3:07 – 3:09 Introductions

Did not have a quorum, delayed vote on agenda or minutes.

No public comment.
3:11 – 3:30 Hood Canal #3 Data Report – Trevor Swanson, DOH (see attached report for full details)
All stations meet approved numeric criteria.
Compared to October 2024, six stations’ (Stations 124, 136, 138, 140, 142, and 137) water quality has
improved with no declines. Station 137 (conditional since 2018) only has one sample over 43 FC, August
1, 2024. Station 124 (restricted for over a decade) has no samples over 43 FC, highest samples are 17 FC.
Looking into upgrade now that we have all closed period (May-Oct) data collected for the year.
Discussion about MST sampling for seals, otter, raccoons, dogs – expensive and time-consuming, and
usually that’s a small contribution compared to human sources.
What we need to upgrade Duckabush (Conditionally Approved to Approved):
1.) We’re also investigating other possible pollution sources. UNDERWAY.
What we need to upgrade Dosewallips (Restricted to Approved):
1.) Need to check status of seals (what we’ve seen is far fewer than in past = good).
2.) Shoreline conditions must support upgrade. Outstanding sources of bacteria?

Rainfall and streamflow: well below normal
Stream monitoring:
• Big Quilcene River station had to be moved due to construction during Hood Canal Salmon
Enhancement Group’s Lower Big Quilcene Project (BQU/0.64 -> BQU/0.85 -> BQU/0.6)

• Wet season: All stations passed WA State Water Quality Standards
• Dry season: 12 out of 30 stations passed standards
o 13 stations failed part 1
o 3 stations GMV> 320 EC
o 8 stations > 1,000 EC
Shoreline monitoring:
• Weather and tide impacts to monitoring schedule.
• 22 high priority hot spots
• 12 previous hot spots
Hot spots:
• Irondale Creek and Little Goose Creek rolling GMVs mostly low but increased above criteria in
August
4:08 – 4:24 Big Quilcene Monitoring and Temporary Sanitation 2025 – Sage Ince (see attached
presentation)
• Placed two Sani-cans and one large dumpster
o All three were placed at the intersection between Muncie and Rodgers Street
• Monitored water quality weekly from August to October.
• Did sanitary evaluations, picked up trash around parking and recreational areas and recorded
the number of cars on Muncie, Rodgers, the temporary parking area and Donovan.
o Over all trash left was low and often confined to one area.
