HomeMy WebLinkAboutHousing Fund Board Presentation StatisticsViola Ware CCIS II, OlyCAP Coordinated Entry Presentation Statistics Coordinated Entry Data for previous 12 months (source HMIS – Homeless Management Information System)– Clients / Households Served 485 clients served, 380 households 199 (41%) report history of violent victimization, 26 of these households included minor children 220 (45%) report living in uninhabitable conditions (street, car, place otherwise not intended for shelter), 23 of these households included minor children 96 (20%) report living in shelter, 6 households include minor children Median length of time those who find housing remain in Coordinated Entry – 20 days Median length of time those who find housing remain in Coordinated Entry – 15 months 28% report Chronic Homelessness (homeless for a consecutive year, or accumulative year over a three year period), one third of which are over 65 years of age. Exits – 60% of those who exited Coordinated Entry in the last year exited to positive outcomes 5% - residing with family 84% - rentals (42% to rental with subsidy, 42% to rental without subsidy) 11% - home ownership PIT (Point in Time Count) Count - 4 year comparison    Year Sheltered Unsheltered Total  2023 47 79 126  2024 60 62 132  2025 81 66 147  2026* 103 74 177       *preliminary numbers, WA Dept of Commerce has not released the official count General Unsheltered demographics Ages - 90% 35 and older 54% - 45 and older Sex 80% men Veteran Status 7% report veteran status When considering the PIT Count numbers for 2026, we should be mindful of the following: At least 20 new sheltered residents are likely due to Caswell-Brown Village finalizing a kitchenette designating those Tiny Shelter units as emergency shelter. This means there is still a significant increase in unsheltered. A contributing factor is that a focus was made to reach underserved communities such as South County region. All important to consider while looking at the data. Aging Homelessness Current By Name List (tracks couch surfing, emergency shelter and literal homelessness) 272 total active individuals 118 (43%) are 55 and older 68 of 55 and older are reporting being unsheltered 30 unsheltered older adults are 70+ Shared Highly Vulnerable Populations Jefferson Healthcare reported 45 unhoused individuals were seen in the ER or admitted in 2025 19 would have benefited from structured long-term care – Assisted living Adult family home Skilled nursing Jefferson Healthcare found placement for 6: 2 to out of state locations to live with family Of the four who found placement in group homes or skilled nursing facilities 2 recently returned – a 63 year old male and a 70 year old female (both were previously served in Clallam County) OlyCAP recently placed an individual in a Tiny Shelter who was banned from accessing Serenity House shelter and housing in Clallam County. This individual was over 70 years of age, being treated for cancer, and arrived with a doctor note stating he would not survive outside another year. This is functioning as a shared regional population despite lack of regional coordination. Due to the significant need found over the years OlyCAP is heading a feasibility workgroup. Members include: Jefferson Healthcare Olympic Medical Physicians Hospital Commissioners Clallam Respite Care Coordinator / Medical Outreach Director Clallam Hospice Care OPCC (free clinic serving uninsured and underinsured populations in Clallam County) JC MASH (free clinic serving uninsured and underinsured populations in Jefferson County) Community Paramedics from both counties Port Angeles City Council Legislative Champion : Rep Adam Burnbaum Due to the shared population, Jefferson County Coordinated Entry also includes involvement of regional providers in the Advisory Committee and the Staffing Group. We have actively sought engagement with Serenity House but thus far have been unsuccessful. We do have engagement with regional veterans services – we have been successful in place some veterans from Jefferson County in available veteran housing in Clallam and elsewhere. We have also placed individuals in the Medical Respite for people experiencing homelessness in Clallam County.
