The Clerk Hire-Subject Matter Expert will apply knowledge and professional expertise to
develop processes, train employees and serve as a resource for department processes. This role
emphasizes knowledge transfer to ensure consistency, accuracy, and efficiency in operations.
This is a temporary Clerk Hire position, which may work a maximum of 69 hours per month.
The Yard Waste/Compost Instructor is responsible for developing and delivering educational
workshops for Jefferson County residents on effective composting practices using food scraps
and yard waste.
This position provides hands-on and instructional learning opportunities that teach participants
how to establish and maintain composting systems that improve soil health, increase moisture
retention, and supply essential nutrients for plant growth. Instruction includes identifying
appropriate compostable materials, understanding system setup, and applying best practices for
ongoing compost management.
The instructor plays a key role in promoting sustainable waste reduction behaviors within the
community. By encouraging proper composting techniques, this program helps divert organic
materials from the solid waste stream, reducing the volume of waste transported to the transfer
station and supporting broader county waste diversion goals.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may

Serve as a subject matter resource and advisor on departmental processes, providing expertise,
guidance and support in assigned functional area.
Develop, refine, and maintain training materials, reference documents, and process guides.
Conduct employee training as needed to ensure effective knowledge transfer and consistent
application of procedures.
Support special projects as required. Collaborate with department leadership and stakeholders,
monitor progress, and ensure timely outcomes.

Operate a vehicle to travel between work locations and to attend meetings, events and
conferences as required.
Perform other duties in support of departmental objectives as assigned.

EDUCATION and/or EXPERIENCE
Bachelor's degree in a related field plus demonstrated experience and expertise in
the assigned functional area OR an equivalent combination of education and
relevant experience.
Demonstrated expertise in the assigned functional area, with the ability to serve as a
primary knowledge resource.
Proven experience applying subject matter knowledge to develop, document, and
improve processes.
LANGUAGE SKILLS
Ability to read and interpret a variety of documents. Demonstrates clear and
concise written communication skills, including basic writing skills. Effectively
communicates verbally in both one-on-one and group settings, including presenting
information to the public and staff.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole
numbers, common fractions, and decimals. Ability to compute rate, ratio, and
percent.
REASONING ABILITY
Ability to apply common sense understanding to carry out detailed but uninvolved
written or oral instructions. Ability to deal with problems involving a few concrete
variables in standardized situations.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid Washington State Driver's License.
Required to pass criminal background check.
