When Michelle moved into her trailer five years ago, she hoped it would be a fresh start. Instead, winter brought freezing floors, plastic-covered windows and space heaters running in
nearly every room.
“We had blankets over the windows. Sheets and blankets over every section of the house,” Michelle said. “A little space heater in here. A space heater in the bathroom because we couldn’t
afford the power. Just freezing cold in the winter. Super-hot in the summer.”
The furnace blew cold air. Windows leaked. Mold crept down the walls. Doors let in drafts. Beneath the home, debris and moisture added to the problem. Michelle, 63, who lives with her
adult son Ryan, was also managing COPD and severe osteoporosis after a fall that broke her hip.
“I thought I was going to come here and die,” she said quietly.

program after struggling to keep up with high utility bills. Later, she learned she qualified for Weatherization Services. At the time, her home was in a lease-to-own agreement, which
required landlord approval before work could begin.
Once approved, the transformation was extensive.
SNAP crews replaced failing windows. They installed a new front and back door, added thresholds and sealed gaps. Mold was addressed, ventilation improved and a fan installed in the kitchen
and bathroom to reduce moisture. Crews removed damaged flooring, cleaned vents, insulated and sealed beneath the home and installed a new furnace with a thermostat.

Nearly 100 clean energy projects across Washington are closer to reality thanks to a $60.4 million investment from the Washington State Department of Commerce. Many of the projects,
located in 33 of Washington’s 39 counties, will be online soon to reduce emissions and help lower energy bills.
“These investments demonstrate Commerce’s commitment to moving projects quickly from concept to construction,” said Commerce Interim Director Sarah Clifthorne. “I’m excited we’re helping
neighborhoods become more resilient and helping make clean energy more affordable”
The 96 new awards are in addition to $16.8 million for tribal clean energy awards announced in April <https://us.list-manage.com/TUzfyhzXPAU?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4>
. In total, Commerce has invested $77.2 million in 118 community clean energy projects this spring.
The new awards are from several Commerce programs: Clean Energy Grants, Clean Energy Siting and Permitting, Thermal Energy Networks, Clean Energy Technical Assistance, and the Washington
Grid Resilience Program.

Skagit County allocates $2.6 million for homeless services
Skagit County allocated funding last week to organizations that provide services for people who are homeless.
The county gave about $2.6 million to local organizations.
Of the funding, $424,450 was through a surcharge placed on documents recorded by the Skagit County Auditor’s Office.
The allocation amounts are for two years, with the second year’s allocation “contingent on available funding” and the performance of the organizations. The second-year amounts is expected
to be similar to what was allocated last week.
“The total of the allocations is equal to last year, but the amount is distributed to more organizations.
In a separate move, the county allocated $2.2 million to eight organizations.
The funding comes from the state Consolidated Homeless Grant program.
The allocation amounts are for two years, with the second year’s allocation “contingent on available funding” and the performance of the organizations. The second-year amounts would
be similar to what was allocated last week.
Those allocations are:
* $914,071 to Friendship House for shelter operations and staffing.
* $481,877 to Welcome Home Skagit for day and seasonal shelter operations and staffing.

Annual count shows an increase in county homelessness
More people are experiencing homelessness in Snohomish County in 2026, yet fewer are unsheltered, according to the county’s annual point-in-time count <https://us.list-manage.com/sSUjEojZxkt?e=290850

The survey counts people experiencing homelessness on a single night each year. On Jan. 26, volunteers counted 1,163 people living without shelter, in transitional housing or in emergency
shelter — 23 more than in 2025 <https://us.list-manage.com/RQphcOvYyL0?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> . However, the number of unsheltered individuals decreased
5.8%, from 536 in 2025 to 505 in 2026.
The number of people in transitional housing or emergency shelters increased from 604 in 2025 to 658 in 2026, indicating greater shelter capacity, Snohomish County Human Services Department

