Shelter Coalition Meeting  April 7, 2026 Present: Greg Brotherton - facilitator, Julia Cochrane - scribe, Trevor Breland - Bayside, Keppie Kepplinger - Emergency Management, Jordan - guest, Renata Funfrada - City, Thomas Olson - Police Chief, Viola Ware and Peggy Webster - Olycap, Bill Volmut - Bayside, Mike McCutcheon - Reach Out. David E., Mazure - Health Dept., Apple Martine - Health Dept., Talon Kingsolver - Dove House/Recovery Cafe Shelter - Trevor Breland - still at maximum capacity.  Greg - Commerce Grant, Bayside is operating over the budgeted amount, the gap for the year is $36,000 because they are feeding more people. They are working with OAAA to pick up the cost of senior meals. American Legion is okay with continuing the contracts. They are looking at providing emergency housing for veterans in that space when the shelter leaves.  Peggy - update CB3 - documents need Greg's signature. Next BOCC meeting is 4-20. Property management team at Olycap will be moving to 7th Haven. Day Care space will be run by Head Start.  Viola - Coordinated Entry Advisory Committee has created a lot of infrastructure including provider feedback and feedback pathways for participants. Presentation at next Housing Fund Board meeting.  Permitted Encampment - going forward - then finding the money. Olycap looking to leave the Sims Way building this summer, but there will be more staff in the field in the various community centers, CBV and the Welcoming Center. And there will still be a central office in Port Townsend. Updates will follow. Olycap looking for space to run LIHEAP and 3 housing specialists - for a total of 5 staff.  Seeking a Faith Based organization to do a Safe Park in Jeffco. Olycap does deescalation and other training. Greg suggests looking at the Brinnon Community Church.  Unpermitted encampment(s) Mike McCutcheon - met with the security at the mill. There are about 6 camps that need to be relocated. Neil Nelson will be meeting with security later today. Moving them to a space near CB that is county property.  Link to Map of Caswell Brown and other county property Funds for sanican finding funds, long time campers and newer campers from DSHS eviction - a group spent 2 hours in the wood. Looking for another sanican. So there will be 2 at a trail head - that will get serviced weekly. Viola suggests putting garbage cans next to them, and installing sharps containers. Mazure talks about signs. Fire extinguishers will be available. County and the city looking at funding it at least temporarily.  Apple - Fund 160 funds could be used - need BOCC approval, to support paying for sanican at Larry Scott Trail and Mill Road. Mike says not close enough to where the campers will be there.  Reach Out - 200 meals on Fridays. And serving at Discovery View Senior center.  Welcoming Center: Last night at City Council 4 people from the Welcoming Center and Viola from Olycap asked the city to allow the Welcoming Center to stay open year round till the shelter leaves the American Legion. There were also 34 written public comments from guests of the Welcoming Center.
