Johnson has been selected as the next Chief Executive Officer of both organizations. Amber brings nineteen years of nonprofit management experience to the role, along with a deep understanding
of the agencies and the vital role SNAP and SFA play in our community.”
“Amber’s experience, leadership, and deep commitment to community make her the right person to lead SNAP and SNAP Financial Access into the future,” said SNAP Board Chair Rose Wear and
SFA Board Chair Nancy Isserlis. “We are excited for this next chapter and confident in Amber’s ability to continue building on the organizations’ strong foundation and impact.”
Amber will begin her transition serving as Incoming SNAP/SFA CEO from June 1, 2026, through September 30, 2026, while working to fill the Chief Operating Officer position. She will officially
assume the role of Chief Executive Officer on October 1, 2026. Current CEO Julie Honekamp will remain on staff, in a modified role after September 30, 2026, through January 1, 2027,
to support Amber and the agency during this important transition.

Hester ‘thrilled’ to take leadership role at Washington Gorge Action Programs

Washington Gorge Action Programs <https://us.list-manage.com/s4LcgIwVJXu?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> has selected Julie K. Hester as its next executive director
following a regional search conducted by the nonprofit's staff and board of directors.
Before joining WAGAP, Hester spent more than 15 years with the National Crime Victim Law Institute, a Portland-based nonprofit that advocates for crime victims within the criminal justice
system. During her tenure, she worked in communications, outreach, volunteer coordination, fundraising, event planning and data collection.
According to WAGAP, Hester also managed multimillion-dollar public and private funding portfolios, oversaw organizational and project budgets, and led collaborative teams across multiple
programs.
"I was immediately drawn to WAGAP's focus on expanding opportunities by delivering essential services that lead to self-sufficiency and well-being," Hester said in a statement. "I am
thrilled to join this amazing team and build on WAGAP's strong partnerships to ensure continued stability and impact in Skamania and Klickitat counties."

Thanks to the generous support of the Washington State Department of Health and the
Dementia Action Collaborative, our organization has been awarded a mini grant to help promote brain health and dementia awareness in our area.
This funding is an important step forward in strengthening the resources and education available to our community. We are especially grateful for the opportunity to expand our outreach
and make a meaningful impact on the lives of individuals and families affected by cognitive changes.
As a part of this initiative, we are pleased to announce two Brain Health Seminars in Stevens and Whitman County to share the latest knowledge and resources to educate community members
about:
* Ways to support and maintain brain health
* Early signs and symptoms of cognitive decline
* Strategies to reduce risk and promote overall wellness
We believe education is empowerment, and these seminars will create a welcoming space for learning, questions, and conversation.
In addition to the Brain Health & Dementia Awareness seminars, our facilitators will also launch Memory Cafés and support groups focused on dementia and cognitive health.

and we are dedicated to helping people help themselves and each other.”
With a mission like that above, we couldn’t be more proud that we have 7 Therapeutic Court Alumni working at CCAP and towards the greater good. Fun fact, last year we entered a direct
contract with CCAP and our alumni are working directly with our program participants on housing, reentry needs and peer support. We love to see all of their success come full circle
and appreciate all they do!

Anita never imagined she would have to start over.
Originally from Colombia, Anita came to the United States in 2011 to support her son, Billy.
He had arrived years earlier with his father, but as time passed, the challenges of building a life in a new country began to weigh on him. When Anita noticed signs of depression, she
made a difficult decision; she left behind her home, part of her family, and her career to be by his side.
It was, she says, simply an act of a mother’s love.
Initially, they settled in Bellevue, where Billy worked long hours managing fast-food restaurants to pay for college. Anita studied English while working in restaurant kitchens to help
support their household.
“Then, everything changed.
On July 20, 2025, Colombia’s Independence Day, Anita was preparing food at home when an unexpected fire broke out. In a matter of minutes, flames spread from their balcony into their
entire home. In just seven minutes, more than 13 years of hard work were gone.”
“Arriving at the Hopelink Service Center in late summer 2025, Anita felt nervous and unsure of what to expect.
“I had seen food banks before where they just give you a bag,” she says. “But at Hopelink, everything was different.””