HopeSource <mailto:info@hopesource.us> is proud to announce that the final document package for the Pathways Project has officially closed, clearing the way for construction to begin
this week on the long-anticipated affordable housing development at 1200 South Ruby Street in Ellensburg.
Formerly the site of the Nites Inn Motel, the Pathways Project represents a multi-year effort to transform an underutilized property into a vibrant, community-centered multi-family development.
Originally acquired by HopeSource in 2022, the vision for the site included strategic partnerships and layered funding for a 78-unit affordable housing development designed to serve
individuals and families across a range of income levels.
The project includes both the adaptive reuse of the existing motel structure and new construction, resulting in a mix of studio, one-bedroom, and two-bedroom units. The development will
also feature a community clubhouse and an open courtyard designed to foster connection and stability.
In early 2025, the project received support through the Washington State Housing Finance Commission’s 9% Low-Income Housing Tax Credit program and the Housing Trust Fund, along with
additional funding from the Washington State Department of Commerce’s Connecting Housing to Infrastructure Program. Local investment from the City of Ellensburg and Kittitas County
was instrumental in securing the site and advancing the project.

The Connecting Housing to Infrastructure Program was created by the state in 2021 to fund utility connections in affordable housing projects.
City Development Services Director Steve Sexton told the council that Community Action plans to break ground on the Kulshan View affordable Housing project in June.

Yakima's first Boys & Girls Club will open this summer. Stakeholders cut the ribbon on the club's new building Thursday, marking the culmination of a vision spanning more than 10 years.

and opportunities for Yakima's youth.
Yakima's Boys & Girls Club will serve all of the city's youths ages 5-18.
“The process to open the new club began in 2019, and despite running into issues such as the pandemic, the club will open on June 22.”
"We're involving all of the different cultures, all of the different groups of people and highlighting that in the community," Blodgett said.

The club will open in OIC's building on 1009 N. Ninth Ave. The facility will have a basketball gym, main area, teen center, technology room and music room with a small studio.
“The Boys & Girls Club plans to host monthly teen and family event nights. For childcare opportunities, there are five classrooms designed for that.”
“The Boys & Girls Club will be critical for young kids to enrich themselves, develop their social skills and stay safe and out of trouble, said OIC CEO Anthony Peterson.”

Community Action Agencies work every day to help individuals and families achieve stability, improve economic opportunity and strengthen local communities.
For more than 60 years, Lower Columbia CAP has served residents throughout Cowlitz and Wahkiakum counties by helping meet immediate needs while also supporting long-term self-sufficiency
and community well-being.
Community Action Month is an opportunity to recognize the resilience
of the people we serve and the importance of local partnerships in building stronger communities.
Every day, we see families working hard to overcome barriers related to housing, food insecurity, employment, transportation, and health. Our role is to help connect people with the
resources and support they need to move forward.

The Community Action Network is a robust state and local force that helps empower hardworking families to achieve economic stability and independence. There are nearly 1,000 agencies
across the country working every day to create economic opportunities, strengthen local communities, and help families find pathways to prosperity. This year, Mid-Columbia Community

““Each May, during Community Action Month, we reflect on the impact our local Community Action Agencies and our network have had on families,” said Leslie Naramore of MCCAC. “Last year
alone, Community Action Agencies served over 15 million people across the country with services like housing assistance, emergency shelter, domestic violence prevention, energy assistance,
and workforce development, helping families build skills and stability to achieve long-term financial freedom. Our Community Action network in Oregon served 255,325 individuals in 2025.”
WAGAP alone served 14,758 individuals in Klickitat and Skamania Counties in 2025.”
Community Action Agencies ensure that hard-working American families have access to the opportunities they need to thrive, while also promoting local economic growth and reducing government
dependency. All agencies are locally controlled with boards of directors composed of local elected officials, private and public sector representatives, and engaged community residents.
Every county across the nation is served by a local Community Action Agency. “We are proud of our communities’ participation in the development and oversight of our programs,” said Juan
Reyes of WAGAP. “Their engagement helps us to be more effective in our approach by determining what our community needs.”

