Kitsap Community Resources <https://us.list-manage.com/1BLWCRtRizJ?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> (KCR) celebrated the grand opening of šəqusəbali Affordable Housing
(pronounced ‘shuhck-us-uhb-ali) in December 2025. The Bremerton property provides nine new two- and three-bedroom units for unhoused families with dependent children.
Named by the local Suquamish Tribe, šəqusəbali means “a place to keep your head up.” It is one of six KCR properties funded by the state Housing Trust Fund, resulting in 34 total affordable
units in Kitsap County communities.
While KCR became a direct housing provider in 1993, the organization has been advocating on behalf of low-resourced community members since 1965 as Kitsap Community Action Program. Operating
for so many years means KCR has had the opportunity to build a system of countywide support.
“Tight-knit collaboration is key”, says Housing Director Thomas Delacour-Paolino. “We recognize that there are cracks, really working to minimize falling through the cracks.”

creates a resource guide relevant to the area. KCR was also one of the founders of the Kitsap County Affordable Housing Consortium. It creates formalized collaboration and learning
space with other local service organizations. Additionally, KCR operates the Housing Solutions Center that acts as a coordinated entry system to support unhoused community members as
they find shelter, transitional housing, and eventually permanent housing and affordable homeownership.

Aviva Crossing Opens Its Doors: A New Chapter for Families in Tacoma

A young child in a bright pink dress wandered happily near the stage as community leaders, housing advocates, educators, and residents gathered to celebrate the opening of Aviva Crossing.
She wasn’t part of the program, but in many ways, she represented exactly why everyone had come together that morning.
Because every housing development begins with a building. Its impact is measured by the lives that unfold inside it.
For the families who will call Aviva Crossing home, that journey begins now.
A Place Designed for Opportunity
Located in Tacoma’s West End, Aviva Crossing brings 129 affordable apartment homes to one of the city’s most connected neighborhoods. Nearly half of the homes offer two- and three-bedroom
floorplans, creating space for families to put down roots and grow.
Just steps away are Tacoma Community College, the transit center, grocery stores, childcare providers, healthcare services, shopping, and everyday essentials. Residents can access education,
transportation, and community resources without needing to travel across the city.
“Each home is supported by Housing Choice Vouchers through Tacoma Housing Authority, ensuring residents pay no more than 30 percent of their income toward rent. Families gain the stability
of affordable housing while remaining connected to opportunity.”
“The grand opening brought together leaders from every level of government, housing, education, and community service, each playing a role in turning an ambitious idea into 129 affordable
homes for Tacoma families.”

Creating the Conditions for Success

Through its partnership at Aviva Crossing, MDC will provide care coordination services and supportive programming for residents, including 14 dedicated units for individuals and families
who may benefit from additional assistance.”

Community Action of Skagit County is working to develop its 1.5 acres pictured here into affordable housing.
Community Action of Skagit County <https://us.list-manage.com/4GsKNxhmya5?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> held a groundbreaking ceremony last week for the first
phase of its project to house students experiencing housing instability.
Community Action and the Mount Vernon School District are working together on the Kulshan Vista Village project, which will provide affordable housing for children and their families.
"Stable housing is foundational to student success," Community Action Executive Director Bill Henkel said in a news release.
There is substantial need in Mount Vernon for housing for students, according to Community Action.
In the Mount Vernon School District, there are 325 students who are homeless or lack permanent housing.
Community Action bought 1.5 acres next to LaVenture Middle School in 2022.
Community Action and the school district intend to develop the land into 48 apartments for local families.
"When families have a safe, permanent place to call home, children come to school ready to learn. Kulshan Vista Village is exactly the kind of community investment that makes a lasting
difference for students and families in our community," said Henkel.
Those at last week's groundbreaking celebrated the launch of the first phase of the project — building the first 24 apartments.
Those in attendance included Community Action Board President and Skagit County Assessor Danny Hagen, Mount Vernon Mayor Peter Donovan, state Rep. Alex Ramel, Mount Vernon School District
Superintendent Victor Vergara, and representatives from organizations in the area, including the Skagit Community Foundation and the Jerry Walton Foundation.
Community Action has secured the $10.3 million needed for the first phase.
“The 24 apartments will house families earning between 30% and 60% of the area median income. Priority will be given to families currently experiencing or at risk of homelessness.
The district plans to identify eligible households and refer them to Community Action.”
The groups expect construction to begin this summer, and hope to begin to house families by fall 2027.

