HomeMy WebLinkAbout05-13-2026 Meeting MinutesPLANNING COMMISSION MINUTES JEFFERSON COUNTY PLANNING COMMISSION Regular Meeting – May 13th, 2026 Jefferson Transit Center 63 Four Corners Road, Port Townsend, WA 98368 CALL TO ORDER AND ROLL CALL: Chair Koan called the meeting to order at 5:30 p.m. Kevin Coker Unexcused absence Matt Sircely Present Sunny Allen Present Virtually Cynthia Koan Present LD Richert Present Chris Llewellyn Present Devin Gonzalez Unexcused Absence Michael Shultz Present Andrew Schwartz Present APPROVAL AND ADOPTION OF THE AGENDA: Chair Koan asked the commissioners if there were any objections to adoption of the agenda as written. No objections were made. The agenda was approved by unanimous consent. APPROVAL OF 04-22-2026 MINUTES: Chair Koan requested a motion to approve the minutes. Commissioner Schwartz noted two edits needed to the minutes. Tonya Cruz, PC Clerk, recorded the edits to be made. Co-Char Schwartz moved to approve the minutes with a second from Commissioner Schultz. Chair Koan called for a vote and the motion passed with 6 “yes” votes and one abstention from Commissioner Sunny (Allen). GENERAL UPDATES PLANNING COMMISSION UPDATES: 1. Co-Chair Schwartz shared that he will be speaking in Lacey on May 19th at the Coastal Hazard Resilience Network at 1:00 p.m. 2. Commissioner Sunny (Allen) shared that Little Quilcene Folk School is providing classes over the summer that are free to all. DCD STAFF UPDATES: 1. Tonya Cruz and Jeremy Williammee shared that the Doodle Poll results suggest August 14th is the best viable date for the retreat. They shared the importance of attendance to ensure quorum. A brief discussion was held as to whether different dates should be considered. It is decided that we will proceed with August 14th for the retreat. Weblink: 2025 Comprehensive Plan Periodic Update REGULAR BUSINESS Public Hearing on the 2025-2045 Jefferson County Comprehensive Plan Periodic Update and Unified Development Code amendments pertaining to housing. HEARING TESTIMONY 1. Eva Holm: Jefferson County/Port Townsend with Newt Crossing Cohousing. Thanked the county for their work on the comprehensive plan. Provided support for adoption of the Comp Plan and shared she had sent written commentary as well. 2. Shelly Yarnell: Brinnon. Shared that the county is in a budget crisis and that this project has cost hundreds of thousands of dollars. She shared that she wants to see the work outlined in the Comprehensive Plan actually get accomplished. She presented the question – “Who and how are the people going to be held accountable to get this done?”. She shared that the work has not been accomplished in the past and that people are unhappy and frustrated with not seeing results and needing small wins. She shared that if the changes are made, ensure the work gets done. NOTICE OF ADJOURNMENT: Chair Koan adjourned the meeting at 06:14 p.m. until the next regular meeting or special meeting as properly noticed. The next Planning Commission meeting is scheduled May 27th at 5:30 p.m. at the Jefferson Transit Center. These meeting minutes were approved this ___________ day of _______________ 2026.
