through their energy assistance program.
Ives also shared that 20 families from Port Orchard are currently enrolled in KCR’s programs for families and kids, with 1,002 families served monthly through their Women, Infants, and
Children Program.
KCR is currently working alongside Kitsap Public Health District and Virginia Mason Franciscan Health for the completion of their Community Needs Assessment, and are working on strategic
planning for the next year.

From Washington DC to the Olympic Peninsula, our legislative advocates have been busy this month!

DC to meet with federal representatives including Senator Murray’s team, Representative Emily Randall, and Representative Adam Smith’s office, advocating for youth homelessness.
Closer to home, Chris presented at Peninsula College during the “Advancing Student Stability Through Education and Community Collaboration” event. There, he spoke with school district
staff from across the state about OlyCAP’s Homelessness Prevention and Diversion Fund (HPDF), sharing how early intervention can help keep young people housed and supported.

Delaney reached out to MSC’s employment program looking for help to find a job. She was behind on her internet and phone bills, did not have access to transportation, and did not have
a copy of her Social Security card or a resume to provide to potential employers. These were all proving to be barriers to Delaney finding employment.

With the help of MSC’s employment case manager, Delaney was able to obtain a copy of her Social Security Card and create a resume. MSC was able to help her get caught up with her overdue
bills and provided with an ORCA card to go to interviews as well as back and forth from work once she found a job.
In talking with Delaney, the case manager learned that she was interested in retail or customer service work, but also had career dreams that would require additional training. The case
manager helped Delaney complete job applications and also helped enroll her in a free training program to achieve her long-term career goals. A month and a half after connecting with
MSC’s employment program, Delaney was employed in a part-time position and her long-term career training begins in May!
Each participant in MSC’s employment program has their own unique story as it relates to challenges they face, skills they possess, and their long-term career goals. We help people find
employment while addressing underlying barriers to successful employment, providing them with the resources to reach their goals.

Moments like this remind us why we do the work we do.
We recently received this touching thank-you letter from a community member whose home was improved through our Weatherization Program, and it truly says it all.
Because of the hard work and care from our team:
* A heater was fixed
* Doors and windows were replaced
* A new bathroom light was installed
* A kitchen fan was added
These may seem like simple repairs, but for this family, it meant a home that is now safer, warmer, and more comfortable and a huge weight lifted off their shoulders.
We are so proud of our Weatherization team for the compassion, dedication, and impact they bring to our community every single day.
This is more than home repairs this is about restoring comfort, dignity, and hope.

New WA law drops barriers for homeless shelters, permanent supportive housing
Gov. Bob Ferguson on Friday signed a batch of new housing laws that the lieutenant governor said collectively are a “giant step forward.”

A new Washington state law will require local governments to allow housing for people experiencing homelessness in residential areas.
Communities across the state have pushed back to varying degrees to permitting homeless shelters and permanent supportive housing in their neighborhoods.
House Bill 2266 <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=b6182c58b1&e=290850492e> , which Gov. Bob Ferguson signed Friday, limits their ability
to stop these projects.
Ferguson signed the new law, and a slew of other housing-related bills, at HopeWorks Station, an affordable housing complex in Everett.

help before people move into something more permanent.
House Bill 2266, sponsored by Rep. Strom Peterson, D-Edmonds, requires cities to allow transitional and permanent supportive housing in residential and hotel development zones in an
urban growth area. Indoor emergency shelters and housing must be allowed in zones where hotels are allowed. Under a 2021 law, cities can’t block permanent supportive housing in residential
zones, and shelters in areas with hotels.

Murray, Murkowski Introduce Bipartisan Preventing Youth Homelessness Demonstration Act to Address Root Causes of Youth Homelessness
Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, and Senator Lisa Murkowski (R-AK) introduced the bipartisan Preventing Youth Homelessness
Demonstration Act. This legislation would authorize $105 million for HHS’s Administration for Children and Families (ACF) aimed at tackling youth homelessness by investing in prevention
strategies and community-based solutions. The funding would be used to create two new grant programs that would address the conditions that contribute to youth homelessness and provide
effective resources and support for young people as well as upstream interventions that help reduce the likelihood that young people will experience homelessness in the first place—
for example, a resource helpline, casework management, or support groups for youth or young adults and their families who are at risk of homelessness.
Murray’s new legislation will build off the Department of Housing and Urban Development (HUD)’s Youth Homelessness Demonstration Program <https://wapartnership.us4.list-manage.com/track/click?u=acf3c
ee5bbda818ebd4ce40eb&id=8bcb9385d1&e=290850492e> she helped establish in 2016—and has successfully fought to secure funding for every year since—by addressing the conditions that contribute
to youth homelessness and providing effective resources and support for young people and families who need them most.
“No one should be homeless in America but especially not our kids—this is an issue Republicans and Democrats can come together on to make sure all of our kids have a safe place to call
home,” said Senator Murray. “That’s why I’m working across the aisle to create these new grant programs that address the root causes of youth homelessness head on. We know what works.
If our communities have the resources they need, we can prevent youth homelessness. I will not stop fighting to make sure we have the resources we need to ensure every young person
has a roof over their head.”
