SUBJECT: Agenda Item - Nomination of Chiggers Stokes to the
North Pacific Coast Marine Resources Committee
STATEMENT OF ISSUE:
Environmental Health management and staff would like to recommend Mr. Chiggers Stokes for
appointment to the North Pacific Coast Marine Resources Committee (NPC MRC) to fill a vacant
Jefferson County citizen volunteer seat. The open seat was vacated by Marjorie (Kathy)
Dickson.
The NPC MRC supports and Implements projects to benefit coast environments and
communities of western C1allam and Jefferson Counties.
ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S:
This vacancy on the NPC MRC was advertised in The Leaderon January 12, 2011 as well as In
the Forks Forum. One person responded to the ad prior to the deadline of March 10, 2011.
Mr. Stokes was Interviewed by Stuart Whitford and Taml Pokorny In person on March 16 and
reviewed his application materials. We concur that he Is well qualified to serve and would make
an excellent addition to the NPC MRC membership.
Mr. Stokes Is a 33-year resident of western Jefferson County having raised his family In the
Bogachiel watershed. As a recreationist and while employed by Olympic National Park at Mora,
Mr. Stokes accumulated years of direct experience observing the coast and human uses of it.
He Is a volunteer for the annual beach clean-up and a local trail organization and has training in
011 spill and marine mammal stranding response. Mr. Stokes is an accomplished writer and

expresses a deep commitment to the future of the coast, its resources and the communities of
the West End.
FISCAL IMPACT ICOST BENEFIT ANALYSIS:
There is no fiscal impact to the county's General Fund for appointing Mr. Stokes to serve on the
NPC MRC.
RECOMMENDATION:
JCPH management recommends the appointment of Chiggers Stokes to serve as one of three
Jefferson County cltIzens on the North Pacific Coast Marine Resources Committee.
