CONDITIONS for Building Permit# :BLD10-00376
1.) Health approval of this building permit is to re-build the home as it was originally before it
was destroyed by fire. The capacity and functionality of the septic system has not been
determined. It is believed to have been installed prior to 1970 when permits became
required.
2.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater,
erosion and sediment during construction. BMPs shall address permanent measures to
stabilize soil exposed during construction, and in the design and operation of stormwater
and drainage control systems.
3.) A minimum of two (2) on-site parking spaces shall be provided for the single family
residence.
4.) The building height is not to exceed 35 feet.
5.) The submitted site plan indicates the following:
Northern setback from Category 3 Wetland is 130'
Western setback to Type N Stream is 82'
Eastern setback to Boulton Rd is 60'
The house is being built on already existing foundation and meets UDC seback
requirements.

RE: Wetland Delineation Waiver for Parcel#802 141 005
C3 Habitat Corp (C3) was authorized by Richard Stapf of Stapf Construction, INC, owner representative,
to perform a wetland determination on the subject parcel. The purpose of this assessment is to search
for any wetlands that may exist within 275 feet of the proposed reserve drainfield. Any wetlands that
were identified are addressed in this letter report. The property is located at 780 Boulton Road,
Quilcene Washington in Section 14 of Township 28N and Range 2W of the Willamette Meridian. Two
sloped wetlands were identified and distances from the wetland's edge were measured using a laser
range finder. Per Jefferson County Code (JCC) 18.22.370 - Waivers, the administrator may waive the
requirement for a special report when the applicant demonstrates all of the following:
(1) The proposal involved will not affect the critical area in a manner contrary to the goals,
purposes and objectives of this code.
(2) The minimum protection standards required by this chapter are satisfied.
Two small wetlands exist within 275 feet of the proposed construction (reserve drainfield) and were
field verified using the criteria for Routine Wetland Determination by the Army Corps of Engineer's
most recent manual. Both wetlands are slope wetlands and are nearly identical in vegetation structure
and hydrological character. The onsite wetlands were categorized using the Washington State
Department of Ecology's Wetland Rating System for Western Washington, Version 2, and Updated
October 2008. No formal delineation was performed because the rated wetland buffer exceeded the
minimum requirements for non-delineated wetlands in distance to the proposed reserve drainfield.

LITERATURE REVIEW
NWI MAPPER — The project site and vicinity was reviewed prior to visiting the site. The National
Wetland Inventory was referenced for wetlands that have previously been inventoried. There are
wetlands documented onsite but south of the existing residence and more than 275 feet from the
proposed construction of the reserve drainfield. The wetlands identified on the NWI Map are related
to a fish-bearing stream; also located south of the existing residence. Note: The existing residence
burned down and is being replaced.
FPARS MAP—The Forest Practice and Resource Map identifies two main streams within the property.
One, a non-fish bearing stream which is seasonal and two, a fish-bearing stream that is south of the
existing residence.
JEFFERSON COUNTY ENVIRONMENTALLY SENSITIVE MAP (ONLINE) — The JCC ESA Map shows a
network of wetlands in the river valley that extend across Boulton Road onto the subject property. The
map is incorrect depicting the exact location and size of the wetlands that extend onto the property.
See the Wetland Site Plan provided with this report for actual locations of onsite wetlands within 275
feet of the proposed reserve drainfield.

RESULTS
Both wetlands were rated as Category III Sloped wetlands scoring a total of 43 points. Water quality
function scored 20, hydrological function scored 8 and habitat function scored 15. Wetland A is
approximately 4,600 square feet in size and Wetland B is approximately 2,200 square feet in size. Both
wetlands originate from springs/seeps in the slope. The wetlands are hydrologically isolated from each
other as well as the wetlands located to the east and across Boulton Road.

The applicant requests that a special report for this wetland be waived because the onsite wetland is
well over 90 feet from the proposed development. Per JCC Table 18.22.330(2) —Minimum Wetland
Buffers Necessary as Part of Qualifying for a Waiver from Delineation and Special Report, A Category Ill
non-delineated wetland with a habitat score under 20 points, needs to be at least 90 feet away from
proposed construction.
Both identified wetlands found within 275 feet of the reserve drainfield qualify for a waiver from a
special report as no impacts are expected from the proposed activity on the subject parcel and
proposed construction is clearly outside of the regulated buffer.
