In recent years, there has been a significant increase in the manufacturing and industrial use of these batteries due to their superior energy storage characteristics. This increased use of lithium-ion batteries in workplaces requires an increased understanding of the health and safety hazards associated with these devices. The hazards and controls described below are important in facilities that manufacture lithium-ion batteries, items that include installation of lithium-ion batteries, energy storage facilities, and facilities that recycle lithium-ion batteries. Lithium-ion Batteries A lithium-ion battery contains one or more lithium cells that are electrically connected. Like all batteries, lithium battery cells contain a positive electrode, a negative electrode, a separator, and an electrolyte solution. Atoms or molecules with a net electric charge (i.e., ions) are transferred from a positive electrode to a negative electrode thro ugh an electrolyte solution. Lithium cells store and release power by converting chemical potential energy into electrical energy using lithium ions or lithium metal. Electrolyte solutions allow ions to flow freely between the electrodes. There are several types of lithium cells, including cylindrical cells, prismatic pouch cells, and prismatic metal can cells. Lithium-ion batteries use lithium in ionic form instead of in solid metallic form and are usually rechargeable, often without needing to remove the battery from the device. They power devices such as mobile telephones, laptop computers, tablets, cameras, power tools, electric vehicles, and machinery, and are also used in large Energy Storage Systems (ESS). Potential Hazards Lithium-ion batteries may present several health and safety hazards during manufacturing, use, emergency response, disposal, and recycling. These hazards can be associated with the chemicals used in the manufacture of battery cells, stored electrical energy, and hazards created during thermal runaway, (see below) which can include fire, explosions, and chemical byproducts. Chemical Hazards Lithium-ion batteries contain various components that present different chemical hazards to workers, such as flammability, toxicity, corrosivity, and reactivity hazards. These chemicals may enter the workplace as raw materials or recycled materials. As processes change, any new chemicals must be thoro ughly assessed for potential safety and health impacts to the workplace and workers. A lithium-ion battery cathode is made of a lithium metal oxide material. The choice of cathode material depends on the desired characteristic of the battery. These materials can include lithium cobalt oxide (LiCoO), lithium manganese oxide (LiMnp ), lithium nickel manganese cobalt oxide (LiNiMnCoO), lithium nickel cobalt aluminum oxide (LiNiCoAIO), or lithium iron phosphate (LiFePOJ ex.I=. Hazard Controls Lithium-ion battery hazard controls should be implemented according to the Hierarchy of Controls. Controlling hazards at the source is the most effective method to eliminate or reduce hazards .. OSHA's Transitioning to Safer Chemicals Toolkit is a step-by-step resource with information, methods, tools, and guidance for employers and workers to proactively reduce or eliminate chemical hazards at the source through informed substitution. Additionally, hazard controls that can be implemented in workplaces that manufacture or use lithium-ion batteries include: • Ventilation, including local exhaust ventilation (LEV) and enclosures • Process automation and isolation of hazardous materials • Storage of lithium-ion batteries and devices in dry, cool locations • Following National Fire Protection Association (NFPA) guidance for the installation of Energy Storage Systems • Following manufacturer's instructions for storage, use, charging, and maintenance of lithium-ion batteries • Limiting the quantity of stored lithium-ion batteries • Following the manufacturer's guidance on how to extinguish small battery fires • Continuous monitoring for flammable and toxic gases in large storage locations • Using shipping guidance provided by the US Department of Transportation and International Air Transport Association (IATA) and following proper shipping and packaging requirements provided in 49 CFR 173.185 • Disposing of lithium-ion batteries and devices containing these batteries, at designa_ted recycling facilities and not placing them in municipal trash or recycling bins • Not mixing battery types (e.g. lithium-ion, alkaline, lead acid) in recycling facilities • Providing safety showers and eyewash stations in locations where exposure to electrolytes may occur • Developing and implementing an emergency response plan, including emergency procedures, and creating training for response personnel that addresses possible physical and chemical hazards, including hazardous decomposition products (e.g., hydrogen fluoride) • Conducting a hazard assessment and using proper personal protective equipment (PPE), when appropriate Training Education and training are important tools for informing workers and managers about workplace hazards and controls. Workers must be trained in a language and at a literacy level they understand. Appropriate training may include, but is not limited to, Hazard Communication (29 CFR 1910.1200) training, Hazardous Waste Operations and Emergency Response (HAZWOPER) (29 CFR 1910.120) training, and Process Safety Management (29 CFR 1910.119) training. OSHA's publication Training Requirements in OSHA Standards provides a general overview of the training requirements in specific OSHA standards. In workplaces with lithium-ion batteries, it is important that employers ensure that an emergency action plan (EAP) includes lithium- related incident response procedures based on the manufacturer's instructions and NFPA guidance for responding to battery failures, including fires and/or explosions caused by thermal runaway, and that workers are trained on these procedures. For workplaces involved in the manufacturing, repair, use, and recycling of lithium-ion batteries, it is important for employers to ensure that exposed workers receive appropriate information about the hazards associated with lithium-ion batteries and that workers receive training on the physical and health hazards associated them. OSHA Standards While there is not a specific OSHA standard for lithium-ion batteries, many of the OSHA general industry standards may apply, as well as the General Duty Clause (Section 5(a)(1) of the Occupational Safety and Health Act of 1970). Not in Mats Mats Bay as stated in the Application on page 2. Although there are many statements made by the applicant that are incorrect or misleading to 1) understate the scope of their project and its potential for harm, and 2) overstate the need for additional cell phone coverage in our area, the issues below are to augment significant issues expressed by other residents. 