40 units of affordable permanent supportive housing located in downtown Bellingham, 22 North was developed to provide wraparound support services to adults experiencing homelessness
as they build lives of stability and opportunity.
Using the permanent supportive housing model, 22 North is dedicated to providing homes for people with disabilities experiencing one year or more of homelessness, with dedicated units
for young adults and Veterans.
22 North residents are referred by the Coordinated Entry System, managed by the Whatcom Homeless Service Center.

Two Neighbors, One Big Idea: How Roselle and Sharon Took Action for Housing Stability
Right now, more people in our region are one missed paycheck away from losing their housing. Federal cuts to social programs are making an already fragile situation worse, and for many
families, the safety net is getting thinner by the day.
That’s the backdrop for what inspired two community members. They looked at what was happening around them, thought about what they could offer, and built a fundraiser from scratch for
neighbors they’d never met, because they believed that’s what community is for.
What Got You Started?
For Roselle and Sharon, the spark came from a shared sense of urgency. “Like so many of us, Sharon and I wondered what we could do in this tumultuous time to help make a positive difference,”
Roselle explained. When H.R. 1 (the “One Big Beautiful Bill”) passed with sweeping cuts to social programs, they knew that organizations providing housing assistance would need community
support more than ever.
The connection to Neighborhood House <https://us.list-manage.com/19ccW4WzwXD?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> came through a chance encounter. Roselle attended a
small gathering where she met Executive Director Janice Deguchi, who shared the organization’s work supporting neighbors facing eviction or homelessness. That conversation was all it
took.
“Your Housing Stability Program’s focus on helping neighbors, especially those most vulnerable to hurtful policies and cuts, avoid eviction and move from homelessness to housing impressed
Sharon and me,” Roselle said.
Why Neighborhood House?
The conversation with Janice opened the door, but Roselle and Sharon still did their homework. They researched several nonprofits before deciding where to focus their energy. What set
Neighborhood House apart was the specificity of the work: a program designed to help neighbors avoid eviction and move from homelessness to stable housing, with particular attention
to those most affected by cuts to federal programs.

“I’m Just Digging Being Alive.”: A New Beginning After Homelessness and Addiction

At 63 years old, Mitch Plourd never expected to be starting over.
Not after years of addiction, not after homelessness, and definitely not after the trailer he was living in on a relative’s property outside of Colville burned down in November 2024.
“I told my son, ‘I won’t survive out here. I gotta do something,’” Mitch said, remembering the days after the fire destroyed the fifth-wheel trailer.
For years, life had unraveled one painful chapter at a time. Mitch grew up in Spokane but spent much of his life in rural northeast Washington, first moving to the area in his teens.
“I started hanging out in Onion Creek, and I just loved the area up there,” he said. “I just loved the people and being out in the country. I didn’t like the city.”
But life took him away from the area to California, where he served four years in jail after injuring a man who attacked his pregnant girlfriend. After he was released from prison, he
moved back to northeast Washington, married his (now ex-)wife, and settled in Northport.
Mitch was married for 20 years before the relationship ended unexpectedly. After that, he says, everything changed.
“I guess after that, life just went downhill,” he said. “I started using drugs. I started drinking. I mean, we were together for 22 years, you know?”
For nearly a decade, methamphetamine and alcohol consumed his life.
““That thing, even though it burned down, was falling down around my ears anyway,” he said.
After the fire, staff from Rural Resources <https://us.list-manage.com/17fhHor383z?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> were able to place Mitch in the Colville men’s
homeless shelter, but he quickly developed pneumonia and ended up in the hospital. While he was there, his doctor imparted some tough love onto him — he was going to eventually die
if he didn’t make significant lifestyle changes."

Climate Commitment Act funding supports more than 750 new charging ports statewide
The Washington State Department of Commerce today announced $37.3 million in grants to support 104 electric vehicle (EV) charging projects across the state. The projects will bring 754

“We’re prioritizing investments where they will have the greatest impact,” said Sarah Clifthorne, interim director for the Department of Commerce. “Expanding access to EV charging in
overburdened and rural communities will make clean transportation more practical, accessible, and affordable across Washington. Reliable charging infrastructure is critical for people
who live, work, learn and travel outside our urban centers.”
State officials estimate drivers using the chargers could save more than $1,000 annually on fuel costs compared to gasoline-powered vehicles. A recent Electric Power Research Institute
analysis <https://us.list-manage.com/8Fjt_028x0F?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> showed that Washington EV drivers save an average of 73% per mile on fuel costs,
the highest savings rate in the country. Gasoline prices are volatile, while electricity rates are set locally and tend to be more stable and affordable in Washington.
Awardees will install 550 Level 2 charging ports and 204 Level 3 (DC fast-charging) ports by late 2027. Once completed, the new charging sites are expected to deliver approximately 20
million kilowatt hours (20 GWh) of electricity each year, enough to power about 5,000 EVs across Washington while reducing greenhouse gas emissions by more than 20,000 metric tons annually.

