Rural Resources celebrates Community Action Month this May

(RRCA) is proud to join partner organizations across the United States in recognizing May as Community Action Month. Throughout the month, RRCA will celebrate our dedicated employees;
reflect on our impact in our local, rural communities; and showcase community members who participate in our programs.
“Community Action Month gives us an opportunity to reflect on the impact Rural Resources has had on local families and communities,” said Bryan Raines, Rural Resources’ CEO. “We assist
thousands of community members across 13 rural counties, providing services like job training, affordable housing, meal deliveries, independent living services for senior citizens,
rural transportation, and much more.”
Community Action Agencies unite under a collective vision of helping families and individuals become self-sufficient and rise out of poverty. All Community Action Agencies are locally
governed, with boards of directors composed of local elected officials, private and public sector representatives, and engaged community residents. Community Action Agencies are also
required to conduct Community Needs Assessments every three years, a process which RRCA underwent in 2025 to understand what programs are needed most in our service area.

“What stood out to me most was the focus on the human side of teamwork—things like trust, communication, and shared purpose. The speaker was really inspiring and made those ideas feel
real and doable. It got me thinking about how I show up on a team and where I can improve” says Kristi Packer, Goldendale Housing Program Coordinator. “I walked away with some great
insights and a stronger commitment to being a better teammate”
The Housing team and Civic Engagement Director joined Community Action teams from around the state to learn about CSBG 101, health literacy & plain language, intake in social services,
trauma informed care and the power of teamwork.
Berneitha K. McNair, a highly respected leader in the nonprofit sector, led conversations around impeccable client intakes and an emphasizes of the importance of consistently delivering
high-quality intake experiences for every client. Teams also participated in sessions focused on how leaders and frontline staff can work together to strengthen collaboration across
all levels of an organization.
Zalina 'Zee' Abner-Green, WSCAP’s Training & Development Director, introduced and refreshed participants on health literacy, plain-language, and other methods for communicating and creating
effective materials for and with communities. Participants also learned and were refreshed in trauma informed practices.
“We are so incredibly grateful to WSCAP for this wonderful learning opportunity for our teams” said Juan Reyes, Associate Director. “We are excited to bring back all this knowledge to
the agency and to our community.”

U.S. Rep. Michael Baumgartner made three stops in the Walla Walla Valley last week, talking with constituents and local leaders about issues, including food assistance, transportation
and childcare.
Baumgartner’s first stop was a private meeting in Walla Walla with community leaders who each brought some of their primary concerns to him.
Danielle Garbe-Reser, CEO of Blue Mountain Action Council <https://us.list-manage.com/11HtDh36jYm?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> , said the day of Baumgartner’s
visit — Friday, May 1 — was the first day of Supplemental Nutrition Assistance Program changes going into effect.
In Walla Walla County alone <https://us.list-manage.com/YPopuicgcI7?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> , about 1,300 people are subject to the requirements, which mandate
that SNAP recipients either work, volunteer or do job training 80 hours a month.
"Part of what's hard in our rural areas is whether there are enough jobs for folks looking," Garbe-Reser said. "And our food banks have about half the amount of federal food we had donated
to us at this time last year, and we're serving about 10% more households even before this month."
She said the added challenge of the SNAP benefit requirements is putting a lot of pressure on farmers and grocery stores with the possibility of less food being purchased.
“We’ll keep an eye on that, and it would be good to stay in communication about what you’re talking about,” Baumgartner said.

mac and cheese, corn casserole, salads, and desserts of various kinds – most of it made fresh that afternoon by the moms themselves.
“Hello! You look lovely, by the way. Did you have fun this weekend?” Kim C., a Children’s Advocate at Broadview, greets one little girl while heaping food onto her plate. “What else?
Mac and cheese? Bread? Potatoes?”
The dinner, which draws about 20 women and children on this dreary Monday night, is one tool that Broadview staff use to build community, create space for joy and healing, and spark
informal support networks for families who’ve often left everything behind – including any community support – in order to escape abusive and violent relationships.

