Purchase & Sale Agreement for 2011 Supply of Liquid Asphalt Products
for Bituminous Surface Treatment (BST) Program
Statement of Issue:
Execution of a Purchase & Sale Agreement with Albina Asphalt for liquid asphalt products to
be used in the Road Operations annual BST Program.
Analysis/Strategic GoalslPro's 8: Con's:
The Board awarded an Agreement on February 7,2011 to Albina Asphalt for supply of liquid
asphalt products for the Road Operations 2011 BST Program. This program Is consistent with
goal #1 (a) (I) in that It provides for pavement preservation of road Infrastructure. Contractor
has provided the required contract bond and insurance certificate, which are on file at the
Public Works office.
FiscallmpactlCost Benefit Analysis:
Purchase of liquid asphalt materials is accounted for in the 2011 Road Operations Budget.
Approximate contract amount: $302,675.
Recommendation:
Public Works recommends the Board execute the Purchase & Sale Agreement with Albina
Asphalt and Is requested to sign the three (3) Agreements where indicated, and return two (2)
Agreements to Public Works for implementation.