HopeSource <https://us.list-manage.com/dt2sj8jowE6?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> Transit Driver RJ has spent the last seven years helping keep Kittitas County
connected, one ride at a time. Most days, you’ll find him driving Dial-A-Ride routes throughout Upper County, helping seniors, people with disabilities, and neighbors without transportation
get where they need to go. For many riders, RJ is more than a driver, he’s a familiar face, a steady presence, and often someone they look forward to talking with each week.
Long before joining HopeSource, RJ spent years traveling the country as a tour manager for bands, managing lighting and sound equipment while helping touring crews move from city to
city. Raised in Ellensburg, he worked with local bands throughout high school before eventually taking larger tours on the road. “I always loved driving,” RJ says. “It feels kind of
full circle now. Running public transit is a lot less hectic than tour managing, but it’s the same idea.”
After years of traveling, RJ decided it was time to return home to Ellensburg and find work that kept him closer to community and family.
He joined HopeSource in early 2020, since then, transportation has become far more than a job.
“The favorite part for me is knowing I can get people to the places they need to be,” RJ says.
“It’s tough not having transportation. It’s a good feeling knowing I can help make sure people get groceries, prescriptions, or make it to important appointments.”

May 13th, Pierce County Community Action <https://us.list-manage.com/TeHmSXzkqy1?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> proudly hosted a community blood drive in recognition
of Community Action Awareness Month. Thanks to the generosity of staff, partners, and community members, we collected 21 pints of blood to help support lifesaving efforts across our
region.
We were especially excited to welcome several first-time donors who stepped forward to make a difference in the lives of others. Their willingness to give reflects the spirit of service
and community that is at the heart of Community Action.
We were also honored to have the County Executive and members of his team stop by to thank participants and recognize the important work of Community Action programs throughout Pierce
County. Their acknowledgment highlighted the collective impact we can make when communities come together in support of one another.
Thank you to everyone who donated, volunteered, and helped make this event a success. Together, we continue building healthier, stronger communities

The US Department of Health and Human Services, Administration for Children and Families (ACF) is advancing a focused strategy to improve outcomes for children and families by strengthening
the child welfare system. The “A Home for Every Child <https://us.list-manage.com/I3Avc9v1TLi?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> ” initiative emphasizes prevention
services to reduce entry into foster care, expanded availability of foster homes through targeted recruitment and stronger support for kinship care, and improved retention of current
caregivers.
Community Action Agencies (CAAs) play an essential role in this work by providing prevention services that strengthen family stability and by collaborating with child welfare agencies
to recruit and support foster and kinship caregivers.
To better understand how CAAs are collaborating with child welfare agencies, the National Community Action Partnership (NCAP) has developed a survey. Your response will help identify
strengths across the network, highlight promising practices, and inform potential partnership strategies. The survey should take approximately 8–10 minutes to complete, and your perspective
is greatly appreciated!

pathway for funding community-scale weatherization projects through the Commerce weatherization program <https://us.list-manage.com/PLzL808pcTI?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4>
by adding a section to RCW 70A.35.
A community-scale project is a weatherization project that includes multiple dwelling units in the same area where overlapping factors such as environmental, social or economic conditions
can adversely impact residents.
The bill outlines how Commerce will solicit and approve community-scale weatherization project proposals and conduct rulemaking to develop and launch the program.

2026 NEUAC Annual Conference - Event Recap!
Last month, more than 750 energy and utility affordability professionals from 47 states and DC gathered in Seattle for the 2026 NEUAC Annual Conference <https://us.list-manage.com/18u_hjygI1H?e=29085

Over four days, attendees participated in 70+ educational sessions covering emerging issues and innovative programs, while plenary sessions featured perspectives from local nonprofit
and community leaders, federal partners, HHS staff, and NEUAC award recipients.
Beyond the educational sessions, attendees had opportunities to experience Seattle and connect with fellow attendees through a community service site visit to Byrd Barr Place; a group
outing to a Seattle Mariners game; a scenic Seattle Harbor Boat Cruise; and the Seattle Soirée Reception.
Throughout the week, attendees also helped support the local community through a community service project with Byrd Barr Place and a fundraising raffle benefiting both Byrd Barr Place
and NEUAC’s Sister Pat Kelley Scholarship Fund.

