JEFFERSON COUNTY
Located in the North Olympic Peninsula on the Northwest tip of the continental US, Jefferson County stretches 2,100
square miles from the Pacific Ocean to Puget Sound. The Olympic Mountain range goes through the center of the
county, with national and state parks scattered throughout the land. Port Townsend is the center of this vibrant rural
community with an active arts and tourism scene, maritime recreation, and diverse economy. A full time population of
more than 30,000 citizens call Jefferson County home.
COUNTY GOVERNMENT
Jefferson County is governed by a Board of three County Commissioners, representing different geographic areas.
There are several separately elected officials as well as six County departments with Directors appointed by the County
Administrator.
BOARD OF HEALTH
The Jefferson County Board of Health is composed of the three County Commissioners, a representative of the City of
Port Townsend, a Jefferson Healthcare hospital commissioner, a Tribal representative, and two citizens (a community
stakeholder and a consumer of Public Health). The Jefferson County Board of Health governs JCPH (the Local Health
Jurisdiction), sets Public Health priorities, and works with the department to provide services and build catalyst
partnerships for a community plan.
THE DEPARTMENT
Jefferson County Public Health is a productive department within the government of Jefferson County. With a dynamic
management team and supportive staff, JCPH is comprised of Community Health,
Environmental Public Health (EPH), Water Quality (WQ), and some human services, including
Developmental Disability support. Services are provided throughout Jefferson County. The
Department also manages contracts for local vendors.

ENVIRONMENTAL PUBLIC HEALTH DIVISION AND WATER QUALITY DEPARTMENT
The EPH Division includes programs designed to protect human health from the impacts of the environment through
programs such as Food Safety, On-Site Septic systems management planning and permitting, Drinking Water , Solid
Waste education and enforcement, Local Source Control, Living Environments, Zoonotics, and School Safety,
collaborating with the county Department of Community Development with drinking water and on-site sewage related
to building permitting, code enforcement and abatement, public pool and public beach programs.
The WQ Department (including Conservation Futures) is also under the Environmental Health Director. The WQ
Department includes both fresh water and marine water monitoring, pollution identification and correction, a county-
wide Clean Water District, shellfish protection, natural resources and other grant funded targeted project work.
ENVIRONMENTAL PUBLIC HEALTH DIRECTOR
The EPH Director is a key position in the JCPH management team and will work within the structure of JCPH under the
Jefferson County Board of Health, the Health Officer, and the JCPH Director. The JCPH’s Environmental Public Health
staff of professionals includes Environmental Health Specialists and other technical staff. EPH’s work is population-
focused and requires professional knowledge, competencies, and skills.
Salary: Wage range of $8461.95 to $10407.14/month, DOE
Hours: 40 hours/week, may include evening or weekend hours
Status: Exempt, full-time, with benefits

CANDIDATE PROFILE
JCPH is looking for a motivated individual with a strong background in the factors that influence the impact of the
environment on human health, skilled at working in teams and building partnerships with the goal of developing and
managing innovative, evidence-based, and culturally appropriate public health services within communities. The ideal
candidate will:
• Work toward primary prevention and illness prevention
• Design, deliver, and evaluate services to communities and industry stakeholders using knowledge from
environmental public health, public health, and health policy
• Provide orientation, staff development, consultation, and leadership
• Evaluate assets and needs of communities, proposing solutions in partnership or leadership using proven best
practices and epidemiology
• Deliver community focused solutions that influence the health and well-being of individuals, families, and local
communities.
As a key leader, the EPH Director is responsible for the administering, planning, organizing, directing, and evaluating
the EPH programs, services, and policies of JCPH. He or she is accessible and approachable, and moves easily and
comfortably among a variety of constituencies such as staff, Health Officer, Board members, the County
Administrator, and the Public Health Director. This person works to develop and manage environmental public health
programs and procedures to accomplish local, state, and federal public health goals and policies.

QUALIFICATIONS
Knowledge and advanced understanding of the principles and practices of Public Health including policy development,
data-driven decision-making, assessment and epidemiology. Knowledge of laws, management, and administrative
practices.
Knowledge of environmental public health, the public health system locally and in WA State.
General knowledge of disease prevention and control, disease investigation, smart growth and planning for health.
REQUIREMENTS
Master’s degree in environmental health, sanitary science, bacteriology, diary science, veterinary medicine,
engineering or basic natural or physical sciences, public administration or public health, and a minimum of 45 credits of
basic and natural sciences; or a combination of related undergraduate education and experience to equate to masters
level degree; and five (5) years progressively responsible environmental health positions, with at least one (1) year as
manager including direct responsibility for performance of a team and/or individual subordinates, or equivalent
combination of education and experience.
Registered by the Washington State Board of Registered Sanitarians.
Valid Washington State Driver’s License.
