In the Matter of Unexcused Absences of
Ferry Advisory Committee Members
RESOLUTION NO.
WHEREAS, the Jefferson County Ferry Advisory Committee (FAC) is required by RCW
47.60.310 to have five (5) members; and
WHEREAS, FAC members are appointed by the Board of County Commissioners
(BoCC) and serve 4-year terms; and
WHEREAS, RCW 47.60.310 creates thirteen (13) “local” FACs as well as an Executive
Committee (“ExCom”); the ExCom consists of the chairs (or their designees) of the local FACs;
and
WHEREAS, in 2008, all FACs as well as the ExCom agreed, with the concurrence of
Washington State Ferries, to the “FAC Charter”. The FAC Charter addresses many aspects of
how FACs conduct their meetings, select chairs, co-chairs, etc; and
WHEREAS, one subject not addressed in FAC Charter is the matter of absences; that is,
when a member of an FAC fails to attend one or more scheduled meeting(s); and
WHEREAS, any committee member who is unable to attend a scheduled meeting due to
a conflicting personal or professional priority is expected to notify the FAC chair in advance (an
“excused absence”); and
WHEREAS, when a committee member fails to attend a scheduled meeting and fails to
notify the FAC chair in advance of that meeting, it is an “unexcused absence”; and
WHEREAS, when a quorum of voting members is not able to attend an FAC meeting,
that meeting must be cancelled due to lack of a quorum;

NOW, THEREFORE, THE BOARD OF COUNTY COMMISSIONERS OF JEFFERSON
COUNTY, WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. Whereas Clauses are Findings of Fact. The Jefferson County Board of
Commissioners and the Ferry Advisory Committee hereby adopt the above “Whereas” clauses as
Findings of Fact supporting this resolution.
Section 2. Purpose. It is the policy of the Jefferson County Ferry Advisory Committee that when
any member has two (2) or more unexcused absences in a row, the FAC chair must bring the
matter to the attention of the BoCC for action.
Having been notified by the FAC chair of the situation, the BoCC should contact the member as
soon as practicable, determine whether or not that member wishes to continue as a member of
the FAC or resign, and notify the FAC chair of the decision.
If the member decides to resign or is removed by the BoCC, the BoCC must begin the customary
process of recruiting a replacement for that member’s position in accordance with the
requirements of RCW 47.60.310.
Section 3. Severability. If any section, subsection, sentence, clause, or phrase of this Resolution
or its application to any person or circumstance is held invalid, the remainder of this Resolution
or its application to other persons or circumstances shall be fully valid and shall not be affected.
Section 4. Effective Date. This Resolution shall take effect and be in full force immediately
upon passage by the Ferry Advisory Committee and by the Board of County Commissioners.