Food assistance demand rising

more requests and fewer resources.
During a public hearing related to the county’s Community Development Block Grant public services funding Monday, June 1, representatives from Community Action Center <https://us.list-manage.com/2vtc
mw8MrCb?e=290850492e&c2id=606a221d987ea180609b616a3d0cf3e4> reported on the issue.
Funding helps support a variety of programs serving low and moderate-income residents, including food assistance, crisis services, rental assistance and weatherization programs, the
representatives said.
According to the agency, food bank visits have increased steadily, with approximately 4,500-5,000 visits recorded.
At the same time, food banks are receiving less donated food from suppliers, including Second Harvest and Northwest Harvest.
Action Center representatives said funding allows food banks to purchase needed items when donations fall short, particularly protein and fresh produce.
Representatives also expressed concern about increasing demand in the coming year and potential impacts from changes to federal food assistance programs.
Commissioners later closed the hearing and moved forward with the annual Community Development Block Grant process.

a one-time $120 benefit to help families buy food while school is out of session.
The federally funded Summer Electronic Benefit Transfer program, administered by the Washington State Department of Social and Health Services in partnership with the Office of Superintendent
of Public Instruction, will begin distributing benefits on new SUN Bucks cards in early June. More than 550,000 Washington children received the benefit last summer.
“Combined with our summer meal programs, SUN Bucks helps ensure students continue to access food during the summer months when they are not in school,” State Superintendent Chris Reykdal
said in a news release.
Some children qualify automatically, including those in households receiving Supplemental Nutrition Assistance Program or Temporary Assistance for Needy Families benefits and eligible
students who receive free or reduced-price school meals.

In February 2026, the Washington State Department of Social and Health Services (DSHS) shared information about the update to DSHS benefits.
Since the bill was first proposed, DSHS and other state agencies have been analyzing and sharing the effects on SNAP and other programs. DSHS put together a page addressing common questions
that people have about the changes in SNAP and how they effect immigrants.
Immigrants make up 16% of the population. That is 1,222,300 people! Our immigrant neighbors make up 20% of the labor force, and 50% of the agricultural sector. Not only do immigrants
make sure that we are fed, but they contribute $23 billion in tax annually!
Nearly 1 million people across Washington state receive SNAP food benefits. That includes children, adults, people age 65 and older, immigrants, and people with disabilities, among others.

monopoly utilities for building more infrastructure.
* The big question: Are data centers making electric bills go up? In many places, the answer is yes, according to energy consultant Cathy Kunkel. Even before data centers are constructed,
anticipated demand can drive up rates, and “those prices are recovered from ratepayers across the region, not just the data center customers,” Kunkel tells Building Local Power.
* A cost-shifting cycle: As the AI arms race drives huge new electricity demand, monopoly utilities have a convenient justification to construct expensive new power infrastructure. Big
Tech gets more computing power, utilities get profitable infrastructure projects, and ratepayers get stuck with the costs.
* The false fix: In places where the grid is already at capacity, data center operators are building their own noisy, polluting power plants. “When tech companies become their own utilities,

The National Community Action Partnership’s Annual Convention convenes these changemakers to spark new ideas, highlight effective practices, and navigate an evolving policy landscape.
It’s not just a gathering—it’s a space for connection, learning, and forward momentum.
Participants leave with practical strategies, relevant training, and fresh insights to enhance their work—from supporting whole-family economic mobility to building stronger community
partnerships.
When families are supported, communities grow stronger. The convention equips providers to open doors to stability, increase access to opportunity, and help families build a more secure

place Friday, October 9 at Suncadia’s Rialto Ballroom.
This special evening supports HopeSource programs serving Upper Kittitas County, helping local families access housing support, food, transportation, and more. We’re incredibly grateful
for a community that continues to show up for one another, and we can’t wait to gather together for an evening of great food, connection, and meaningful impact.
