in Seattle's South Park neighborhood
The Saturday volunteer shift at the farm began with what Scott Behmer described as the “releasing of the bees.” Dozens of mason bee cocoons stored over winter were brought out and inserted
into lengths of hollow bamboo. At the same time, their houses were being prepared with tightly rolled paper tubes. They would soon be filled with pollen from the garden by the newly
hatched bees.
Scott is the coordinator of Solid Ground’s Giving Garden at Marra Farm <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=58f59a2a60&e=290850492e>
in Seattle’s South Park neighborhood. He handles all aspects of the farm’s operation, from planting to picking. But the harvests don’t happen without the combined efforts of dozens
of volunteers who come out on Wednesdays, Fridays, and Saturdays from early spring to late fall to help with everything from preparing the ground to weeding to building trellises to
supporting the bees.
Appeal in the variety of jobs
On this particular weekend, half a dozen of us turned out to work, including 12-year-old Yuki and her parents, Yoko and John. The Bothell family had first visited last fall, helping
to put the garden to rest for the winter, and were back to experience the farm in the springtime.

When Terry first came to the Jefferson Emergency Shelter, he had nothing. No place to go, no money, and felt completely defeated. But he didn’t give up.
He showed up. He helped where he could. He built trust. And before long, that determination turned into a job… then a leadership role… and today, Terry helps lead the very shelter that
once gave him a second chance.
“I have been with OlyCAP <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=41bc4db65a&e=290850492e> for 5 years now… It’s not about the money, it’s
about what I do. If I can make a positive influence on one person, then I have succeeded in life.”
Stories like Terry’s are why OlyCAP’s work matters, and why your support matters.
This spring, you can help create more second chances for people right here in our community.

How does your work help the community?
Working with youth to get their GED’s means mentoring students to graduate through a series of tests. I’m helping to instill hope for a better future, whether it’s a job pathway or furthering
their education. Multi-Service Center’ <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=e3b50aca84&e=290850492e> s rent assistance program helps
people maintain their housing and our foreclosure prevention work provides classes to better educate homeowners or people wanting to be homeowners in their options to maintain stable
home ownership.
Clients often face significant challenges as they adjust to life in a changing environment. My work plays a crucial role by connecting them to essential resources including housing assistance,
employment, legal support, educational resources, clothing, and food resources to help them achieve self-sufficiency and successfully settle into their environment. We provide confidence
that there are organizations out there that truly care about community, that truly want to give all the tools and resources to become a whole in unity.

120 years, we have changed our name, moved our home, expanded our reach, and grown with the city around us. But one thread has run unbroken through it all: the leadership, dedication,
and vision of women — women who saw a need and refused to look away.
“From the Beginning: The Seattle Section, Council of Jewish Women “
Est. 1906 | Founders of Settlement House
Neighborhood House did not begin with a government grant or a strategic plan. It began with a group of women who decided that the immigrants arriving in their neighborhood (poor, exhausted,
and navigating a new country without the language or resources to find their footing) deserved better than to struggle alone.
In April of 1906, the Committee on Philanthropy of the Seattle Section, Council of Jewish Women rented the lower floor of a house on the corner of 12th Avenue and Washington Street.
They called it Settlement House. It was Seattle’s first settlement house, where educated volunteers lived and worked alongside the people they served.
In its earliest years, Settlement House offered sewing classes for thirty girls, Americanization and English classes for adults, a library, a free reading room, and free public baths
(the first in Seattle!) for immigrants whose homes had no running hot water. Within a year, it had outgrown its first home.
These women were not simply volunteers. They were advocates, administrators, and social architects. They petitioned the Seattle Public Library to open a branch at Settlement House. They
organized Juvenile Court visits. They ran medical and dental clinics that served thousands of children and adults when no other affordable care was available. When the Depression gutted
their budget, they kept the doors open. When World War II scattered their staff and transformed their neighborhood overnight, they reorganized and served.

Skagit County and the city of Mount Vernon will hold a public event at 5:30 p.m. Monday, April 27, at the Mount Vernon Library Commons to discuss funding for senior services in the county.
The future of the Mount Vernon Senior Center facility and the county's senior meals program will also be discussed.
The Skagit Council on Aging is taking over the county's senior meals program <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=24b496f321&e=290850492e>
starting July 1.
A panel featuring representatives from the Skagit County Board of Commissioners, the city of Mount Vernon, the Mount Vernon City Council, the Northwest Regional Council, and the Skagit
Council on Aging will answer questions submitted by residents.
“The county operates senior centers in Burlington, Sedro-Woolley and Mount Vernon, and provides funding to the town of La Conner for senior services.”
The Anacortes Senior Activity Center is operated by the city, but the county provides funding for staffing. The Concrete Community Center is operated by Community Action of Skagit County

“At the work session, county staff presented the commissioners with several funding options that the county could choose. Many of the options placed more financial and operational responsibility
on the cities.”
The option recommended at the work session by county staff would have the county providing each city with the funding for one senior center coordinator. The senior center coordinator
would be responsible for the operations and management of the center.

