3:20 – 3:40 Hood Canal #3 Data Report and Addendum – Trevor Swanson, DOH
Swanson showed a Word document and briefed the council on the preliminary data from the most
recent water quality monitoring in Hood Canal #3 shellfish growing area through July 2025. Compared to
July 2024, five stations’ water quality has improved with no declines. Looking into the potential for a
growing area upgrade, but need one more sample result at less than 43 fecal coliform. Dawson
mentioned a Washington Department of Wildlife seal population study at the Duckabush, an upcoming
microbial source tracking webinar by Puget Sound Institute, and past environmental DNA results from
Hood Canal #3. Ince talked about the mailers she sent to residents in the Pierce Creek area for septic
system sanitary surveys, and about two septic failures found (one in active code enforcement and one
now destroyed by fire). The fact that a Stop Work order was issued for unauthorized septic work at a
shoreline property on the mouth of the Dosewallips was also mentioned.
3:40 – 3:50 Hood Canal Regional PIC Phase 5 Workplan – Mike Dawson
Dawson presented highlights of the upcoming phase 5 of the Hood Canal Regional Pollution
Identification and Correction (PIC) project, that is a joint effort of Jefferson, Kitsap and Mason Counties.
Goals include analyzing water quality data using R statistical programming language, creation of
Jefferson County Lab standard operating procedures, the offering of septic system maintenance rebates,
best management regarding recreational vehicle and vessel wastewater discharges, PIC fieldwork at the
Duckabush and Dosewallips river areas, and on parcels closed for shellfish harvest due to pollution.
There was some discussion of commercial shellfish sites and tribal harvest areas.
3:50 – 4:20 Watershed Conservation Fund – Erika Lindholm
Private consultant Lindholm presented about her work with non-profit Craft3 on a grant application
through the Clean Water State Revolving Fund for the Watershed Conservation Fund Pilot Project. The
project goal is to improve water quality or reduce degradation through watershed-scale land
acquisitions and management. It is a statewide project, with Jefferson County as the sponsor, and future
project proposals within the county are anticipated.
4:20 – 4:25 2025 Water Quality Annual Report format – StoryMap? – Mike Dawson
Dawson posed a question to the council if they would be interested in seeing the upcoming water
quality annual report in a storymap format, or in the usual report document format? Some members

thought a storymap would be more accessible. Swanson said that for DOH purposes, the white paper
format had advantages.