1. Amplified Signal Effects on Public Health and Broadband Internet Service Verizon states: A Radio Frequency (RF) signal will quickly drop off when it must travel through solid obstacles such as tree foliage or buildings. Verizon Wireless is proposing to install Remote Radio Units (RRU's) at the antennas in order to amplify signal levels to improve the quality service for our customers due to degradation of signals due to obstacles (trees and structures) between customers and antennas on the tower. Verizon Wireless has a frequency license in700 MHz, 850MHz, PCS, AWS and C bands. Verizon proposes nine RRUs, however up to three more service providers may add up to 27 antennae and RRUs. a) In response to public health concerns, Verizon provides the following: Slide "General Public & Occupational limits". Exposure levels for the General Public "are averaged over 30 minutes." And assumes the exposed public is passersby on a sidewalk. But we live here, exposures would be 24/7, not 30 minutes. And epidemiological studies almost always have a caveat, that the young, sick, and elderly are more susceptible. The median age of Port Ludlow residents is over 65. b) I've seen statements that as long as a cell tower proposal meets FCC standards, the County is precluded from considering health concerns. However, I believe the State Environmental Policy Act (SEPA) requires the County to independently evaluate the SEPA Checklist including potential for harm to its citizens, especially in light of the issues raised above. The SEPA Checklist prepared by the Applicant simply states, "All RF emissions meet FCC guidelines." But are those guidelines based on 2417 exposures to elderly residents, and for the types of amplified signals Verizon is proposing to use? c) RRUs on cell towers can cause broadband internet interference through radio frequency (RF) leakage, improper shielding, or harmonic emissions that overlap with Wi-Fi resulting in slow speeds, increased latency, or total connection loss for home networks. New 5G signals from towers can interfere with sensitive electronics, causing issues like GPS timing failures or VPN drops. Even if Verizon and future additional cell service providers were to promise mitigation, how and who will enforce them? EX.F In Port Ludlow many of us rely on Wave/Astound broadband, and I for one rely on it to telework because it provides the necessary bandwidth, speed and reliability. We don't have fiber in Port Ludlow. Disruption of internet service would be a major impact to Port Ludlow residents who rely on internet for work and other important purposes. d) Cumulative impacts from up to 27 antennae and RRUs must be considered. WAC 197- 11-800 regarding Categorical Exemptions for (25) Wireless service facilities means that future service providers could install additional antennae and RRUs on this cell tower without any additional SEPA review. \/Vh ile the SEPA Checklist does not require evaluation of cumulative impacts, the use of the cell tower by additional cell service providers is "reasonably foreseeable" and their cumulative impacts (not just Verizon's) should be considered by the County in making its various decisions for this tower. 2. Would the Cell Tower Really Benefit Port Ludlow Residents? Verizon did not provide documentation per 18.42.040 Application submittal and content. (I) For all applications that require conditional use review, a written analysis by the applicant, including appropriate analysis by a qualified telecommunications engineer, describing th~roposed location within the geographic service area; the good faith efforts and measures taken to secure a location where the facility would be permitted outright; how and why such efforts were unsuccessful; and, how and why the proposed site is essential to meet service demands for the geographic service area. Verizon's RF Design Analysis under "Objectives" and "Capacity" and "Why is this site important" are all about Verizon not having cell towers within 2 miles. NOT that Port Ludlow residents don't have adequate cell phone service. We do. Verizon states under "Why here?" • Users are experiencing a lack of quality wireless service in the area • This area has a significant gap in service of approximately 3 miles where quality wireless services are not being provided • Significant amount of growth in rural Washington causing more usage on the Wireless Networks • Sites surrounding the proposed need capacity offload • Many of the users' mobiles are reporting low quality connections for multiple carriers However, I have two cell phones, one is personal and one is for work, and the work cell phone service is with Verizon. I have no problem with either cell phone's service. Much of the "Wh y here" statements are generic and could be used as justification anywhere. Verizon has not provided the documentation for taking "measures to secure a location where the facility would be permitted outright; how and why such efforts were unsuccessful; and, how and why the proposed site is essential to meet service demands for the geographic service area." "Open Signal Verizon Quality Map" also only shows where Verizon lacks towers. The maps do not show that cell phone coverage doesn't exist from other providers. But regardless if Verizon's cell tower is built, coverage in our area will continue to have "dead zones" due to the hilly topography (drivers are on winding roads in dips and valleys) and obstacles, including hillsides and dense tree stands that interfere with signal. Where exactly is the "area where quality wireless services are not being provided" by any service provider? The '# r ~► provided maps are vague and misleading because they imply cell phone coverage is lacking, when it is really Verizon towers that are lacking. Wh ich brings me to the project's title. The project location is in Port Ludlow, not "near" Port Ludlow as the project name would suggest. It may be subtle but in your email of February 26, 2026 to interested parties of record, you wrote "the proposed cell tower near Port Ludlow," which demonstrates how the public as well as public officials could be confused by the project title. A person might ask what the reason would be to call it Mats Mats Cell Tower instead of Port Ludlow Cell Tower, but the reason is obvious. Conclusion Verizon's documentation in support of its application for a CUP is generic, flawed, misleading, and incorrect for the reasons discussed above, and the application should be denied. This is about Verizon wanting to get more customers, but we are asking you if Horizon'sNerizon's desire for more business is worth the cost to Port Ludlow residents (e.g. to: health, internet, property value, visual quality) when we don't need a cell tower in the middle of our homes to have satisfactory cell service.
