MEMBERS: Josh Peters, County Administrator/Risk Manager
Sarah Melancon, Human Resources Director/Risk Coordinator

LEGAL COUNSEL: Philip C. Hunsucker, Chief Civil Deputy Prosecuting Attorney
STAFF: Adiel McKnight, Deputy Clerk of the Board/Claims Administrator
CALL TO ORDER: Chair Melancon called the meeting to order at the appointed time. In attendance were
Members Peters,Prada, and Frederick. Member Martine joined the meeting shortly after it began. Also in
attendance: Legal Counsel Philip Hunsucker.
The meeting recessed at 10:34 a.m. and reconvened at 10:41 a.m. to address technical difficulties.
PUBLIC COMMENT PERIOD: Chair Melancon called for public comments, and no comments were
received.
APPROVAL OF MINUTES: Member Prada moved to approve the meeting minutes of March 3,2026 as
presented. Member Frederick seconded the motion. The motion carried.
OLD BUSINESS: Not discussed.
EXECUTIVE SESSION: An Executive Session was scheduled from 10:35 a.m. to 11:15 a.m. Chair
Melancon announced that the Executive Session will be held from 10:42 a.m. to 11:22 a.m. regarding
Actual/Potential Litigation under exemption RCW 42.30.110(1)(i)as outlined in the Open Public Meetings
Act. Staff present: Risk Manager,Chief Civil DPA, Safety Officer, Treasurer, Public Health Director, Risk
Coordinator, and Claims Administrator. Chair Melancon resumed the regular meeting at 11:22 a.m. and
announced that the Committee with be extending the Executive Session from 11:22 a.m. to 11:45 a.m. Chair
Melancon concluded the Executive Session at 11:46 a.m. There was no proposed action, and therefore no
public comment.
NEW BUSINESS:
• Certificate of Completion: Introduction to Risk Management and Insurance: Chair Melancon
announced that she and Claims Coordinator McKnight completed the Introduction to Risk
Management and Insurance Course, and have received a certificate.
Member Martine excused herself from the remainder of the meeting at 11:50 a.m.

• Claim C-02-26: Simone Kim; Damage to ceiling in house; In the amount of$755: After
discussion, Member Prada moved to request a letter to settle the claim with a Release of Claim be
sent by the Prosecuting Attorney's Office. Chief Civil Deputy Prosecuting Attorney noted that this
usually comes from the Claims Coordinator. Member Prada made a friendly amendment to follow
normal procedure. Member Frederick seconded the motion. The motion carried.
• Claim C-03-26: Mathew Shapiro; A water meter over pressurized the water line, blowing out a
safety plug on a hydrant; In the amount of$10,000: After discussion, Member Peters moved to
deny claim based on Public Works' response noting that the County did not do the work, and the
location was in the city limits. Member Prada seconded the motion. The motion carried.
FUTURE AGENDA ITEMS: Not discussed.
CLOSING REMARKS: Member Prada thanked everyone in the Committee for their work in tracking
cases. Chair Melancon concurred and thanked Chief Civil DPA Philip Hunsucker for his work, even while
short staffed.
NOTICE OF ADJOURNMENT: Chair Melancon adjourned the meeting at 11:55 a.m. until the next
regular meeting or special meeting as properly noticed.
