As part of our ongoing effort to increase visibility and access, we’ve launched a newly updated webpage for the Quilcene Community Center, with Brinnon and Tri-Area pages coming soon. This update is all about making it easier to see what’s happening, what’s available, and how to get involved in the goings-on. Take a look at Quilcene’s new page HERE <https://us.list-manage.com/mJiFdPS5d5c?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> . One important addition you’ll see across these pages is a clear emphasis on shared expectations. Our Community Center User Conduct Standards outline what it means to create a safe, respectful, and inclusive space for everyone. We’re also highlighting the Code of Conduct for OlyCAP staff and volunteers at the Center. Another crucial update: each center’s webpage will now include Community Center Advisory Committee meeting minutes. This ensures greater transparency and keeps the community informed and engaged with decisions and discussions shaping each center. This is just the beginning! Stay tuned as we roll out updated pages for Brinnon and Tri-Area. Given all the energy and excitement in the room, it’s hard to believe the women are here to learn about personal finance. “That’s my favorite part, when the girls start talking together and I stop talking – and I can step back,” says Michele Wood, a volunteer who works to empower survivors of domestic violence (DV) at Broadview to regain control over their finances. “That’s when I’m like, ‘Yes, this is what the class should be all about. It’s you guys working together, finding resources together, and just having fun.” ‘There’s always a feeling’ Every year, more than 300 people – including DV survivors and their children – come to Broadview in search of safety, shelter, and the opportunity to build new lives after escaping abusive relationships. Every journey is different, but most Broadview residents start from almost nothing, having left behind money, belongings, and even important documents to provide a better life for their families. That’s where volunteers like Michele come in. Twice a month, she stops by Broadview to help residents better understand their relationships with money and discover techniques for managing them. But these classes aren’t all spreadsheets and checkbooks. With training in behavioral health and firsthand experience navigating financial challenges, Michele takes a nonjudgmental approach to financial education, focusing on the emotions that money brings out in all of us. The expansion of Cascade's award-winning Pedaling Relief Project to Bellevue is off to a bananas start, and we are recruiting more volunteer riders for the weekly Thursday morning food rescues. "If you live on the Eastside, have a bike or e-bike and want to donate a few hours on Thursday mornings we are eager to welcome and train new volunteers," says Landon Coates Welsh, Cascade's Pedaling Relief Project Manager. It's a national shame that the Pedaling Relief Project is trying to address using bicycles. The same walls she knows, the same kitchen table where she’s had years of quiet mornings, the same sense of familiarity that so many people lose with age. For many in their 90s, living independently is no longer an option. But for Delores, it still is—and that didn’t happen by chance. When Heather Peterson first met Delores on July 25, 2018, it was a simple home visit. At the time, Heather was working as a Health Home Care Coordinator. Today, she serves as Co-Director of Community Based Teams. They sat together at Delores’s kitchen table, talking through what support could look like. Delores was clear from the start: she didn’t think she needed help. There was a quiet resistance, not rooted in stubbornness, but in something deeper. A belief that she should be able to manage on her own. A hesitation that many people share but don’t always say out loud—that asking for help somehow means you’ve lost something. Still, she agreed to move forward with the process, just to see what she might qualify for. Heather helped her complete a DSHS long-term care application for in-home caregiving support. It was a small step, one piece of paperwork among many, but it opened the door to something much bigger. Last fall, the Yakima Valley Partners Habitat for Humanity was selected for a home ownership resilience grant through Habitat for Humanity International. The $10,000 grant — one of just 10 awarded across the nation last year — has supported the group as it’s prepared for a countywide conversation. In Yakima County, the need for critical home repairs is clear. Around half of the county’s housing stock was built before 1980, with a significant share built before 1960. Meloney Rosen, Yakima Valley Partners Habitat for Humanity’s executive director, said homes may be in such a state of disrepair that the homeowners can’t afford to fix them. If a homeowner chooses to sell, the house is often remodeled and sold at a higher price, removing it from a more affordable market. “The housing stock is aging in our community, and the need is real in our community,” Rosen said. "On Friday, representatives from the county, Yakima Valley Conference of Governments, Opportunities Industrialization Center of Washington <https://us.list-manage.com/3_WJMJ6jVv9?e=290850492e&c2id=60 6a221d987ea180609b616a3d0cf3e4> , Perry Technical Institute, Catholic Charities and state Legislature gathered to talk about barriers and solutions. Shelly Parker, the local Habitat for Humanity affiliate’s deputy director, said the insights from the conversation will be used to inform a Habitat for Humanity International advocacy guide that will be shared with affiliates across the nation.” "“The problem, for us at least, isn't people not knowing about the program,” said Anthony Peterson, CEO of OIC <https://us.list-manage.com/HUF9N3F0m_q?