Chimacum Drainage District
Special Meeting – Thursday, May 12, 2026 at 5:00 p.m.

Commissioner Crystal Taggart, Chair | Commissioner Chuck Boggs | Commissioner Kristofer Sims
CALL TO ORDER: Commissioner Crystal Taggart, Commissioner Chuck Boggs, and Commissioner Kristofer Sims participated in the meeting. Commissioner Taggart called the meeting to order at
the appointed time.
INTRODUCTIONS: Members and staff introduced themselves.
DISCUSSION re: Appointment of Chair and Vice Chair for 2026: Roles of Officer, election of officers:
Members discussed the role of the Chair which include developing the agenda and running the meetings.
After discussion, Member Boggs moved to nominate Member Taggart as Chair, Member Sims as Secretary, and Member Boggs as Vice Chair. Member NEED NAME seconded the motion which carried
by a unanimous vote.
Members discussed the need for staff support.
PUBLIC COMMENT:
Mike Nielssen – Port Ludlow Drainage District (PLDD) Resolution #7, December 19, 2001 – County loaned PLDD $30,000 in seed money. Under RCW 39.46.050 – Allows for. Advised allowing for
time and not rushing into things.
Sierra Young – Jefferson County Conservation District (JCCD) - Board meeting tomorrow, Chiman Drainage District (CDD) is an item on their board agenda. Invited CDD board members to attend.
JCCD has project money available through a state grant which expires June 30, 2027. Ordinary high water line deadline August 30th, 2026. Project would need to be approved by JCCD board
at June 17, 2026 or 2nd Weds in July to be completed under this grant period. Explanation of a multiple landowner project – and logistics, JCCD would have to hire those contracts. CDD
role could suggest project areas and do outreach to landowners.
REVIEW re: Regular Meeting Schedule – Location, date, time:
Chair Taggart moved a tentative 2026 meeting schedule of May 28, June 11, June 25, July 23, August 6, August 20, September 3, September 17, October 15, November 12, and December 10,
and will work with staff to finalize dates/location. Member NEED NAME seconded the motion which carried by a unanimous vote.
Discussed potential locations – Library, Community Center, Chimacum Grange
Working with staff to finalize and publish schedule
County staff Clerk of the Board, Gallaway and Deputy Clerk of the Board McKnight can publish & Commissioner Eisenhour will help schedule locations

Q & A regarding training
DISCUSSION re: Initial questions from Commissioner Boggs:
CDD balance in the bank – ~ $1200-1300 – Commissioner Eisenhour
Administrative establishment is a priority, insurance?
Register with Secretary of State and inquire re: audit process – Chair Taggart
Re: insurance question – PLDD uses Enduris. Their premiums are $6500 annually. Referred to PLDD.ORG website where this and other information is stored. Mr. Nielsen suggested reviewing
early PLDD minutes.
Budget process – PLDD starts in September, Adopts in Oct, delivers to county.
Discussion of CDD easements – where is that info stored, review parcel viewer for reference to documents.
Previous board members – Roger Short is only one still living.
DISCUSSION re: Interim projects:
CDD board can be helpful setting priories/landowner outreach
Member Sims could float the creek again
JCCD practice is called clearing and snagging, has a life of five years
Need to focus on new sections of creeks
Rod and Georgie areas on Beaver Valley side – could be areas to focus
Identify priorities before next meeting and bring landowner contact info for priority areas
Permit information for the next meeting.
2028 Election process
Either by mail or in person for voters who are landowners in the district.
PLDD did their own election last time – mailings, postage, printing. PLDD recommends doing by mail.

JCCD may host webpage pending board approval