It can be hard to recall amid the chaos and uncertainty of the last year, but there was a time last fall when nearly half a million Washington state households didn’t know how they were
going to put food on the table.
The federal government had just shut down in October after lawmakers failed to reach a budget deal, and it wasn’t clear whether SNAP, the Supplemental Nutrition Assistance Program, would
be issuing the monthly payments that millions of Americans rely on to buy groceries that keep their families fed.
Seattle’s food banks, which are meant to be the last line of defense to make sure our neighbors don’t go hungry, were quickly overwhelmed with long lines as more families found they
could no longer put food on the table.
But that’s when the people of Seattle said no.

Communities in Schools to open two school food pantries in College Place

Hungry kids have a hard time learning, and hungry families have a hard time being successful, Addison Fairbank said.
That’s why Communities in Schools of the Blue Mountain Region has spent the past few years opening food pantries inside the schools they serve.
Fairbank is the program manager for Communities in Schools <https://us.list-manage.com/9I_5SSuE4i7?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> , which places advocates in schools
in Walla Walla, College Place and Milton-Freewater to help families and students with whatever they need to be successful.
"Communities in Schools, with the Walla Walla School District, started food pantries kind of year by year as funding became available and space became available,” Fairbank said. “Now
all of the Walla Walla schools that have Communities in Schools have food pantries, and they have been really helpful for families and frequently accessed. And the community has been
incredibly supportive in stocking those food pantries."
Now, thanks to a $1,500 grant from College Place, Communities in Schools will open food pantries in Davis Elementary School and College Place High School. Although there will not be
a pantry in Sager Middle School, students and families there will have access to the high school's because they share a campus.
“"Everything that we have put into our food pantries and have distributed has been from the community, whether it be from BMAC (Blue Mountain Action Council) <https://us.list-manage.com/4zgnBYKSOIy?e
=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> , from donations or from food drives,” Fairbank said. “The community has been really supportive of it, and so we have been able to
be really generous."“
Fairbank said the school-based pantries are emergency pantries, which means if students or families show consistent need, Communities in Schools will help them find a more long-term,
sustainable option for food assistance.

classrooms in Buckley, Orting, and University Place, bringing families together for learning, connection, and hands‑on fun.
Families enjoyed a shared meal, received valuable information about Pierce County Community Action resources, and worked together on a hands‑on bird feeder project. The activity supported
children’s fine motor development, problem‑solving, and communication skills—while also creating meaningful family bonding moments.

hard work of our dedicated staff, who carry out the Community Action Promise by embodying the spirit of hope and lifting the entire community – by helping people help themselves and
each other. A powerful example of these grassroots efforts can be seen in the day‑to‑day work of our Community Services Department.
In this Community Action Month Staff Spotlight, we’d like to show our appreciation to Michelle Thomas, Director of Community Services, and Kirste Coots, Lead Navigator of Services, for
their exemplary work within our community and their outstanding achievement of becoming Certified Community Action Professionals (CCAP).
Michelle, Kirste, and the entire Community Services team work tirelessly to address the diverse needs of the communities Rural Resources serves. Through one‑on‑one engagement, they help
participants navigate available resources while ensuring support throughout the process. These individualized sessions allow the team to identify barriers that may impact a participant’s
success and to advocate, alongside community partners and local agencies, for improved services and resources that lead to better outcomes. With such close insight into some of the
most vulnerable moments in people’s lives, it is no surprise that both Michelle and Kirste felt compelled to pursue their CCAP accreditation.

