The meeting was called to order by Dawson at 3:04. Dawson described how the meeting would run as a Zoom webinar. 3:09 – 3:14 Introductions 3:10 – 3:13 Agenda and Minutes Approval. Steele made a motion to accept the agenda, Holtrop seconded, all in favor. Steele made a motion to accept the minutes, McCreary pointed out a spelling correction to be made. Steele made an amended motion to accept the corrected minutes, Holtrop seconded, all in favor. 3:13 – 3:13 Public Comment. No public comment 3:13 – 3:27 Updates from DOH. Swanson gave an update on the latest Ecology marine sampling results. Swanson is hopeful of shellfishing area upgrades in near future. Christofferson reports low bacteria overall for shoreline sampling in the Dosewallips and Duckabush area. Discussed high bacteria samples near Eagle Creek in Discovery Bay. JCPH and DOH staff will coordinate. 3:35 – 3:56 Agricultural Surveys – Alena Reynolds, Ecology. Reynolds went over the Clean Water and Livestock Risks Water Quality Assessment Document shared with the board. Reynolds presented on WA dept of Ecology’s nonpoint source program. The nonpoint program works primarily with agriculture, and teams up with local conservation districts and other organizations. They do windshield surveys, Landowner self-assessment tools and other education and outreach activities. Brotherton asked about the accessibility of the self- assessments to hobby or small farmers who could use them to improve their practices. Reynolds said she would take the idea back to her team. Christofferson suggested that we team up and provide some water quality sampling to farmers with surface water. Brotherton, Reynolds and Dawson discussed how the ERTs complaint system works. Reynolds plans to attend future Clean Water District Meetings. 3:57 – 4:13 Chimacum Drainage District Whitepaper – Joe Holtrop, Conservation District. Holtrop explained the history of the Chimacum drainage district and the problem with invasive reed canary grass. The conservation district has been working to plant trees and shrubs to shade out the reed canary grass, but that brought in beavers who have created more flooding. Discussion of a drainage district has been going on for a number of years. The draft white paper on the Chimacum Drainage District lays out the history, impacts, costs and implication of the drainage district. Commissioner Eisenhour is looking to form a stakeholder group to discuss community desires about the drainage district. 4:13 – 4:33 Announcements • CDBG award – Amanda Christofferson, JCPH. This grant covers up to 90% and up to 20,000 of septic system repairs or replacements for people living at up to 200% of the federal poverty line. Christofferson and Brotherton discussed how this grant helps address equity for people to have clean water and sanitation. McCreary mentioned sanitation equity work and Christofferson added that the cost share grant could help with sewer connections. • Chimacum – Hadlock PIC project award – Mike Dawson, JCPH received the full funding applied for to work in the Chimacum area. The work for this grant will begin in January 2023 after contracts and details are completed. Christofferson suggested funding some drainage district stakeholder meetings, Dawson included that might be possible as well and working on agricultural BMPs with JCCD. • CWD Annual Report – Mike Dawson, has had a few edits and is now posted to JCPH’s website. • Big Quilcene Temporary Sanitation – Mike Dawson, staff member Tim Weissman will be managing the annual deployment of sani-cans and dumpsters for the Quilcene fishing season. 4:33 The meeting was adjourned.
