3:10 – 3:27 Hood Canal #3 Data Report, 2024 Work Plan – Trevor Swanson, DOH
Hood Canal #3 Stations 124, 136, 139, 140, 137 have improving water quality from one year ago. The
Duckabush River delta is still seeing some elevated fecal coliform during the closed season. A growing
area upgrade not possible around Station 137 at this time, but we’re looking into shortening the closed
period (removing May and October).
Shoreline surveys: Finishing Mats Mats and drafting report, Hood Canal 1 in late 2024
Three-year reports (short re-evaluations): Oak Bay, Kilisut Harbor, Mystery Bay
Dawson: Septic repair near station 124 that might help improve water quality at the mouth of the
Dosewallips River
Swanson: Considering possible Restricted area upgrade at 124; 21 to 14 a huge improvement
Dawson asked about the timing of early warning reports

3:27 – 3:43 Hood Canal #1 Closed Parcels – Scott Chernoff, DOH
Creating temporary closure areas around Site PB042 in Paradise Bay, and around Site SH011 in Squamish
Harbor. Geomeans > 100 MPN. Between 2019 and 2023, Jefferson County Public Health (JCPH) sampled
249 drainages and evaluated OSS along the western shoreline of the growing area. Shoreline sites PB024
in Paradise Bay and SH011 in Squamish Harbor were among 10 sites with geometric means greater than
100 EC/100mL and among 3 sites that were noted to be sites of concern. Site PB042 had four sample
results >2400 EC/100mL and Site SH011 exceeded an estimated daily load of 4.00E+09 EC/day. JCPH
investigated eight parcels near these locations and found no deficient OSS. Nonpoint pollution
transported in these drainages are Indirect Impacts to the growing area. They continue to work to try to
find and fix pollution sources in these areas. For further detailed information regarding the evaluation of

Based on elevated bacteria levels and Indirect Impacts from nonpoint pollution sources at shoreline Site
PB042, a 174-foot semi-circular closure from Site PB042 is implemented, including parcels 984000109,
984000110, 984000112, 984000113, 984000114, and 984000115. The 174-foot closure in each direction
of PB042 was calculated using the parameters of an estimated 90th percentile of 5147.4 EC/100mL and
6 gpm flow from PB042, 0.05 meters per second ambient current, and 5% beach slope into 1 meter
average receiving waters.
Based on elevated bacteria levels and Indirect Impacts from nonpoint pollution sources at shoreline Site
SH011, a 277-foot semi-circular closure from Site SH011 is implemented, including parcels 930700015,
821334007, 821334011, and 821334005. The 277-foot closure in each direction of SH011 was calculated
using the parameters of an estimated 90th percentile of 2831.2 EC/100mL and 28 gpm flow from SH011,
0.05 meters per second ambient current, and 5% beach slope into 1 meter average receiving waters.
Work with Jefferson County Public Health to find and fix pollution sources in PB042 and SH011 drainage
areas. One commercial grower at SH011, still permitted but cannot harvest.

4:13 – 4:18 Prioritized Shoreline 2024 – Mike Dawson
Less WQ staff available. Two new positions advertised. Wet season ending, ends in March but may
continue into April. Most likely won’t get to all priority miles. Plan to prioritize hot spots in remaining
areas. Wet season has lower bacteria in general, most PIC work ends up happening in summer after high
bacteria. Won’t prioritize Mats Mats as DOH just monitored there, no hot spots. Will coordinate with
DOH on Hood Canal 1.
4:18 – 4:32 Draft Clean Water District Annual Report – Mike Dawson
Funding has not changed. Using local funding for Foundational Monitoring, Ecology grant for Chimacum-
Port Hadlock project with JCCD – still waiting for Ecology to approve QAPP, may ask for extension.
No shellfish downgrades. Repaired nine septic systems through cost share program. Slowed completion
of sanitary surveys due to pandemic and staffing levels, will be updating our survey process to help.
Continued permit database issues taking time to resolve.
