Briefly describe your project. When did you start work on it? Who is involved? What is the scope of the project? This is a request for supplemental funding support for a project that was originally awarded a $1,000,000 P1F grant in 2021. The project is multi -phase and is intended to address safety and reliability issues with the main power transmission lines feeding Port Townsend, implement the City's Gateway Development Plan, and expand the Boat Yard along Sims Way to provide additional workspace to support marine trades jobs in Jefferson County. 2. How does the project satisfy, in whole or in part, the jurisdiction's economic development strategy? The project is consistent with, and helps to implement, the CEDS Goal #1 of facilitating a diversified, resilient economy, in that it invests in, and upgrades port infrastructure that supports the current and future needs of the blue economy. It also advances CEDS Goal #3 of strengthened and sustainable infrastructure by undergrounding a key electrical transmission line serving Port Townsend, thereby ensuring that it will be unaffected by storms, small animal intrusion, or traffic accidents. Finally, as described in our original 2021 PIF Application, the overall project is consistent with, and helps to implement detailed policy guidance found within the Land Use and Economic Development Elements of the City's Comprehensive Plan, as well as the Gateway Development Plan (a subarea plan governing the project area). 3. Is this project a documented county -wide priority? If so, where does it rank? Yes. This project was previously awarded $1,000,000 in PIF money during the 2021 grant cycle; as such, it is clearly viewed as a county -wide funding priority, although it is not "ranked" within a project array per se. 4. Summarize efforts taken to date regarding the project in terms of specific steps/studies and dates of action, where appropriate. Substantial elements of the project have been completed to date. A robust community engagement process has been completed, which resulted in the adoption of a "preferred alternative" by the legislative bodies for the City, Port, and PUD. The preferred option includes widening Boat Haven Boatyard to the Port's property line, undergrounding of the overhead power lines, and frontage improvements, including extensive landscaping and a sidewalk along the south side of Sims Way. Topographic and right-of-way surveying necessary for detailed design has been completed. Additionally, the City of Port Townsend amended its Sims Gateway Corridor plan to reflect the preferred option. a. Is the project part of a plan (capital facilities, growth management, business development, etc.)? Yes. This project is reflected in the adopted Capital Improvement Programs of the Port of Port Townsend, Jefferson County PUD 41, and the City of Port Townsend. b. What engineering reports and feasibility studies have been prepared, and when? Consultation with the Washington State Department of Historic Preservation Office and area tribes is underway. This project will require a monitoring program to protect inadvertent artifacts discovered during construction. c. Summarize efforts you've taken to date regarding the project in terms of: 1. Securing funding for this project from local, state or federal programs or foundations. As noted previously, the request presently before the PIF Board is for supplemental funding to support completion of a PIF project that received a $1,000,000 PIF Grant in 2021. 2. Specify sources, including local match and dollar amounts. If there are conditions attached to any of these secured funding sources, please specify. The original funding request approved by the PIF Board in 2021 was to provide $1,000,000 in funding for a $2,000,000 project, with the Port, PUD and City together providing cash and in -kind match shares equivalent to $1,000,000. In the years since the original PIF grant award in 2021, capital costs in our region have increased disproportionate to inflation. Moreover, substantial citizen interest in the project necessitated a $60,000 public engagement effort to better understand community desires for the future design aesthetic of the Gateway Corridor. This public engagement effort revealed a need for more robust landscaping and streetscape improvements to address citizen concerns. Overall, the cost of the project is now estimated to be $2,300,000. Accordingly, the request before the PIF Board is for $300,000 in supplemental PIF Grant funding. No additional match is proposed. In consequence, $1,300,000 (56.5%) of the total project cost would be funded through PIF monies, with $1,000,000 (43.5%) from cash and in -kind match provided by the City, PUD and Port. d. Are there other efforts you have made that are unique to this project? Please refer to the responses above, which describe the substantial investment in public engagement and design for reconfigured Gateway Corridor. 5. What are the anticipated outcomes of this project in terms of the criteria identified below? Quantify information where possible. a. How will this project improve local infrastructure capacity? As described in the 2021 PIF Project Application, the project will expand the Boat Haven Work Yard by approximately 5% (i.e., nearly 1 acre), contributing to the retention of existing marine trades jobs, and helping to maintain the inter -generational viability of marine trades businesses that rely upon the Yard. Additionally, the removal of the poplar trees adjacent to the Boat Haven Work Yard, and the undergrounding of PUD electrical transmission lines serving the city will greatly reduce the likelihood of power outages, risk of fire, and general reliability of service to Port Townsend. b. How many businesses do you plan on serving with this project? The improved aesthetic of the Gateway Corridor entrance into Port Townsend will be of benefit to the entire community, and the businesses within it. Moreover, the additional space within the Boat Haven Work Yard will promote the current and inter -generational viability of the 61 business that rely directly upon the Yard. c. How many full-time, permanent jobs will this project create or retain? 