CONDITIONS for Building Permit# :BLD10-00177
1.) To help prevent seawater from intruding landward into underground aquifers, all new
development activity on Marrowstone Island, Indian Island and within 1/4 mile of any
marine shoreline shall be required to infiltrate all stormwater runoff onsite.
2.) The property owner shall comply with Water Conservation Measures (per list maintained
by the UDC Administrator).
3.) A Geotechnical Report dated February 4, 2010 prepared by Zenovic &Associates was
submitted in conjunction with this application. The report addressed the stability of the
geologic hazard area concluding the proposed steel stairs are appropriate for this site as
long as construction techniques are used that will prevent damage to the bank and
minimize impacts to marine environment.
4.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water
quality degradation. The submitted proposal does not require additional aquifer
protection measures. However, during construction the project shall follow the Best
Management Practices (BMPs) and facility design standards as identified and defined in
the Stormwater Management Manual for the Puget Sound Basin.
5.) Prior to commencing development activity, proponent is responsible for informing the
Washington Department of Fish and Wildlife (WDFW) in order for WDFW to determine
whether this action is subject to the Washington State Hydraulic Code (Chapter 220-10
WAC). Hydraulic Project Approval (HPA) is required for all hydraulic projects, which are
defined as construction or performance of other work that will use, divert, obstruct, or
change the natural flow or bed of any of the salt or fresh waters of the state.
6.) In addition to Jefferson County permit conditions, the project proponent shall comply with
all conditions set forth by the Washington Department of Fish and Wildlife through
Hydraulic Project Approval.
7.) Prior to commencing development activity, the proponent is responsible for informing the
US Army Corps of Engineers (COE) in order for COE to determine whether a Department
of the Army permit or review is required. Generally, review is required for construction
and dredging in or around navigable waters of the US and for work or fill in hydrologically
connected wetlands. Contact the US Army Corps of Engineers, Seattle District
Regulatory Branch, PO Box 3755, Seattle WA 98124, (206) 764-3495, for more
information.
8.) Any damage to the proposed structure shall be repaired or removed as soon as
practicable. At the end of the useful life of the structure, the stairs will be removed as soon
as practicable.
9.) Erosion control measures must be in place prior to any clearing, grading, or construction.
These control measures must be effective to prevent stormwater runoff from carrying soil
and other pollutants into surface water or storm drains that lead to waters of the state.
Sand, silt, clay particles, and soil will damage aquatic habitat and are considered to be
pollutants.
10.) Any discharge of sediment-laden runoff or other pollutants to waters of the state is in
violation of Chapter 90.48 RCW, Water Pollution Control, and WAC 173-201A, Water
Quality Standards for Surface Waters of the State of Washington, and is subject to
enforcement action.
11.) During construction, all releases of oils, hydraulic fluids, fuels, other petroleum products,
paints, solvents, and other deleterious materials must be contained and removed in a
manner that will prevent their discharge to waters and soils of the state. The cleanup of
spills should take precedence over all other work on the site.
12.) Proper disposal of construction debris must be on land in such a manner that debris
cannot enter Admiralty Inlet or cause water quality degradation of state waters.

13.) Prior to constructing the structure, the applicant shall obtain a building permit from
Jefferson County Department of Community Development. Stamped and signed
engineered drawings shall be included in the building application submittal.
14.) The proponent shall notify the Jefferson County Department of Community Development
at (360) 379-4450 forty-eight (48) hours prior to commencing construction in order to allow
monitoring and ensure compliance with permit conditions.
15.) Substantial progress towards completion of the project shall be performed within two
years of the issuance of the permit.
16.) Prior to commencing development activity, proponent is responsible for informing the

