It’s clear the Administration doesn’t understand what Community Action Agencies actually do. Today’s budget proposal is a repeat of a tired DEI-centered argument that has proven untrue and has already been rigorously rejected by Congressional leaders from both political parties. CSBG is a fiscally responsible, locally controlled program that helps more than 10 million Americans work toward greater economic independence. With a relatively modest federal investment, it gives states and communities the flexibility to address local needs, reduce barriers to work and stability, and support families on a path to self-sufficiency. President Donald Trump is again proposing to eliminate a federal program that helps low-income households pay their heating and cooling bills, according to his latest budget plan. The proposal calls for cutting the Low Income Home Energy Assistance Program, or LIHEAP, which provides assistance to millions of Americans struggling with energy costs. The administration’s budget outlines a $4 billion reduction tied to ending the program. “For the sixth time, the Budget proposes to end this program,” the document states, arguing that broader energy policies would lower costs and make the assistance unnecessary. The administration described LIHEAP as “unnecessary,” saying many states already have protections in place to prevent utility shutoffs and that the program primarily benefits utility companies. The budget proposal comes as energy costs remain elevated. As of February, consumers were paying about 11% more for gas utilities and 4.8% more for electricity compared with a year earlier. The budget also cited past concerns about fraud and misuse within the program, including cases involving ineligible applicants. Congress would be required to approve the budget proposal to eliminate LIHEAP, however, it has historically received support from both sides of the aisle. Lawmakers from both parties have continued to back the program as a critical safety net for low-income households. The account is funded from a sale and use tax offset fee of 3.25% of total payments made by Sound Transit on the cost of construction projects. A portion of these funds are distributed to counties to provide support for educational services that improve educational outcomes in early learning, K-12, and higher education for youth and young adults, including but not limited to those who are low income, experiencing homelessness, or in foster care, and other vulnerable populations. The Birth to 25 Initiative manages PSTAA funded contracts, provides assistance to contractors, and collaborates with partners to achieve shared goals that support children, youth, and families from birth through age 25. In addition, the Initiative supports the Birth to 25 Advisory Board in assessing community needs and gaps to identify opportunities to strengthen services for Pierce County’s birth through 25 population, and develop long-range plans, policy recommendations, and funding priorities for the County’s share of the PSTAA funding. PSTAA funding provides critical resources to support equitable access to increase educational outcomes and support the overall well-being of children, youth, and young adults across Pierce County. By funding a wide range of services, PSTAA aims to improve educational opportunities from early learning through K-12 and beyond. Pierce County is committed to supporting youth through diverse out-of-school programming that complements classroom learning, nurtures social and emotional development, and provides safe, enriching environments during non-school hours. These programs include late-night summer activities for teens, academic enrichment, and initiatives that promote creativity, leadership, and life skills. The collaborative includes nearly 40 organizations, local governments and community members across Hood River, Wasco, Sherman, Skamania and Klickitat counties. The Roots and Reach initiative aims to streamline that process and get people into stable housing faster. The group is working under a five-year strategic plan focused on reducing and eventually ending houselessness in the Mid-Columbia region. The plan centers on four priority areas: shelter, services, housing and advocacy. Mid-Columbia Community Action Council serves as the lead convener, coordinating partners and helping translate shared goals into action. The Cost of Doing Nothing When a family is caught in the unrelenting cycle of crisis caused by unstable housing, inconsistent income, health issues and no support from family the only options left for assistance are churches, the community or government tax programs. Reliance on government programs is costly, as families facing complex challenges, such as health issues, unemployment, housing insecurity, or foster and childcare instability, often require ongoing support year after year. Charges for tax supported emergency healthcare average $2,000 to $4,000 per visit. Child welfare placements can reach $25,000 to $40,000 per year. Shelter stays add another $1,000 to $3,000 a month. For one person cycling through all these systems without any intervention, the public price tag can climb to $40,000 to $80,000 in a single year. That cost falls on all of us. What Nonprofit Intervention Actually Costs Nonprofit case management and housing stabilization services are a one-time tax-dollar-supported investment of $3,000 to $8,000 per person. That investment covers connecting families to housing, helping them stabilize their income, and preparing them to return to work. When that non-profit investment works, people stop cycling through emergency systems. They contribute to the local economy. They pay taxes. They get a job. They have stable housing. Last year alone, 1,370 Solid Ground volunteers devoted 38,360 hours of their time in service to our community – more than any other year since before the pandemic.
