cultural food.

food bank customers and local farmers.
This year, the Skagit Valley Food Co-op’s Growing Good Fund <https://us.list-manage.com/19zxWVWAuiL?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> is supporting the Skagit Food
Distribution Center’s <https://us.list-manage.com/HdMJhrQCN0X?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> efforts to increase community access to fresh food from local farms.
Established in 2006, the Distribution Center is a prominent wing of Community Action of Skagit County <https://us.list-manage.com/Fzo8DrmJLEJ?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4>
, a nonprofit that works broadly to address poverty in local communities. Like many programs in the region, the operation took a major hit with the passage of last summer’s federal
spending bill <https://us.list-manage.com/CdKkCPlmZm_?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> .
“We had these huge grants,” said Trisha Hochreiter, the Distribution Center’s food access manager, “and then they were suddenly gone.”
The Distribution Center acts as a sort of headquarters for local anti-hunger efforts and a hub for more than 20 food banks and food pantries across Skagit and San Juan counties. Its
warehouse in Sedro-Woolley serves as a storage facility for space-pressed nonprofits, while staff and volunteers work to streamline the processes of donation organization, food purchasing
and transportation between local partners.
These operations typically rely on state and federal funding. To source much of its fresh food during the last few years, for example, the Distribution Center utilized support from We
Feed WA <https://us.list-manage.com/11OZ2HVC9nX?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> , a state-sponsored initiative born out of a gap in federal funding during the COVID-19
pandemic. The program allowed organizations like Community Action to buy directly from local farms, bolstering the local food economy and supplying community pantries with fresh food.
In 2025, We Feed WA’s funding period came to an end. With no extension in sight and the Distribution Center’s purchasing power undermined by further funding cuts, food pantries in the
area lost much of their access to local produce, meat and dairy.
“People still need fresh food,” said Elizabeth Jennings, Community Action’s Director of Community Engagement. “That hasn’t gone away.”

Pacific County weighs library cuts, boosts housing aid, and approves new patrol truck
The Pacific County Board of County Commissioners met April 28 for a wide‑ranging session that moved from library system challenges to housing‑assistance funding shifts, emergency‑management
coordination, law‑enforcement equipment purchases, and a grant application for playground improvements.
“They also approved three amendments to homelessness and housing‑assistance contracts funded through the state’s Consolidated Homeless Grant/Housing and Essential Needs program. These
amendments do not create new programs but increase or shift funding to meet current needs. Peninsula Poverty Response will receive an additional $40,129 in Local DRF Backfill funds
to support outreach, basic‑needs assistance, and housing navigation. The Dylan Jude Harrell Community Center will receive $60,000 in backfill funding and will shift $10,000 from operations
into rental assistance, increasing direct help for past‑due rent, partial payments, and move‑in costs. Coastal Community Action Program <https://us.list-manage.com/b5BSeDNpwry?e=290850492e&c2id=606a
221d987ea180609b616a3d0cf3e4> will receive $4,990 for rental assistance and will shift $3,589 into rent/facility support for Permanent Supportive Housing. In total, the amendments bring

You must be 60 or older (55+ if Native American/Alaskan Native), a resident of Cowlitz County and Income must be below $2,461 a month for a single person, $3,337 for 2 people. The benefit
for 2026 is $80 in the form of a card you can use at approved vendors at Farmers Markets & Farm Stores (list provided) to purchase fresh fruit, vegetables, fresh cut herbs & honey.
Benefits can be used June through October. Cards will be issued in Late May/Early June. If you apply and are approved, you will get a call to pick up your card when it is available.
The CAP lobby is open Mon-Thurs 8am-5:30pm.

OIC seeks business partners for annual Jobs for Youth program
OIC of Washington <https://us.list-manage.com/oF7hY63FOdV?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> is inviting local businesses, employers and community partners to take
part in its 21st annual Jobs for Youth program, according to a news release.
The event is scheduled for May 27 at the OIC Henry Beauchamp Community Center in Yakima.
The program, held in partnership with the Downtown Yakima Rotary Club, Safe Yakima Valley and other supporters, aims to connect employers with high school age youth seeking work experience
and career opportunities.
OIC is asking businesses to participate by hiring youth for paid summer jobs or internships, hosting youth through subsidized work experience, or sponsoring participants to help cover
wages and training costs.
Youth participants receive job readiness training, workplace skills instruction and ongoing support, the release said. Organizers plan to serve more than 100 youth this year, many from
underserved and rural communities in Central Washington.