The Lewis County Board of County Commissioners met Tuesday, April 7, focusing on two major issues that directly affect families across the county: the expanding homelessness‑response
work of Coastal Community Action Program <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=5f39623a44&e=290850492e> (CCAP) and a major investment
in Napavine’s trades and agriculture education programs.
Much of the meeting centered on how CCAP’s work is changing the way residents access help during housing crises. Daniel Hardgrove, CCAP’s Housing and Community Services Director, explained
that the organization’s newly launched coordinated entry system - which began operating in Lewis County on March 1 - gives residents a single, reliable doorway into housing assistance.
“Coordinated entry is really that first major step for people who are looking for help,” Hargrove said. “We sit down for 45 minutes to an hour and a half and learn what someone is going
through, what their risk factors are, and what programs they might qualify for.”
For residents, this means fewer dead ends and less confusion when seeking help. Instead of calling multiple agencies or being redirected to emergency rooms or law enforcement, people
in crisis now have one place to start. “If someone reaches out and says, ‘I’m homeless, I need help,’ that contact should be a pathway—not a dead end,” Hargrove said.
CCAP’s Housing and Essential Needs (HEN) program also continues to stabilize residents who are disabled and unable to work. In fiscal year 2025, the program helped 111 Lewis County residents
obtain or keep housing. Of those, 63 households avoided eviction through short‑term assistance, and 48 residents moved into new housing. “That’s 48 people who were able to get off the
street,” Hargrove said. “And 82 percent of those who exited the program moved into permanent housing with no subsidy. We’re really proud of that.”

A room full of business owners, nonprofit leaders and longtime community advocates gathered at the Wenatchee Convention Center on April 16, to celebrate a milestone and the people behind
it.
Marking “25 Years of Community,” the Wenatchee Valley Chamber of Commerce’s annual banquet honored several businesses and nonprofit organizations whose work has helped shape the valley’s
economic and civic life over the past year. Finalists for Business of the Year included Top Thai and Cascade Autocenter, while Pybus Public Market and Wenatchee Public Library were
recognized among nonprofit nominees.
The evening’s top business honor went to Norwood Wine Bar, where owner Josh Thaut reflected on the path that brought him back to Wenatchee. Accepting the Business of the Year award,
Thaut spoke to the kind of recognition that often feels distant until it arrives, crediting family support and creative partnerships for helping turn an idea into something rooted in
downtown life. He pointed in particular to collaborations that helped launch events like the “Night Market on the Ave,” now part of the city’s evolving street culture.
Across the nonprofit sector, Chelan-Douglas Community Action Council <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=5e37dc2837&e=290850492e> was
recognized as Nonprofit of the Year, a nod not just to programs but to longevity. For more than six decades, the organization has worked across both counties, building a network that
now includes dozens of staff and hundreds of volunteers. CEO Alan Walker invited that broader team into the moment, emphasizing that the work is collective, built over years of steady
service to families navigating poverty and instability.

about what it takes to build belonging in Seattle.

Self-Help's upcoming Impact Talk will focus on innovative strategies to expand and preserve affordable rental housing. We will explore how mission-driven capital can scale solutions
in the rental housing sector by examining:
* Innovative initiatives across the country providing high-quality, stable housing for low- and moderate-income households
* Strategies for sustaining rent-stabilized housing without overreliance on public subsidy
* Community-centered models in Naturally Occurring Affordable Housing (NOAH) that combat displacement
* Successful partnerships, such as the Nuestra NELA Fund, led by LA Más
* The broader economic mobility and wealth-building potential unlocked through housing stability
Access to safe, stable, and affordable housing remains one of the most urgent challenges facing communities nationwide. Addressing this crisis demands a coordinated ecosystem of capital,
partnerships, and community-rooted strategies that span preservation, development, and pathways for long-term housing stability.