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3 e4> . “They're not aware of the eligibility criteria. They're not aware of the timeframe in which it takes them from point A to point Z to get there. So they're thinking, ‘This is a home repair grant program the OIC is offering, I’ve got this need. How soon can OIC fix it? Can you come out here tomorrow?’ And then it's like, no, we have to walk them through all this red tape.”” Peterson added that finding a variety of contractors can be a challenge. Because much of the funding provided for critical home repairs is awarded on a reimbursement basis, smaller companies often can’t afford to take on the upfront costs associated with the work.” Continue reading…. <https://us.list-manage.com/t8mElH9pgEc?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> Out of sight, still in crisis After the city swept Evans Vista, providers say homelessness is harder to see, but no less severe. Six months later, homelessness is less visible, but still continues to grow <https://us.list-manage.com/6np0N5WKIqa?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> <https://dim.mcusercontent.com/cs/acf3cee5bbda818ebd4ce40eb/images/c7b25a1d-e5be-b0ba-bf5f-4ccd55b0be98.jpg?dpr=2&rect=0%2C116%2C993%2C796&w=612&h=491> The tents that once occupied the space at Evans Vista are gone, but Jefferson County’s homelessness crisis did not disappear with them. Today, 320 households are on the “by-name” list used in Jefferson County for housing assistance, according to Chris Hannon, housing resource manager at Olympic Community Action Programs <https://us.list-manage.com/jzOHGxywCrb?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> (OlyCAP), which helps administer Jefferson County’s coordinated entry system. “If I were to describe a great month, we’d have four openings,” Hannon said. “The average month is one or two. And there are some months where there are just zero.” The by-name list includes households identified as experiencing homelessness, including people sleeping outdoors, living in vehicles, staying in trailers without basic utilities or using emergency shelters. But Hannon said the larger challenge is not identifying need, but finding housing. At the same time, Gary Keister, founder of Bayside Housing, said the number of people seeking help through Bayside programs and referrals has climbed from roughly 120 at the time of the encampment closure in November 2025 to more than 200 today. “I don’t think the 200 is the new normal,” Keister said. “I think it’s the beginning.” Providers said the figures reflect a broader trend in Jefferson County, where high rents, low vacancy rates and a limited housing supply have left many residents one setback from losing shelter. Even people with a steady income can struggle to secure housing. Hannon said many of the unhoused residents he serves work or receive Social Security, disability income or other benefits. Often, he said, the barrier people face is often not a complete lack of income but the inability to secure a lease, pay deposits or compete in a tight rental market. United Way of King County and United Ways of the Pacific Northwest are launching the new MyFreeTaxesWA Expansion Program to grow free tax preparation services across Washington. The program offers grant funding, volunteer support, training, and technical assistance to help organizations expand existing Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) programs—or start new ones. What makes it different? * No federal application required * Simplified reporting (UWKC handles federal reporting) * No match requirement for subgrantees * Earlier access to funding (as early as October) * Access to a strong network of experienced VITA and TCE providers * Built-in client navigation support through MyFreeTaxesWA.org <https://us.list-manage.com/P6Z8qigfJ2X?