Little boots trod along the pavement. It’s one of those soggy Seattle spring days. The preschool-aged children walk in two formations resembling lines. They step through the sliding
glass doors and look around.
“We’re going on an adventure, and we are here!” exclaims a little voice.
The boy, about three, has just walked into the Ron Chew Healthy Aging and Wellness Center. It’s exactly one short flight of stairs and two doorways down from El Centro de la Raza <https://us.list-man
age.com/tbtmkM9CA3C?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> ’s dual-language José Martí Child Development Center at Beacon Pacific Village, where the boy at tends preschool.
Over the next 15 minutes, adventure ensues.
Community elders sit in a circle in the center of a great room. They greet the children with a few of their favorite things. The first of which are colorful balloons. Each elder has
a pool noodle to bat the balloons as the young children chase them and giggle with glee. As they do the children and elders interact to keep the game fun. For the grand finale each
elder gives each child a gift of festively wrapped candy.
Standing outside the circle, it’s clear to see that every participant is having a great time. It’s the joy that bonds them. As the event winds down, the elders’ eyes are filled with
mirth and care.
“One of the gentlemen in our program was not responding much before the children came to visit; we were worried he was depressed,” says Heidi Wesley, a recreational therapist at Ron
Chew Healthy Aging and Wellness Center. “The moment the children entered, his face lit up. He became active and engaged. He was moving around with a smile, even laughing. Just a few
minutes of happiness can have a big impact.”

Taskforce’s “You Are Not Alone” event on May 16 at Stanwood High School. The event focuses on building resilience and equipping youth and families with tools to support mental health
and prevent suicide.
“While we’ve seen improvements in mental health outcomes since the pandemic, many young people continue to struggle with depression, anxiety, and suicidal thoughts,” said Amanda Franke,
Division Manager, Behavioral Health and Veterans Services. “To build a healthier community, it’s crucial that we strengthen our ability to support those in need.” Twelve Snohomish County
youth under 19 died by suicide between November 2023 and June 2025.
Recent data suggests disparities across groups are narrowing, underscoring the importance of accessible, community-based support.
“The ‘You Are Not Alone’ event reflects our commitment to supporting youth across Snohomish County,” said Mary Jane Brell Vujovic, Director of Human Services. “Providing resources, connection,
and youth-centered programming is critical to ensuring young people can thrive.”

United Way of King County and United Ways of the Pacific Northwest are launching the new MyFreeTaxesWA Expansion Program to grow free tax preparation services across Washington.
The program offers grant funding, volunteer support, training, and technical assistance to help organizations expand existing Volunteer Income Tax Assistance (VITA) and Tax Counseling
for the Elderly (TCE) programs—or start new ones.
What makes it different?

Who should apply?
The MFTWA Expansion Program is for both new and existing VITA/TCE programs, including VITA-curious entities that haven’t seriously thought about becoming free tax assistance providers

The program aims to support community organizations in the ways they need:
* Low-barrier, upfront funding so existing programs can cover operating costs and focus on delivering high-quality tax assistance, expand services hours, and even consider adding another
VITA site in their community.
* Hands-on support for organizations new to free tax assistance, provided by an organization with over 20 years of free tax assistance experience with backing from other VITA and TCE
providers throughout Washington.
Why it matters
Free tax help is about more than filing. It’s a critical gateway to some of the most impactful direct cash transfer programs available to low- and moderate-income households. Yet in
Washington, 91% of VITA/TCE-eligible households are still un- or under-served. While many lose out on the full value of these cash benefits by using high-cost tax preparation services,
one-in-five WA families miss out entirely by not filing.
Free tax assistance can also be a springboard for broader financial stability. By connecting individuals and families with resources like no-cost banking, financial coaching, and career
development opportunities, filing taxes becomes a first step towards long-term security and wealth-building.