The Community Economic Development (CED) program is a federal grant program that expands employment for individuals with low income in communities facing persistent poverty and high
unemployment by investing in community development corporations (CDCs) that create and expand businesses and job opportunities. Jobs created with CED funds provide living wages, paid
leave, fringe benefits, and opportunities for career growth. In addition, employees are also connected to critical support services to remove barriers to long-term employment and economic
mobility. And 75% of all of the jobs created
with CED funds are filled by individuals with low income.
CED provides funding to private, non-profit CDCs, including faith-based organizations and Tribal and Alaskan Native organizations. For every $1 of CED funding that is used on a project,

Energy Department Advances Affordability for Homeowners Under the Revamped Home Energy Rebates Program
The Home Energy Rebates Program is announcing new program guidance for all states, territories, and Tribes to reduce energy bills for U.S. households and promote affordability through
the Home Owner Managing Energy Savings (HOMES) Rebate Program and the High-Efficiency Electric Home Rebate (HEEHR) Program. The HOMES and HEEHR Programs directly address the rising
costs of housing and essential home appliances.
DOE has released Program Notices for each program that implement common-sense revisions to program guidance to align requirements more closely with statutory requirements, advance affordability,
ensure good stewardship of taxpayer dollars, and empower grantees to tailor their programs to local contexts and residents’ needs.
The $4.3 billion HOMES Rebate Program can save the average American family up to $8,000 on whole-home energy upgrades and yield up to $1 billion in annual bill savings nationwide.
The $4.5 billion HEEHR Program has a new focus that will ensure homeowners achieve long-term energy savings through insulating and sealing their homes prior to installing new heating
and cooling systems. This provision will help to ensure that taxpayers’ utility bills will reliably go down with the purchase of new heating and cooling equipment and lessen the chance
of new systems failing.

Making Permanent Supportive Housing Work in Rural America
A robust response is needed to address rising homelessness in rural areas. Long understood as a largely urban issue, many of the tools and strategies to address homelessness were developed
in urban communities, like permanent supportive housing (PSH). Service providers and housing developers face significant structural barriers to create and maintain PSH in rural areas.
This webinar will feature research by the Housing Initiative at Penn on this topic. The researchers will be joined by rural practitioners and policy advocates for a panel discussion
and Q&A about these challenges and the emerging solutions to address them.
This webinar is the fourth in a series focused on the Alliance’s Research into Action project, which funded 10 original research studies to address questions relevant to practitioners
and policymakers.

Washington’s rural counties saw the largest drops in insurance coverage under the Affordable Care Act after the Republican-controlled Congress failed to extend subsidies that helped
consumers afford the plans.
About 250,000 Washingtonians are enrolled this year through the Washington Health Benefit Exchange <https://us.list-manage.com/HhWnm7R5l0c?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4>
, down roughly 36,500 from 2025. That amounts to a nearly 13% reduction, the biggest falloff since the marketplace launched in 2013.
The decline isn’t as steep as had been feared.

AI infrastructure is being built at an extraordinary pace, and the costs aren’t confined to the tech industry. In the latest episode <https://us.list-manage.com/G9MsAy_0_eN?e=290850492e&c2id=606a221d
987ea180609b616a3d0cf3e4> of “The Data Centers Are Coming,” host Danny Caine traces a familiar frustration — a confusing, expensive electric bill — back to the incentives that reward
monopoly utilities for building more infrastructure.
* The big question: Are data centers making electric bills go up? In many places, the answer is yes, according to energy consultant Cathy Kunkel. Even before data centers are constructed,
anticipated demand can drive up rates, and “those prices are recovered from ratepayers across the region, not just the data center customers,” Kunkel tells Building Local Power.
* A cost-shifting cycle: As the AI arms race drives huge new electricity demand, monopoly utilities have a convenient justification to construct expensive new power infrastructure. Big
Tech gets more computing power, utilities get profitable infrastructure projects, and ratepayers get stuck with the costs.
* The false fix: In places where the grid is already at capacity, data center operators are building their own noisy, polluting power plants. “When tech companies become their own utilities,
there’s a risk of them steamrolling right through consumer and environmental guidelines that are designed to protect — you guessed it — ratepayers,” Caine explains.
* Is this legal? There isn’t an easy answer. “We’re in a situation right now where the extraordinary and sort of speculative growth of data centers is just outstripping the regulatory