Anacortes council awards federal grant to Community Action of Skagit County

In a rare divided vote, the Anacortes City Council has awarded a portion of its annual federal community development grant money to Community Action of Skagit County <https://us.list-manage.com/9zrU2
KvgYsF?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> instead of the Anacortes Family Center.
With members T.J. Fantini and Luke Currier opposed and Christine Cleland-McGrath abstaining, the council voted 4-2 Monday, April 27, in favor of this year’s Community Development Block
Grant Action Plan.
This year’s plan divvies up about $107,000 from the U.S. Department of Housing and Urban Development (HUD), with the city keeping about $20,000 of that to cover administrative costs.
About $44,000 will go to the Anacortes Family Center to replace the HVAC system in its emergency shelter, while about $26,000 will go to the Salvation Army to install wheelchair-accessible
doors at its Anacortes facility.
The remaining $16,000 — which represents 15% of the total and is restricted for public service activities — will go to Community Action of Skagit County, which plans to use the money
to expand its employment services at its resource center in Anacortes.
It’s the first time in the past 12 years that the public service portion of the grant will not go to the Anacortes Family Center, the nonprofit’s executive director, Dustin Johnson,
told the council during Monday’s meeting.
“It has been a consistent source of revenue for all sorts of things around our case management, namely … getting our clients employed,” Johnson said.
Sandi Finney, Community Action’s chief strategy officer, told the committee that her nonprofit plans to expand its in-person employment services from half a day a week to a full day
each week.
The number of clients Community Action served with its employment services rose from 12 to 20 after it started offering those in-person services through its resource center on Commercial
Avenue in 2025, Finney said.
“That number may not sound large, I know it doesn’t,” she said, “but when you're talking about any education or employment services, it's many hours a week.”

Coastal Community Action hosting Entry Event Thursday

This Thursday May 7, between 1:30 to 3:30 p.m. Coastal Community Action Program <https://us.list-manage.com/jBC5PgqCtSi?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> will be hosting
an Entry Event designed to help community members in need.
The Entry Event lets those in need of assistance come to a central location in which various local agencies and organizations are located in the same place at the same time. This can
expedite resources and communication between entities to get assistance to those in need more quickly and effectively.
Event facilitators Ryan Rowell and Joe Mendoza have been spearheading the community Entry Event on the first and third Thursdays of each month for the past few months, and they have
noticed that as word has spread the event has grown each month.
Rowell said that in the last month it produced about 12 to 15 supporting agencies to which they can refer clients at the event.
“If people have to make another trip, go across town, wait a few days, or even make a phone call later it’s another chance they fall through the cracks,” Rowell said. “Helping families
that come in here, you know, they’re stressed out, they don’t know where to turn to and then we just happen to have that resource they need sitting right across the lobby and they get
connected. That feels awesome.”
Mendoza spoke about how limitations affect the ability of people seeking assistance.
“A lack of transportation or a phone for communication can be a real barrier for someone who needs assistance and can probably get it if they are able to make the connections,” Mendoza
said. “We can be here to help bridge the gap and that strengthens the bond of our community partners as well.”

Clark County is seeking applicants to fill two positions on its volunteer Community Action Advisory Board <https://us.list-manage.com/h3cST5rIijm?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4>
. Applications are due by Friday, May 22.
The open positions include a community representative from the county’s fifth district and a low-income representative from the fourth district, according to a Clark County news release.
Terms begin immediately and last three years, ending Dec. 31, 2028. Members may be reappointed to serve up to two additional terms.
The 15-member Community Action Advisory Board advises local government on funding for housing, basic needs and self-sufficiency programs. Members also advocate for services that support
families and individuals in need at the local, state and federal levels.

happens all at once, and it is almost never the result of a single service. Instead, it comes from removing barriers, one by one, until forward movement becomes possible.
Sometimes, those barriers are not complex. They are practical, immediate, and often overlooked. Transportation is one of them.

the originally anticipated amount, will support driver’s education and related costs for residents in our housing programs, including The Avenue.
Access Changes Everything
For many of the individuals we serve, this is not just about learning to drive. It is about access.
It is about being able to say yes to a job opportunity, to show up consistently, and to take the next step without relying on systems that are often unreliable or out of reach.
It is about independence in a very real, very tangible way.
As Tonia Hess, Senior Director of Housing and Behavioral Health, shared, “Today’s investment is more than a donation, it is a pathway to independence through partnership and purpose.
We are not only empowering young adults to move beyond their past, but toward their future with an understanding that opportunity and hope exist within their community through joint
partnerships.”
It Started with a Conversation
This opportunity began the way many meaningful solutions do, with a conversation grounded in real experience.

Taskforce’s “You Are Not Alone” event on May 16 at Stanwood High School. The event focuses on building resilience and equipping youth and families with tools to support mental health
and prevent suicide.
“While we’ve seen improvements in mental health outcomes since the pandemic, many young people continue to struggle with depression, anxiety, and suicidal thoughts,” said Amanda Franke,
Division Manager, Behavioral Health and Veterans Services. “To build a healthier community, it’s crucial that we strengthen our ability to support those in need.” Twelve Snohomish County
youth under 19 died by suicide between November 2023 and June 2025.
Recent data suggests disparities across groups are narrowing, underscoring the importance of accessible, community-based support.
“The ‘You Are Not Alone’ event reflects our commitment to supporting youth across Snohomish County,” said Mary Jane Brell Vujovic, Director of Human Services. “Providing resources, connection,
and youth-centered programming is critical to ensuring young people can thrive.”