1. Retain: The project contributes to the overall viability of the Boat Haven Work Yard, and the more than 450 workers that rely upon it. 2. Create in 1-3 years: 10, marine trades 3. Create in 3-5 years: 20, marine trades d. What is the size of the population that will benefit by these infrastructure improvements? The project is of county -wide benefit and will help to retain and expand living wage jobs in the marine trades. 6. How many months will the work on this project take to complete? The project is anticipated to be largely complete by the end of 2024, approximately 13 months from the date of this application. 7. Are there other factors significant to this project that we should be aware of, such as health and safety, emergency declaration, "bird in hand" efforts, volunteer efforts, etc.? As described elsewhere in this application, this is a request for supplemental funding for a project previously supported by the PIF Board. Jeff Randall, Secretary Ooeu3igned by: Dan Topper, President Ken Collins, Vice President RESOLUTION NO. 754-21 A Resolution of the Commission of the Port of Port Townsend AUTHORIZING PORT EXECUTIVE DIRECTOR TO APPLY FOR A PUBLIC INFRASTRUCTURE FUND GRANT TO HELP FUND THE SIMS WAY GATEWAY PLAN IMPLEMENTATION & BOAT YARD EXPANSION PROJECT This is a resolution that authorizes the Executive Director of the Port of Part Townsend to submit an application for funding assistance to the Jefferson County Public Infrastructure Fund (PIF) Board for the Sims Way Gateway Plan Implementation and Boat Yard Expansion Project, an eligible public facility as set forth in RCW 82.14.370(3)(i). WHEREAS, the Port of Port Townsend, City of Port Townsend, and Jefferson County Public Utility District (PUD) recognize that the Lombardy Poplar trees lining Sims Way are incompatible with overhead power lines and pose safety and grid reliability issues that must be resolved; and WHEREAS, the Port, City and PUD have devised a collaborative, multi -phase project that confers multiple benefits to the community by addressing power -line safety concerns, implementing key guidance from the City's Comprehensive Plan concerning streetscape and nonmotorized improvements in the Gateway Planning Area, and expanding marine trades employment opportunities at Boat Haven; and WHEREAS, under the provisions of the Public Infrastructure Fund program, funding assistance is requested by the Port of Port Townsend to aid in financing its share of the cost of the Sims Way Gateway Plan Implementation and Boat Yard Expansion Project; and WHEREAS, the Commission of the Port of Port Townsend considers it in the public interest to complete the project described in the application; NOW, THEREFORE, BE IT RESOLVED that: 1. The Executive Director of the Port of Port Townsend is authorized to make formal application to the Jefferson County Public Infrastructure Fund Board for grant assistance and if awarded, to execute the resulting grant agreement. 2. Any grant assistance received will be used for direct costs associated with implementation of the Port's portion of the project referenced above, including, project design, site planning and analysis, project -specific land use and environmental permitting and mitigation, debt and revenue impact analysis, and site redevelopment and construction of improvements. 3. The Commission of the Port of Port Townsend acknowledges that the grant assistance, if approved, will be paid on a reimbursement basis, meaning that the Port will only request payment from the Jefferson County Administrator after eligible and allowable costs have been incurred and payment remitted to the Port's vendors. 4. The Commission of the Port of Port Townsend acknowledges the criteria to be used by the Public Infrastructure Fund Board in evaluating project applications, and expressly finds as follows: a. The project has a high probability of creating and retaining jobs within the M-II(A) zoning district at Boat Haven, with an estimated 20 jobs likely to be supported by the approximately 0.9-acre expansion of the Work Yard resulting from the project; and b. The project directly supports the local economy by expanding the area and infrastructure needed for the marine trades sector of our local economy to flourish, while at the same time improving and safeguarding RESOLUTION NO. 754-21 1 OCTOBER 13, 2021 the electrical grid infrastructure serving much of the City as a whole, including the Downtown and Uptown Commercial Districts where many residents are employed; and c. The project will assist in retaining and creating jobs that sustain and enhance Port Townsend's "working waterfront," thereby enhancing an economic sector long Identified by local policy plans as essential to preserving community character; and d. The project will result in the removal of a significant number of dangerous trees (aged Lombardy Poplars) from areas immediately adjacent to Sims Way, and the undergrounding of electrical utility service, thereby promoting public safety and the resilience of the community's power supply; and e. Implementation of the proposed project is urgent: the Lombardy Poplar trees must be removed immediately to ensure public safety and electrical grid resilience, and integrating tree removal with corollary expansion of the Boat haven Work Yard and streetscape and non -motorized facility improvements is critically needed to protect and expand the direct and indirect jobs which depend upon it; and f. The Boat Haven Work Yard element of the project is identified in the 2020 Annual Update of the Jefferson County Comprehensive Economic Development Strategy (CEDS Project #24), and is therefore consistent with, and helps to implement, locally adopted project priorities; and g. The proposed project will confer multiple benefits, including: remedying an electrical grid safety and reliability issue, expanding Work Yard space and marine trades sector employment opportunities at Boat Haven, partial implementation of the streetscape and nonmotorized facility improvements envisioned within the City's 1993 Gateway Development Plan (adopted and incorporated by reference with the City's Comprehensive Plan), and re -landscaping and enhancingthe visual aesthetic of Port Townsend's iconic entrance. 5. This resolution becomes part of a formal application to the Public Infrastructure Fund Board for grant assistance. 6. The public was provided with an appropriate opportunity to comment on this application.
