The stormwater runoff tightline shall be designed and placed in order to minimize visual impacts to users of the beach and nearby waters. 8.) The stormwater runoff tightlineg must be composed of durable material is resistant to weakening and damage due to time, weather exposure (including ultraviolet radiation), and impacts from trees, rocks and debris. The corrugated plastic material used for tightline construction in the past is no longer acceptable. More durable plastic or ultraviolet radiation-resistant flexible rubber material shall be required. 9.) The applicant/owner and all future owners are responsible for maintaining and protecting the stormwater runoff tightline to the beach against damage due to normal wear, weather exposure, and/or trees, rocks and debris. If and when damage occurs to the tightline that renders it ineffective, the responsible party must execute the necessary repairs as soon as possible and no longer than 30 days. 10.) To help prevent seawater from intruding landward into underground aquifers, all new development activity on Marrowstone Island, Indian Island and within 1/4 mile of any marine shoreline shall be required to infiltrate all stormwater runoff onsite. 11.) VOLUNTARY MEASURES OF COASTAL &AT RISK SIPZ: Water conservation measures: 1. Roof and other intercepted precipitation shall be routed to on-site detention ponds and/or other approved means and allowed to be released to the soil slowly. 2. Water collected from Storm water and roof catchments may be used for watering lawns and gardens. Unless catchment water has been treated to meet drinking water standards, there shall be no cross connections allowed between the potable supply and impounded water. 3. Water withdrawn from wells on each property shall not be used for watering of lawns and/or gardens. 4. Ground water withdrawn from each property shall be restricted to a rate of three (3) gallons per minute. 5. Installation of water conserving fixtures such as low flow toilets, faucets and shower restrictors and other water saving plumbing fixtures. 6. Landscaping plan (xeriscaping, native vegetation with minimal amounts of irrigation). Please NOTE that the above listed measures are not intended to be exhaustive, but rather is intended to be illustrative of the types of water conservation measures. 12.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 13.) Work within the jurisdiction of the Shoreline Master Program other than as described above shall receive separate review from this Department. 14.) Construction shall be in substantial compliance with the site plan submitted on January 13, 2011 as it exists now or is hereafter amended by Jefferson County and/or the Washington Department of Ecology. 15.) A minimum of two (2) on-site parking spaces shall be provided for the single family residence. 16.) No fill or other material may be placed in the waters or intertidal areas of Jefferson County. 17.) Outdoor residential storage shall be maintained in an orderly manner and shall create no fire, safety, health or sanitary hazard. 18.) Not more than 2 unlicensed vehicles shall be stored on any lot unless totally screened from view of neighboring dwellings and rights-of-way. Such screening shall meet all applicable performance and development standards specific to the district in which the storage is kept, and shall be in keeping with the character of the area. Screening shall meet the requirements of Chapter 18.30 JCC. Outdoor storage of 3 or more junk motor vehicles is prohibited except in those districts where specified as an automobile wrecking yard or junk (or salvage) yard and allowed as a permitted use in Table 3-1 or Chapter 18.18 JCC, and such storage shall meet the requirements of JCC 18.20.100, Automobile wrecking yards and junk (or salvage) yards. In no case, shall any such junk motor vehicles be stored in a critical area. + r • • 19.) A minimum of two (2) on-site parking spaces shall be provided for the single family residence. 20.) The setback from the road right-of-way is 20 feet, the side setbacks are 5 feet, and the setback from the shoreline is 30 feet. The site plan shows that the deck will be constructed no closer than 33 feet from the top of bank. 21.) The building height shall not exceed 35 feet. 22.) Lighting fixtures shall be designed and hooded to prevent the light source from being directly visible from outside the boundaries of the property. The intensity or brightness of all lighting, during construction and after project completion shall not adversely affect the use of surrounding properties or adjoining rights-of-way. 23.) Exterior lighting for commercial and industrial uses shall not exceed thirty feet(30') in height from the finished grade. Exterior lighting for residential uses shall not exceed twenty feet(20') in height from the finished grade, excepting when such lighting is an integral part of a building or structure. Dear Mr.Jacobsen, Envirotech Engineering completed this drainage plan for accommodating the roof runoff of the house located at the referenced address. It was originally planned to utilize a dry well to accommodate stormwater runoff, and it is now proposed to tightline this water to the beach. The house will be located approximately 33 feet from the top of the bluff,and the bluff ranges from 14.5 feet to 17 feet in height. The peak design flow rate from the 100yr-24hr analysis that enters the catch basin was estimated to be, Q =0.071 cfs.Pipe design is based on the U.S.Department of Interior's"Measurement of Peak Discharge at Culverts by Indirect Methods."The design parameters for the culvert analysis is as follows: • Diameter=6 inches; • Area=0.1963 square feet • Length=40 feet; • Pipe Slope, S=0.33; • Pipe Material=corrugated; • Mannings Coefficient(n)=0.024;and, • Hydraulic Radius,R=0.17 A Type-5 flow was chosen because it was assumed that the culvert yields to inlet control, and is a conservative estimate for partially full flow under a high head.
