Mr. Gosnell,
We have been residents of Quilcene since 2001 and own property about 600 feet from Penny Creek Road. It has come to our attention through our neighbors that Jefferson County sent a letter
to residents who live within 300 feet of the road only because of the "noise levels reachable from Penny Creek". I wish to inform you that even living ~500’ from Penny Creek Rd that
we still hear the traffic noise from motorcycles and other noisy vehicles.
We are writing to add our voices in opposition to the Penny Creek Fill Site and the noise levels that 29 trucks per day (58 inbound/outbound) would generate.
* Commercial truck noise levels generally range from 70 to 100 dB, depending on the speed, engine type, and operation.
* Heavy-duty trucks usually hit 85 to 90+ dB.
* Continuous safe decibel levels are at or below 70 dBA.
* Sounds above this can cause permanent hearing loss over time.
1. In addition, diesel exhaust puts healthy people at risk for asthma and respiratory illnesses. For other people, it can make their existing heart and lung diseases worse. Diesel exhaust
contains fine particles, nitrogen oxides, and other pollutants. My mother, PR has been diagnosed with asthma and such an increase in diesel exhaust would cause further harm to her health.
Would the diesel exhaust reach my property, 500 feet away? Yes, it most certainly would with such a constant flow of truck traffic daily.
2. Diesel trucks inflict severe damage on paved roads through two primary mechanisms: structural wear and tear from heavy axle loads, and chemical breakdown of asphalt from fuel spills
or leaks. Together, these forces cause pavement fatigue, rutting, and premature surface degradation. Who is going to pay for the road repairs on Penny Creek Road? The applicant or
the county? I sincerely doubt it would fall on the applicant to be responsible for repairs. Thus, all taxpayers in the county will be paying extra taxes for road repairs.
3. Has the county determined traffic impact, especially during the summer months when our tourism levels are much higher, with bicycle riders/families headed to Mt Townsend, Quilcene
River, and the other beautiful tourist spots that can primarily be reached via Penney Creek Road?
4. Has the county made a determination on the significant adverse / environmental impacts?
These are just a few of the reasons why the county should not allow such an operation - especially because the project is not dire, or a "do or die" situation. We are hoping the county
will listen to, respect & consider the feedback local residents who have chosen to live here in the peace & quiet and not spend our taxes on such an unnecessary project. Most unfortunate,
the county has made other decisions in the past that have been detrimental, futile and end up being very expensive, with the taxpayers left holding the bag.
Please reconsider such a proposal and make a decision to reject it.
