Kiplinger - emergency management, David Ehnebuske, Debbi Tesch - Housing Authority, Malissa, Bill Volmut, Ariel - LE, Apple Martine - Health Dept., Justin McGary - Bayside  Trevor - Bayside Shelter - James Holthaus is gone, Kiana Franklin - Supervisor for Emergency Shelter and lead for case managers, and director of JC Mash. The shelter is still full.  Looking for kitchen help for dinners. QUUF and New Life are still doing a week a month. Ariel interested in engaging. Greg - we are struggling with the budget, current trends, additional meals is making it 37,000 budget. Bayside has also requested an additional $80,000 which the county does not have. Julia brought up the additional services being offered the unsheltered. WWC - we are fighting to be able to reopen the Welcoming Center at Pope Marine this fall. And in conversation with congregation   Julia - what ended the state of emergency?  Apple - State of Emergency - has to have a public people component - not just money. This can be camp sweeps, weather, etc. The Health Dept. was not a “declared” emergency. Once the county/city declares a homeless emergency - access to funding may increase. Maybe a Homeless Emergency needs to be declared by the city and county. If loitering citations are happening, we do need to come to a forum to say that more is happening and it's a worse time because people need to be able reach out for services, to be visible.  Greg is meeting with the city and the county to talk about the homeless response system. We need to puncture between policy makers and administration.  Invites people to bring people who experienced this to talk to Greg.  Encampment: The city’s emergency encampment ordinance ended but the ordinance that allowed a permitted encampment still stands. The question is still - what emergency ended.  Greg - people who are camping on county property is also something the county is dealing with. The city kicking people down the road is not a solution. Sanicans - at Mill Road and Larry Scott Trail. Peninsula Trails was approached and is not interested. County Public Works Director - maybe outside Caswell Brown on Olycap land could be a place and Olycap could receive donations for it. Greg will have this conversation with Olycap. Apple - the Health Depts part in this is altered but not dead. Olycap is struggling with septic system capacity issues.  Bathrooms in Kah Tai and Cotton Building also need extended hours.  Future topics - the sick and infirmed who need medical care or appropriate places to stay. People with disabilities are part of this. (Justin - Bayside - wants to be part of this discussion.) How this coalition morphs as CB3 goes on line and the shelter closes at the American Legion?  Who else do we need to have at this table - Health Dept., Behavioral Health, etc. Will the framework widen or is the coalition going to dissipate?