Since December 2020, residential electricity spending has increased by 28 percent on average, straining household budgets. Gas prices have also risen sharply, with the national average
up $1.00 per gallon since late February 2026. Aging energy grid infrastructure and the rapid expansion of artificial intelligence data centers are expected to push these costs even
higher.
The Urban Institute’s American Affordability Tracker now includes residential electricity expenditures and updated gas price data, giving changemakers a better picture of utility costs
in their communities. Knowing the average price of a gallon of gasoline and how much people spend on electricity monthly can help inform targeted policy responses to these rising costs.

The state of Washington has awarded more than $5.4 million in grant funding to seven Spokane County-based organizations to increase the number of available child care spaces.
On Thursday, Gov. Bob Ferguson announced a partnership with the Department of Commerce and the Department of Children, Youth, and Families to distribute $56 million in grant funds for
new construction and renovation projects in 40 cities and 17 counties across the state. The money was awarded through the Department of Commerce’s Early Learning Facilities program
and is expected to create 2,000 additional child care slots.
The program provides financial support to Early Childhood Education and Assistance Program contractors and Working Connections Child Care providers to design, construct or expand early
learning facilities and classrooms.
Both programs are open to lower-income families.
The Department of Commerce received 325 applications requesting a total of $277 million in funding.
“When children have access to high-quality early learning, they gain a strong foundation for lifelong learning and success,” DCYF Secretary Tana Senn said in a statement Thursday. “By
providing capital funding through ELF, we can increase access to programs in communities that have been historically underserved, helping ensure more families – regardless of their
income or location – can benefit from child care and early learning.”
The largest recipient in Spokane County is the Guardian Angels Childcare Center, which will receive $1.69 million in grants. The Salish School of Spokane is among those who were also
awarded funding, and received a grant for just over $1 million.
The school runs the only full-time, Native American immersion school in the state. The school has around 50 kids from preschool to eighth grade, and teaches all core subjects entirely
in Colville-Okanagan Salish.

Washington is pouring $55.8 million into early learning facilities across the state.
Gov. Bob Ferguson announced the competitive grant awards Thursday. The funds will create about 2,000 new child care spaces and support renovation projects in over 50 jurisdictions, according
to the governor’s office.
The grants are from the state’s Early Learning Facilities program, administered by the Department of Commerce. The 74 recipients include local governments, school districts, commercial
properties and in-home child care facilities.
“With these grants, we are working to build more capacity — literally — for our child care and early learning providers,” the governor said.
The grants provide funding to plan, expand, remodel, purchase, or build early learning facilities and classrooms.
Recipients include Early Childhood Education and Assistance Program contractors and Working Connections Child Care providers — two programs open to lower-income families.

May 4, 2026 - May 7, 2026 | Minneapolis, Minnesota
Because we are Head Start and we show up for each other!
As the largest national conference devoted to all things Head Start, the annual National Head Start Conference and Expo brings the Head Start community together for a week of sharing
knowledge, networking with peers, and celebrating achievements.
This Year’s Conference Is Unique
Communities across Minnesota are beginning to move forward after months of disruption and uncertainty caused by a recent federal immigration enforcement operation that officials say
is winding down.
With this welcome respite, we have a chance to honor Minnesota Head Start. During that time of heightened tensions and protests, programs across the state continued doing what they have
always done best. They showed up.

Your Future, Funded is designed to build momentum going into high school graduation.
Together, we can ensure every senior has a touchpoint during the final months of school about financial aid and their next steps. WSAC is offering enhanced support to help schools get
their students across the finish line to complete their FAFSA/WASFA.
The Your Future, Funded initiative advances Governor Ferguson's Washington Completes FAFSA campaign to increase financial aid application completion rates among high school seniors statewide.
Led by the Washington Student Achievement Council (WSAC), this initiative will roll out during March and April, culminating with a dedicated financial aid completion week from April
20-24, 2026.

ABOUT THE EVENT
Community Action Agencies (CAAs) and human services providers play a vital role in strengthening families and communities. As trusted leaders, they bring together professional expertise,
lived experience, and a shared commitment to expanding opportunity.
The National Community Action Partnership’s Annual Convention convenes these changemakers to spark new ideas, highlight effective practices, and navigate an evolving policy landscape.
It’s not just a gathering—it’s a space for connection, learning, and forward momentum.
Participants leave with practical strategies, relevant training, and fresh insights to enhance their work—from supporting whole-family economic mobility to building stronger community
partnerships.
When families are supported, communities grow stronger. The convention equips providers to open doors to stability, increase access to opportunity, and help families build a more secure
future—together.