19.) Work within the jurisdiction of the Shoreline Master Program other than as described
above shall receive separate review from this Department.
20.) Construction shall be in substantial compliance with the site plan submitted on February
17, 2010 as it exists now or is hereafter amended by Jefferson County and/or the
Washington Department of Ecology.
21.) The design, location, and construction of the stairs, as well as their subsequent use, shall
avoid adverse effects on fish, shellfish, wildlife, marine vegetation, water quality, and
geohydraulic processes. Construction methods shall minimize the use of materials
hazardous to the environment. All lumber and other materials treated with preservative
shall be sufficiently cured to minimize leaching into the water or shore bed, in accordance
with the Best Management Practices approved by the Washington Department of Fish
and Wildlife.
22.) No fill or other material may be placed in the waters or intertidal areas of Jefferson
County.
23.) A bulkhead shall not be allowed in the future to protect the stairs, which is a non-essential,
non-appurtenant structure.
24.) All applicable U.S. Coast Guard navigational safety requirements shall be followed.
25.) Any damage to the proposed structure shall be repaired or removed as soon as
practicable. At the end of the useful life of the structure or if the stairs are not used for
one year, the stairs will be removed as soon as practicable.
26.) The project shall adhere to the Best Management practices (BMPs) to control stormwater,
erosion and sediment during construction. BMPs shall address permanent measures to
stabilize soil exposed during construction, and in the design and operation of stormwater
and drainage control systems.
27.) Shrubs and tree limbs may be prod to construct the stairs, but tree removallOot
allowed under this shoreline permit.

GENERAL NOTES
1. Engineering Design loads:

2. Construction shall conform to these plans and all
applicable codes and local ordinances including the
2006 Edition of the International Building Code.
SOIL NOTES
1. Foundation design is based on: soil bearing
capacity of 1500 psf with increases per I.B.C. Table
1804.2.
2. All footings except where noted otherwise on
plans shall be set at least 12" into undisturbed earth
or certified compacted fill.
3. Any unusual soil conditions such as organic soils,
clay pockets or uncertified fills shall be brought to
the attention of the engineer prior to construction.
CONCRETE NOTES
1. Concrete sholl be a commercially available transit —mix properly
proportioned and delivered to the site in ready —mix trucks. Aggregate
size shall be a maximum of 1)Iz" in foundations and �4" at all other
locations. Slump should not exceed 4". Curing compound shall be
sprayed on all exposed surfaces immediately after final trowelling.
2. All cement shall conform to the ASTM Standard C-150. All
aggregate shall conform to ASTM Standard C-33. All reinforcing bars
shall conform to ASTM Standard A-615 as follows:
#3—#5 Bars and WWM—Grade 40
#6 Bars and larger —Grade 60
All rebor to be welded shall be ASTM A706 steel. Preheat all bars #7
and larger per AWS D14-92. Preheat not required for bar sizes #6 and
smaller.
3. Concrete shall have a minimum 28—day compressive strength of
3000 psi and shall not contain less than 5—)12 sacks of cement per
cubic yard. Concrete shall also be air entrained. Total air content
(percent by volume) shall not be less than 5% or more than 77
4. Splices in continuous reinforcement shall lap as noted on the plans
as follows:
Grade 40 reinforcing bars: Minimum of 32 bar diameters
Grade 60 reinforcing bars: Minimum of 48 bar diameters
5. Unless shown otherwise, the minimum concrete cover for reinforcing
shall be 3" when placed directly against earth and 2" for all other
locations unless specified on the plans.
POST INSTALLED ANCHOR NOTES:
1. Adhesive Anchors: Anchoring adhesive shall be a two —component
high solids, epoxy —based system supplied in manufacturers standard
cartridge and dispensed through static —mixing nozzle supplied by the
manufacturer. The adhesive anchor shall have been tested and qualified
for performance in cracked and uncracked concrete per [CC —ES AC308.
Adhesive shall be SET—XP Epoxy —Tie adhesive from Simpson Strong —Tie,
or approved equal. Install per manufacture's recommendations. SPECIAL
INSPECTION REQUIRED
2. Mechanical Anchors:
Expansion: Wedge anchors shall be an imperial —sized steel threaded
stud with an integral cone expander and a three —segmented expansion
clip. The stud shall be manufactured from carbon steel and the
expansion clip shall have two undercutting embossments per segment
and be manufactured from 316 stainless steel. The anchor shall have
been tested and qualified for performance in cracked concrete per ACI
355.2 and ICC—ES AC193. Anchors shall be Strong —Bolt wedge anchors
from Simpson Strong —Tie. Install per manufacture's recommendations.
Screw: Anchor shall have 360' contact with the base material and
shall not require oversized holes for installation. Fasteners shall be
manufactured from carbon steel, and are heat treated. Anchors shall be
zinc plated in accordance with ASTM B633 or mechanically galvanized in
accordance with ASTM B695. The anchor shall hove been tested and
qualified for performance in cracked concrete per ACI 355.2 and ICC—ES
AC193. Anchors are not to be reused after initial installation. Screw
anchors shall be Titen HD anchors from Simpson Strong —Tie. Install per
manufacturer's recommendations.
