This appeal arises from a straightforward Administrative Procedure Act case in which Appellees/Plaintiffs Protect the Peninsula's Future, et al. ("Protect the Peninsula") seek to compel
the United States Fish and Wildlife Service ("Service") to comply with mandatory duties imposed by the National Wildlife Refuge System Improvement Act ("Refuge Act"), 16 U.S.C. §§ 668dd-668ee.
The Jamestown S'Klallam Tribe ("Jamestown" or "Tribe") attempts to transform that narrow procedural dispute into a sweeping challenge implicating tribal sovereignty, treaty rights,
and property interests. The district court correctly rejected that characterization and denied Jamestown's motion to dismiss .