Reflections From the 2026 FRAC National Anti-Hunger Policy Conference
Walking into the FRAC National Anti-Hunger Policy Conference last week to join more than close to 1,000 advocates from across the country in conversation and community reminded me of
the strength of the anti-hunger network — especially in the challenging moment we are facing.
It reaffirmed how important gathering together is. Being together helps fuel our resolve, which we carry to Capitol Hill and back to our states, and local communities — where policy
becomes real for the tens of millions of people who are struggling to put food on the table.
The conference offered an important inflection point. We acknowledged the harm and impact of the $187 billion cut to the Supplemental Nutrition Assistance Program <https://us.list-manage.com/jCrqkK76
hrf?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> (SNAP), the advocacy work needed to reverse the devastating cuts, and the mitigation work required as the cuts roll out across
the country. Much of the conference focused on how state and local leaders are approaching this work as the real impact of the cuts are beginning to be felt across the nation, and I
appreciated the thoughtfulness, creativity, and strategy that is being brought to this work.

Micropantries — commonly called “little free pantries” — and community fridges are a frequent sight throughout Seattle and the greater Puget Sound region. One estimate suggests that
they supply around 4 million pounds of food per year to neighbors in need in the Seattle area, more than the state’s largest food bank. The curbside cupboards are a decentralized, community-driven
effort to fight food insecurity and reduce food waste at the neighborhood level, but their ad hoc nature limits their dependability — users don’t know when food is available without
repeatedly checking, and donors don’t know what foods are needed most.
Now, anyone who interacts with micropantries or community fridges in the Seattle area can try out an experimental app, made by University of Washington researchers, that brings a suite
of new features to the micropantry network. The app, called PantryMap.org <https://us.list-manage.com/RDTYDjojNM9?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> , maps many local
pantries across the region. The app also gives each pantry an activity feed where users can share food they’ve donated, report on stock levels, add requests to a wish list, post photos
and leave other notes. The research team also retrofitted some pantries with sensors that anonymously auto-report their usage and stock levels to the app in real time.

Why Continuums of Care and the Aging Network Must Work Together
Older adults (age 55+) are one of the fastest-growing groups experiencing homelessness, often due to rising housing costs, fixed incomes, and health concerns. This crisis sits at the
intersection of major systems:
* Aging Services
* Behavioral Health
* Health Care
* Housing & Homelessness Response
Despite these systems serving many of the same people, they are often not appropriately integrated with one another; they operate with different funding streams, eligibility criteria,
data systems, and accountability structures, often creating fragmentation that older adults can easily fall through.
What are the Unique Challenges Faced by Older Adults Experiencing Homelessness?
Even before experiencing homelessness, older adults often face a distinct set of aging-related challenges, such as complex health and function decline, social isolation, and fixed or
limited income. When homelessness is layered in, these challenges are then exacerbated, leading to accelerated aging, higher mortality risks, and barriers to care. Cumulatively, these
vulnerabilities make it more difficult to exit homelessness compared to their younger counterparts. Without targeted action, this issue will continue to grow.
Why Partnerships Are Essential
As the U.S. population continues to age, cross-sector integration between the Aging Network and homeless response system is not only beneficial, but also essential to ensure older adults
age with dignity, stability, and access to the supports they need. Stronger partnerships are needed between the key leading systems that serve each group: Continuums of Care (CoCs)
— which coordinate local strategy and the use of housing resources — and Area Agencies on Aging (AAAs), which specialize in providing home and community-based services.
CoCs may not always have the capacity or expertise to address the complex health and aging-related needs of older adults, and aging professionals may not have specialized knowledge of
housing resources. Partnerships between AAAs and CoCs can create more effective responses that combine housing assistance with supportive services tailored to older adults. Stronger
partnerships lead to more effective prevention strategies, better support for older adults, and promote housing stability.

The Trump administration will renew its effort to change the approach to the nation’s largest homelessness assistance program with a request for funding that will be released next month.
The Department of Housing and Urban Development said it will publish the 2026 Continuum of Care Notice of Funding Opportunity by June 1. The CoC provides grants to states, local governments
and nonprofit organizations that sponsor programs to reduce homelessness.
The department said in a Thursday press release the CoC’s goal is to “optimize self-sufficiency” and increase investment in transitional housing and supportive services, such as street
outreach, childcare, outpatient addiction treatment and job training. The grants would fund programs for the 2027 calendar year.
HUD sought to go in the same direction last November, when it issued a CoC request for funding for fiscal 2025 that would have affected programs this year.
Advocates for the homeless and several states sued, and a 1st U.S. Circuit Court of Appeals panel denied the administration’s request that it block a federal court decision stopping
HUD from changing how it distributed nearly $4 billion in homelessness grants. The case is ongoing.
