Note from Carol: acronyms should be spelled out for clarity. 3:11 – 3:12 No Public Comment 3:12 – 3:39 Hood Canal #3 Shellfish Growing Area Data Report – Trevor Swanson, Dept of Health (DOH) • Several stations, including 137 and 124, have improving water quality from one year ago, when all data is included (unsorted). • Looking into upgrading area around 137 IF numbers continue to stay low (during closed period). • Looking into Dosewallips upgrade…Restricted to Approved. • Any upgrades will occur with DOH’s annual reporting cycle (evaluations in December, after all closed period data have been collected and analyzed). • Dosewallips: fewer seals (1-10) during sampling events • Duckabush: still observing 10-50 seals during sampling events Upgrade evaluation for Conditional area around Duckabush delta: 1. Must meet National Shellfish Sanitation Program (NSSP) Systematic Random Sampling (SRS) Approved standards based on 30 samples. DONE! 2. Must have stable or improving trends. DONE! 3. Must have restoration work accomplished or underway. DONE! 4. Must meet Adverse Pollution Condition Approved standards for last 15 samples (10% of samples below 43 Fecal Coliform (FC)/100mL). a. At 20% now, but if we get samples below 43 FC/100 mL in Aug, Sept, and Oct (rest of this year’s closed period), it will be 7%. 5. We’ll also look into seal population and any other outstanding sources. Will have closed period data summed up in December, so any upgrades will occur with annual report cycle. If we don’t meet above criteria, we may consider shortening the closed period. Upgrade evaluation for Restricted area around Dosewallips delta: 1. Must meet NSSP SRS criteria. DONE! 2. Need to check status of seals (what we’ve seen is far fewer than in past = good). 3. Shoreline conditions must support upgrade (make sure sources are fixed – Geoduck Restaurant, State Park, general stuff). Change of classifications will be concurrent and happen during annual reports. Mats Mats Bay – 36 acres upgraded to approved • Good Water Quality • Low density moorage • No commercial harvest in south Richard: These results look really good, we haven’t seen this promising of results in years. Is it a result of clean water district actions? Trevor: Yes, could also be environmental conditions, improvements seen throughout Hood Canal. Random sampling could occur on days with no rain in a while. Some restricted stations sampled monthly. Substantial, significant change. Could be as small as one failed septic system on the shoreline repaired. Heidi: What does changing status mean? Trevor: Definitions of approved, conditional, prohibited, restricted, unclassified. Heidi: Are there recreational implications as well? Trevor: Public shellfish map – closures due to biotoxins, pollution, etc. generally follow Commercial classification. 3:39 – 3:57 Tarboo/Quilcene Total Maximum Daily Load (TMDL) Studies – Ben Watson and Gaylen Trant- Sinclair, Ecology Quilcene/Tarboo Multiparameter ARP What’s an ARP? Advance Restoration Plan. Quicker than a TMDL. EPA reviewed/approved, but without waste load allocations for point sources. Most effective in generally rural, mixed-use watersheds with few or no point sources What parameters? Where? This project will address pollution sources associated with temperature and bacteria impairments along Tarboo Creek, the Little Quilcene River, and tributaries. The areas are on EPA’s 303d list for water quality impairments. The new water quality standards and impairments are based on E. coli, not fecal coliform. Freshwater only. Project Goals: To bring impaired areas back into compliance with state water quality standards. To complement JCPH PIC and water quality monitoring work. To finalize an ARP that allows more Ecology funding for water quality improvement and implementation work within the project area. To set the stage for future water quality studies and plans addressing marine waters in Quilcene/Dabob Bays Listings and Hot Spots - Bacteria: What are the sources of high bacteria in the watershed? Which waterways have the highest bacteria concentrations? How much bacteria is entering Quilcene and Dabob Bays from the major streams in the area? Temperature: Will improvements to shade cover bring the system into compliance with temperature standards? Core Summer Habitat and Supplemental Spawning Criteria Where are we at now? Scoping: Gathering existing data, Writing technical questions, Building a sampling plan/coordinating gear and lab schedules, Developing analytical methods (model selection). Expected sampling start: Summer 2025. Monica: Legend colors are hard to differentiate. Is Port Townsend city water included in this watershed? Mike: Yes. None of our sample sites are near where water is collected for the system. Mike: We are collecting additional monitoring data that is not in EIM, is Ecology interested in receiving it? Gaylen: Yes, we are very interested. Carol: Is E. coli part of fecal coliform, and is that because it’s freshwater? Ben: E. coli is part of the fecal coliform group, state standards have switched so our study designs have switched. Mike: DOH shellfish not part of Clean Water Act, still use fecal coliform. Gaylen: We will likely collect both E. coli and fecal coliform. Mike: Requests presentation sent by email. 3:57 – 4:10 Quilcene Area Monitoring update – Sage Ince Quilcene and Dabob Bays shorelines, Streams: Big Quilcene River, Little Quilcene River, Donovan Creek, Tarboo Creek Streams: 2022-2023: All sites passed except for Donovan Creek geomean in dry season. 2023-2024: Tarboo high, Donovan high Shoreline: 17.6 miles high priority, 17.6 miles medium priority, 0 miles low priority. Shellfish growing areas: Quilcene, Dabob Bay, Hood Canal #3. Completed 16 miles of high priority shoreline during dry season 2024 Hot Spots: Point Whitney 022 - pipe outfall from WDFW building (possibly a parking lot drain). 30-Day Geomean: 350 E. coli, flow: 2-3 gallons per minute. Tarboo 013 - seep in line with culvert under Dabob Post Office Rd. 30-Day Geomean: 764 E. coli, Dry season geomean: 457. Flow: 1 gallon per minute. Bracket sampling at Tarboo 012 low. Outside of Rock Point harvesting area. BEACH Program - Herb Beck Marina Beach: High weekly average of 126 MPN on 7/15/2024. Resample on 7/17/24 came back low. Quilcene River Temporary Sanitation: Delivering three portable toilets to Riverside Park and Rodgers St. Delivering one dumpster to Riverside Park. Monitoring Big Quilcene 0.64 from August 14 through October. Heidi: Public concern about sanitation directed at parks department. 4:10 – 4:15 JCPH Water Quality Lab planning – Mike Dawson WQ program in planning process to develop our own sampling analysis. Closest lab services 45 minute drive from Port Townsend, lots of staff time, lab issues, close to exceeding holding times. Need office space with water supply, two possibilities. Coordinate with others in the area – city, PUD. Carol: Where do the samples go? Mike: Poulsbo 4:15 – 4:29 Proposed Chapter 8.65 Code Revision – Mike Dawson Original Code: “Exempt parcels (as defined in Chapter 84.36 RCW) shall not be subject to said fee. Parcels within the boundaries of the city of Port Townsend and the Port Ludlow Master Planned Resort connected to a sanitary sewer service shall not be subject to said fee.” This excludes any future sewer systems Change to: “Exempt parcels (as defined in Chapter 84.36 RCW) shall not be subject to said fee. Parcels connected to a public sewer system (as defined in WAC 246-272A.0010, as it currently exists or may be amended in the future) shall not be subject to said fee.” Richard motions to accept language in 8.65.100, Heidi seconds, discussion below, all in favor, none opposed.
