the 60-day notice of intent to amend
the Jefferson Courity Comprehensive
Plan (CP) and the Unified Development
Code (UOC) and is being circulated
per RCW 36.70A.106 to State agencies
responsible for reviewing proposed
amendments to comprehensive plans
and implementing regulations.
Description of Current Proposal:
Jefferson County is updating its CP to
respond to the community's housing,
economic, parks and recreation,
utilities, and transportation needs;
steward natural and envlronmental
resources; plan for expected
population growth by the year 2045,
and guide land use and zoning.
The CP Update is also designed to
meet periodic update requirements
consistent with the Growth
Management Act. The CP Update
would amend goals and policies
that will guide development, capital
investments, and other decisions.
Future land Use Plan and Zoning
changes are proposed for the Irondale
and Port Hadlock Urban Growth Area.
The County is also proposing focused
changes to its UDC.

The following existing environmental
documents are being adopted:
1997-1998: Draft and Final
Environmental Impact Statements
(DEIS/FEIS) and addenda prepared
in anticipation of adoption of the
Comprehensive Plan in 1998. The
DEIS and FEIS are dated February 24,
1997 and May 27, 1998, respectively,
and examined the potential
cumulative environmental impacts of
adopting alternative versions of the
Comprehensive Plan.

2002 Amendment Docket. To respond
to an appeal, Wheeler Consulting
was contracted to prepare additional
environmental review. A DSEtS to the
2002 CPA SEIS was issued on March 3,
2004. A FSEIS to the 2002 CPA SEIS was
issued on May 12, 2004.
• 2003-2024: Addenda prepared to the
above documents for Comprehensive
Plan and related non-project actions.
2025 Determination of
Nonsignificance, Jefferson County
Critical Areas Ordinance Update.
To meet the requirements of RCW
43.21C.030(2)(c), the lead agency is
adopting the documents described
above under procedures of WAC 197-
11-630.These existing environmental
documents may be reviewed at
Jefferson County Department of
Community Development (DCD)
offices at 621 Sheridan Street, Port
Townsend WA 98368.
SEPA Threshold Determination
Jefferson County as lead agency issued
a threshold determination of ·oNS"
on April 13, 2026, under WAC 197-11-
340(2). The $EPA c;omment period
ends May 15, 2026. Programmatic
environmental review has been
prepared in the form of a $EPA
Environmental Checklist regarding the
CP and UDC updates. This document
includes a review of environmental
factors and mitigation in the form of
policies and development regulations.
The Responsible Official finds this
proposal does not have a significant
adverse impact on the environment.
Jefferson County as lead agency has
identified and adopted the SEPA
Environmental Checklist as being
appropriate for this proposal after
independent review. The document
meets our environmental review
needs for the current proposal and
wlll accompany the proposal to the
decision maker.
This may be the only opportunity
to comment on the environmental
impacts of the proposal. Unless the
Responsible Official withdraws the
threshold determination pursuant to
WAC 197-11- 340(3)(a), the threshold
determination shall be final at the end
of the comment period. Agencies and
interested parties will be notified if the
threshold determination is withdrawn.
The threshold determination may
be appealed as part of the Board
of County Commissioner's final
decision regarding adoption of the
amendments to this CP and UDC.

Planning Commission Public
Hearing: NOTICE IS HEREBY

Planning Commission will hold
a public hearing to take oral and
written comments on the proposed
amendments to CP and UDC on
Wednesday, May 13, 2026, at 5:30
PM at the Jefferson County Transit
Authority Administration Office, 63
Four Corners Road, Port Townsend,

completion of the publlc hearing
process, the Planning Commission
will forward its recommendations
to the Board of Jefferson County
Commissioners for its consideration
and further action.
Public Comment Period and
Method to Provide Comment:
The Planning Commission and
DCD will accept written comments
on the merits of the proposed
amendments starting Wednesday,
April 1S, 2026 through close of
business on Friday, May 15, 2026.
Any written comments on these
suggested amendments submitted
after the close of the public hearing
will be forwarded to the Board
of County Commissioners (BoCC)
for consideration in its legislative
decision. The BoCC may also hold
a publtc hearing before taking
action on the final amendments.

newspaper of record at a later date.)

RESTORATION FINAL DESIGN
REPORT, ENVIRONMENTAL
PERMITTING
Jefferson County is seeking a
multi-disciplined engineering
firm to provide civil and
structural engineering, surveying,
geotechnical engineering, geology,
hydrology and hydraulic analysls,
and environmental assessments
and permitting (Exhibit A) to
develop preliminary and final
habitat restoration designs and
associated permits for a portion of
the Dosewallips River and floodplaln
(River Mile 3 .6 to 4.0) upstream
of the community of Brinnon, WA.
The project is funded through a
grant agreement between Jefferson
County and the Washington State
Recreation and Conservation
Office (RCO) Salmon Recovery
Funding Board (SRFB). The primary
deliverable is a construction-
ready design package including alt
necessary local, state, and federal
permit applications to restore critical
spawning and rearing habitat for
Hood Canal summer chum and
Puget Sound Chinook salmon.
