A practice older than California. A new state law. One conversation that bridges them. THE LAW On January 1, 2025, SB 310 (Dodd) took effect. The law recognizes federally recognized tribes' inherent authority to conduct cultural burns on ancestral lands through sovereign-to-sovereign agreements with the California Natural Resources Agency — without state-issued burn permits. The first implementing agreement was signed with the Karuk Tribe in early 2025. THE INFRASTRUCTURE CAL FIRE has appointed its first Deputy Director for Tribal Affairs. AB 642 (2021) established a statutory Cultural Burning Liaison at CAL FIRE. California's 2022 Strategic Plan for Expanding the Use of Beneficial Fire names cultural burning alongside prescribed burns as a core pillar of the state's 400,000-acre-per-year target. Peer-reviewed research in PNAS, Fire Ecology, and Ecological Applications documents that Indigenous fire stewardship reduces fuel loads, supports biodiversity, and sustains watershed flows.
