The proposal has been reviewed with the International Fire Code [I.F.C.], 2009 Edition, as amended by W.A.C. 51-54. The following constitutes this consulting Fire Code Inspector's findings and determinations based upon the plans of record submitted. Findings&Determinations: 1. The proposed project is the abandonment of an underground 425 gallon heating oil tank and replacement with a 275 gallon aboveground tank, for heating fuel purpose. 2. Guidance for underground tank abandonment is derived from Chapter 34, Section 3404.2.13 of the International Fire Code, 2009 Edition, 3. Abandonment is allowable when removal is found not to be practical. The County's standard recommendation for the procedure of determination of actual or potential soils contamination for tanks under 1,100 gallon water capacity, begins with a visual test. If there is no indication or evidence of tank damage to the satisfaction of the tank inspector,then no further testing would be necessary. 4. With abandonment of the underground residential heating oil tank, it is recommended that all flammable and combustible liquids be removed from the tank, including connected piping. Any suction, inlet, gauge, vapor return and vapor lines would need to be disconnected. The tank should be filled completely with an approved inert solid material, i.e., sand slurry. Remaining underground piping would need to be capped or plugged, below grade, to prevent refilling of the tank. All exterior above-grade fill piping would need to be removed. 5. Installation of the new fuel oil tank and piping shall meet the manufacturers specifications, and applicable requirements from the International Mechanical Code,2009 Edition. 6. The permit will be eligible for a "Final" by the County Department of Community Development after notification by the contractor at completion of the project. It is the recommendation of this plans examiner that the proposals be approved subject to the aforesaid requirements of the International Fire Code and International Mechanical Code.