Refreshed mission, strategic plan and guiding values set direction for agency’s next five years of community-focused investment and service
OLYMPIA, Wash. — The Washington State Department of Commerce manages more than a $9 billion budget to support communities across Washington. Its programs touch nearly every aspect of
daily life, including child care, energy use, and more. And communities want and need equitable, consistent access to the agency’s programs and funding.
After more than a year of research, community engagement, and in-depth conversations with employees and partners about how to ensure the agency meets community need, Commerce is launching
a refreshed mission, vision, and strategic plan to guide the agency’s next chapter.
The plan breaks down barriers between programs and service areas to help the agency unify its approach.
Our vision: A Washington where every community grows through access to opportunities and innovation.
Our mission: Commerce fosters resilient communities by building partnerships, delivering resources, and advancing equity through responsive, transparent, and collaborative public service.

United Way of King County and United Ways of the Pacific Northwest are launching the new MyFreeTaxesWA Expansion Program to grow free tax preparation services across Washington.
The program offers grant funding, volunteer support, training, and technical assistance to help organizations expand existing Volunteer Income Tax Assistance (VITA) and Tax Counseling
for the Elderly (TCE) programs—or start new ones.
What makes it different?
* No federal application required
* Simplified reporting (UWKC handles federal reporting)
* No match requirement for subgrantees
* Earlier access to funding (as early as October)
* Access to a strong network of experienced VITA and TCE providers

Who should apply?
The MFTWA Expansion Program is for both new and existing VITA/TCE programs, including VITA-curious entities that haven’t seriously thought about becoming free tax assistance providers
before.
The program aims to support community organizations in the ways they need:
* Low-barrier, upfront funding so existing programs can cover operating costs and focus on delivering high-quality tax assistance, expand services hours, and even consider adding another
VITA site in their community.
* Hands-on support for organizations new to free tax assistance, provided by an organization with over 20 years of free tax assistance experience with backing from other VITA and TCE
providers throughout Washington.
Why it matters
Free tax help is about more than filing. It’s a critical gateway to some of the most impactful direct cash transfer programs available to low- and moderate-income households. Yet in
Washington, 91% of VITA/TCE-eligible households are still un- or under-served. While many lose out on the full value of these cash benefits by using high-cost tax preparation services,
one-in-five WA families miss out entirely by not filing.
Free tax assistance can also be a springboard for broader financial stability. By connecting individuals and families with resources like no-cost banking, financial coaching, and career
development opportunities, filing taxes becomes a first step towards long-term security and wealth-building.

The Office of Homeless Youth (OHY) will hold its next Homeless Youth Prevention and Protection (HYPP) Advisory Committee meeting on June 4 in Bremerton. There will be a virtual option
for people who can’t attend in person.
OHY is guided by a 12-member advisory committee of advocates, legislators, law enforcement, service providers, youth, and other partners to address and end youth homelessness. Except
for legislative members, advisory committee members are appointed by the governor.

Reflections From the 2026 FRAC National Anti-Hunger Policy Conference
Walking into the FRAC National Anti-Hunger Policy Conference last week to join more than close to 1,000 advocates from across the country in conversation and community reminded me of
the strength of the anti-hunger network — especially in the challenging moment we are facing.
It reaffirmed how important gathering together is. Being together helps fuel our resolve, which we carry to Capitol Hill and back to our states, and local communities — where policy
becomes real for the tens of millions of people who are struggling to put food on the table.
The conference offered an important inflection point. We acknowledged the harm and impact of the $187 billion cut to the Supplemental Nutrition Assistance Program <https://us.list-manage.com/M3PieV6P
JxF?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> (SNAP), the advocacy work needed to reverse the devastating cuts, and the mitigation work required as the cuts roll out across
the country. Much of the conference focused on how state and local leaders are approaching this work as the real impact of the cuts are beginning to be felt across the nation, and I
appreciated the thoughtfulness, creativity, and strategy that is being brought to this work.

The Trump administration will renew its effort to change the approach to the nation’s largest homelessness assistance program with a request for funding that will be released next month.
The Department of Housing and Urban Development said it will publish the 2026 Continuum of Care Notice of Funding Opportunity by June 1. The CoC provides grants to states, local governments
and nonprofit organizations that sponsor programs to reduce homelessness.
The department said in a Thursday press release the CoC’s goal is to “optimize self-sufficiency” and increase investment in transitional housing and supportive services, such as street
outreach, childcare, outpatient addiction treatment and job training. The grants would fund programs for the 2027 calendar year.
HUD sought to go in the same direction last November, when it issued a CoC request for funding for fiscal 2025 that would have affected programs this year.
Advocates for the homeless and several states sued, and a 1st U.S. Circuit Court of Appeals panel denied the administration’s request that it block a federal court decision stopping
HUD from changing how it distributed nearly $4 billion in homelessness grants. The case is ongoing.