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> Who should apply? The MFTWA Expansion Program is for both new and existing VITA/TCE programs, including VITA-curious entities that haven’t seriously thought about becoming free tax assistance providers before. The program aims to support community organizations in the ways they need: * Low-barrier, upfront funding so existing programs can cover operating costs and focus on delivering high-quality tax assistance, expand services hours, and even consider adding another VITA site in their community. * Hands-on support for organizations new to free tax assistance, provided by an organization with over 20 years of free tax assistance experience with backing from other VITA and TCE providers throughout Washington. Why it matters Free tax help is about more than filing. It’s a critical gateway to some of the most impactful direct cash transfer programs available to low- and moderate-income households. Yet in Washington, 91% of VITA/TCE-eligible households are still un- or under-served. While many lose out on the full value of these cash benefits by using high-cost tax preparation services, one-in-five WA families miss out entirely by not filing. Free tax assistance can also be a springboard for broader financial stability. By connecting individuals and families with resources like no-cost banking, financial coaching, and career development opportunities, filing taxes becomes a first step towards long-term security and wealth-building. The bill takes aim at the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), which provides critical targeted nutritional support to 6.8 million infants, young children, and their mothers. It provides $200 million less than the $8.2 billion level enacted in fiscal year (FY) 2026, falling short of what is needed to uphold meaningful benefit levels. The WIC cash value benefit (CVB) that helps families purchase fruits and vegetables to support better nutrition and health is also reduced in the bill — by 10 percent — following President Trump’s proposed budget priority to weaken the program. Additionally, the bill fails to ensure that WIC remains accessible to millions of participants, including many in rural areas, who are only able to participate due to the flexible services — such as phone and video appointments for certification and recertification. Without congressional action, these virtual options could expire as soon as September 30, 2026, cutting off access, especially for those in rural areas who have limited access to their local WIC clinic. I didn’t want to go back to a shelter with my son, who has health needs. The thought of being homeless again — or going back to my abuser — came rushing back.” Nyla and other renters housed through the federal Emergency Housing Voucher program face a looming deadline to find alternative housing assistance, after the Trump administration announced that funding will run out earlier than expected. The program, created by Congress in 2021 and initially expected to last through 2030, has helped people at risk of or experiencing homelessness as well as those fleeing domestic or dating violence, stalking or human trafficking. On the Tulalip Reservation in Snohomish County, that vision is taking shape through clean energy and resilience projects designed to keep critical facilities powered during emergencies and help the tribe prepare for a changing climate. These projects are part of a larger effort to build a sustainable future. The Tulalip Tribes, comprised of about 5,500 members, own Quil Ceda Village, a municipality within the reservation that includes the Quil Ceda Village Business Park, home to the Tulalip Resort Casino and Seattle Premium Outlets. Together, those destinations attract about six million visitors each year and create important economic opportunities for the tribe. Tulalip’s long-term vision reaches beyond commercial growth. Tribal leaders are also focused on expanding housing, protecting food systems, and strengthening energy security across the reservation so future generations can thrive. Powering resilience with a microgrid A key part of the vision is the development of a resilience microgrid to provide reliable power for essential community facilities. Host Megan Matthews, director of the Washington State Office of Equity, sits down with Cami Feek, Commissioner of Washington State's Employment Security Department (ESD), for an open and honest conversation about what equity really means and what is doesn't. Cami shares her 30-year journey through state government and talks about why good leaders don't need to have all the answers. She also shares how ESD is working to build a "learning organization", one where every employee has a role to play in making things better for the people they serve. No matter where you work or what your role is, this conversation has something for everyone. Tune in and ask yourself: what can I do to support equity right where I am? ABOUT THE EVENT Community Action Agencies (CAAs) and human services providers play a vital role in strengthening families and communities. As trusted leaders, they bring together professional expertise, lived experience, and a shared commitment to expanding opportunity. The National Community Action Partnership’s Annual Convention convenes these changemakers to spark new ideas, highlight effective practices, and navigate an evolving policy landscape. It’s not just a gathering—it’s a space for connection, learning, and forward momentum. Participants leave with practical strategies, relevant training, and fresh insights to enhance their work—from supporting whole-family economic mobility to building stronger community partnerships. When families are supported, communities grow stronger. The convention equips providers to open doors to stability, increase access to opportunity, and help families build a more secure future—together.