The Office of Homeless Youth (OHY) will hold its next Homeless Youth Prevention and Protection (HYPP) Advisory Committee meeting on June 4 in Bremerton. There will be a virtual option

Preapproved Building Plans Help Cities Improve Housing Affordability
Drawings cleared in advance save time and costs for municipalities and builders

A growing number of mostly small and midsize cities struggling with new housing production have begun providing preapproved building plans to developers as part of a broader effort to
lower the cost of building new homes in their communities. A preapproved plan is a reusable set of design specifications and blueprints that has already been approved by a local government
agency and is available for builders to use either free or for a nominal fee. One key goal of these programs is to shorten the preconstruction approval process. Delays caused by the
permitting process are one driver of the high cost of new housing development—before construction even begins. Across the United States, research has found that cities with high degrees
of housing regulation take 2½ times longer to approve projects than less regulated cities.1 Discretionary processes to approve new apartment buildings, such as requiring special permissions,
or mandating public, city staff, or expert review or involvement further delay the construction of multifamily housing.2
Long approval timelines can reduce housing production and increase costs for buyers and renters.3 In Washington state, for example, one study estimates that each month of delay in the
permitting process increases the cost of building by 1%, or about $4,400.4 Other studies found that approval delays increased prices in Seattle by $30,000 per unit and in New York City
by $50,000 per mid-rise unit.5 Sometimes, delays in the permitting process lead to the cancellation of projects, because the added costs, or increases in the cost of financing or materials,
make them financially unfeasible. Other projects are never launched.
Added costs can also price out consumers, because developers might pass them on and increase the eventual price of both for-rent and for-sale homes. One study estimates that for every
additional $1,000 that a home costs, more than 115,000 households can no longer afford that home.6 Preapproved plans essentially frontload the plan approval process, eliminating its
case-by-case and discretionary components.7 This innovation can shorten preconstruction timelines by months without compromising safety, especially in places that have streamlined their
building permit processes. Preapproved plans can also lower builders’ costs because they spend less on architects and designers to draw plans and rework them to obtain permits.

Micropantries — commonly called “little free pantries” — and community fridges are a frequent sight throughout Seattle and the greater Puget Sound region. One estimate suggests that
they supply around 4 million pounds of food per year to neighbors in need in the Seattle area, more than the state’s largest food bank. The curbside cupboards are a decentralized, community-driven
effort to fight food insecurity and reduce food waste at the neighborhood level, but their ad hoc nature limits their dependability — users don’t know when food is available without
repeatedly checking, and donors don’t know what foods are needed most.
Now, anyone who interacts with micropantries or community fridges in the Seattle area can try out an experimental app, made by University of Washington researchers, that brings a suite
of new features to the micropantry network. The app, called PantryMap.org <https://us.list-manage.com/qfM8FyOSXpo?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> , maps many local
pantries across the region. The app also gives each pantry an activity feed where users can share food they’ve donated, report on stock levels, add requests to a wish list, post photos
and leave other notes. The research team also retrofitted some pantries with sensors that anonymously auto-report their usage and stock levels to the app in real time.

Bellingham man will attempt world record to raise money for local food bank

A Bellingham man is looking to set a super sprint triathlon world record and raise $500,000 for the local food bank.
Ethan Hunger founded the Hunger vs Hunger project in 2021 to raise money for the Bellingham Food Bank. In the five years since the project’s creation, it has brought in about $800,000.
“I hate the idea of anyone having to go through a single day of their life hungry,” Hunger said. “I want to be a part of the solution.”
There are several events scheduled for the project, but the main event this year is Hunger’s goal to beat the world record for super sprint triathlons in 24 hours. The plan is to complete
the triathlons starting at 6 p.m. July 24 at Bloedel Donovan Park.
A single super sprint triathlon is a 400-meter swim, a 10-kilometer bike ride and a 2.5-kilometer run. The current world record is 18 in a single day. That means Hunger will have to
swim a total of 7,200 meters, ride 180 kilometers and run 45 kilometers in under 24 hours just to tie. If he is able to beat the record with time to spare, he plans to keep going and
complete as many as possible until time is up.
An intense fitness challenge is something Hunger has been doing every year since the start of the project. Last year he rode 112 miles between Artist Point at the top of Mount Baker
and Bellingham, along with a 10.5-mile swim across Lake Whatcom, a one-hour high intensity interval training class, a seven-mile bike ride on Galbraith Mountain and a five-mile run
to Fairhaven. He did it all in about 18 hours, plus transition time.
