BEEN INSTALLED, CONTACT JEFFERSON COUNTY DEPARTMENT OF COMMUNITY
DEVELOPMENT (360-379-4450) FOR A SITE VISIT TO REVIEW PLANT
INSTALLATION. BUILDING FINAL SHALL NOT BE APPROVED UNTIL PLANTS HAVE
BEEN INSTALLED AND REVIEWED BY JEFFERSON COUNTY DEVELOPMENT

2.) 1. Erosion control measures mu. in place prior to any clearing, grading, o
construction. These control measures must be effective to prevent stormwater noff
from carrying soil and other pollutants into surface water or storm drains that lead to
waters of the state. Sand, silt, clay particles, and soil will damage aquatic habitat and are
considered pollutants.
2. Any discharge of sediment-laden runoff or other pollutants to waters of the state is in
violation of Chapter 90.48, Water Pollution Control, and WAC 173-201A, Water Quality
Standards for Surface Waters of the State of Washington, and is subject to enforcement
action.
3. During construction, all releases of oils, hydraulic fluids, fuels, other petroleum
products, paints, solvents, and other deleterious materials must be contained and
removed in a manner that will prevent their discharge to waters and soils of the state. The
cleanup of spills should take precedence over all other work on the site.
4. Proper disposal of construction debris must be on land in such a manner that debris
cannot enter the waters of the state or cause water quality degradation of state waters.
5. Provisions shall be made to minimize the tracking of sediment by construction vehicles
onto paved public roads. If sediment is deposited, it shall be cleaned every day by
shoveling or sweeping. Water cleaning shall only be done after the area has been
shoveled our or swept.
6. The structure shall be constructed to have low flood damage potential and proper
anchoring.
7. Removal of trees and shrubs from the shoreline are not authorized under this permit
except within the footprint of the concrete abutment.
8. The proposed pier, ramp, and float shall not be used for residential purposes.
9. Boats that are occupied shall not be moored at private piers, ramps, and floats for
longer than three days unless pump-out facilities are available in the immediate vicinity.
10. Docks, piers, and floats shall be marked as necessary to avoid hazardous conditions
for water surface users, as specified by the U.S. Coast Guard.
11. The structure shall comply with U.S. Coast Guard requirements for safety and
navigation.
12. Any damage to the proposed structure shall be repaired or removed as soon as
practicable. At the end of the useful life of the structure, or if unused for one year or more,
the pier, ramp, and float will be removed as soon as practicable.
13. Flood hazard reduction measures are to be used as required by the Jefferson County
Flood Damage Prevention Ordinance 07-0515-06 (Chapter 15.15 Jefferson County
Code).
14. Construction Materials and Methods of Construction to Reduce Flood Hazard
(i) All new construction and substantial improvements shall be constructed with materials
and utility equipment resistant to flood damage.
(ii) All new construction and substantial improvements shall be constructed using
methods and practices that minimize flood damage.

17. The project shall adhere to the Best Management Practices (BMPs) to control
strormwater, erosion, and sedimentation during construction. BMPs shall address
permanent measures to stabilize soil exposed during construction, and in the design and
operation of stormwater and drainage control systems.
18. Prior to issuance of a building permit for the proposal, the applicant shall contact
Margie Schirato with Washington Department of Fish and Wildlife at 360-427-2179 to
ensure compliance with Hydraulic Project Approval requirements.
19. In addition to Jefferson County permit conditions, the project proponent shall comply
with all conditions set forth by the Washington Department of Fish and Wildlife through
H PA.
20. Prior to commencing development activity, the proponent is responsible for informing
the US Army Corps of Engineers (COE) in order for COE to determine whether a
Department of the Army permit or review is required. Generally, review is required for
construction and dredging in or around navigable waters of the US and for work or fill in
hydrologically connected wetlands. Contact the US Army Corps of Engineers, Seattle
District Regulatory Branch, PO Box 3755, Seattle WA 98124, (206) 764-3495, for more
information.
21. The applicant shall construct the pier, ramp, and float strictly in accordance with the
site plan shown on page 23 of 32 in log item#66 (also shown on page 28 of 54 in log item
#73), which was submitted for the SSDP. Any changes, regardless of significance, must
be approved by the Department of Community Development. Any relocation of the dock
that would cause it to extend cloan 105 feet from the Meydenbauer Bay lilt Club
dock must be considered at a public hearing unless the applicants, DCD, and the
Meydenbauer Bay Yacht Club agree otherwise.
22. No fill or other material may be placed in waters or intertidal areas of Jefferson
County.
23. All lumber and other materials treated with preservatives shall be sufficiently cured to
minimize leaching into the water or shore bed, in accordance with the BMPs approved by
the Washington Department of Fish and Wildlife.
24. The design, location, and construction of docks, piers, and floats, as well as their
subsequent use, shall avoid adverse effects on fish, shellfish, wildlife, marine vegetation,
water quality, and geohydraulic processes. Construction methods shall minimize the use
of materials hazardous to the environment.
25. Dock, piers, floats and boat houses shall be designed and constructed to minimize
hazards to users and to be capable of withstanding the historic extremes of wind, wave,
and tides at their location.
26. In areas of seasonal exposure to high wind and waves, docks and moored vessels
shall be moved to a protected location during that time of year when high wind and waves
are anticipated.
27. Dock and piers shall be set back a minimum of 10 feet from property lines.
28. Docks and floats shall not extend more than three feet in height above the water nor
exceed eight feet in width. Piers shall be constructed to the minimum height necessary
above historic extreme high tide and shall not exceed eight feet in width.
29. If provided, railings shall be of clear or open framework design and conform to the
International Building Code where required.
30. Construction of the pilings shall include stops, and the stops shall be designed to
prevent the float from grounding during low tides.
31. The project proponent shall install native vegetation to compensate for the loss of
vegetation for the footpath and the tree removal. Prior to receiving a building final for the
pier, ramp, and float, the applicant shall install one western red cedar(Thuja plicata) and
six snowberry (Symphoricarpos albus) plants from one-gallon containers. The project
proponent shall provide sufficient water during the dry times of the year(for at least the
first two years) to ensure that the plants survive until the roots are established. All plant
material must be native to this region and plant substitutions require county approval prior
to plant installation.
32. Alteration of existing topographic conditions is not allowed as part of the current
proposal.
33. The dock shall be constructed from materials that blend into the natural environment
to the extent possible. Materials proposed for use in constructing the dock will be
reviewed at the time of building application to verify that the proposed structure blends into
the surrounding environment.
