WHEREAS, Land Use Permit Case#: ZON2025-00001 is a Type Ill Zoning Conditional Use Permit
for a 150 foot high monopole for wireless communication facilities (WCF). This proposal requires a
public hearing with a decision by the Jefferson County Hearing Examiner per JCC 18.42.080(3) Table
13-1; and
WHEREAS, the subject property is a 6.12 acre parcel, zoned Rural Residential 1 dwelling per 5 acres
(RR1:5), and is located north of Swansonville Road and Fleet Drive, and west of Jefferson Avenue in
the Port Ludlow Area. The parcel is in Section: 8, Township: 28N, Range: 1 E, W.M. (APN
821081015); and
WHEREAS, a public hearing on the application was scheduled for June 16, 2026 at 10:00 a.m.; and
WHEREAS, Jefferson County Department of Community Development (DCD) is the lead agency
for this proposal and issued a preliminary threshold determination of a Determination of Non-
Significance (DNS) on November 5, 2025 per WAC 197-11-355. DCD issued a final threshold
determination of a DNS on May 13, 2026; and
WHEREAS, based on information in the SEPA record concerning historic and cultural resources and
other potential impacts, the Jefferson County SEPA Responsible Official issued a Withdrawal of the
SEPA DNS for the application per WAC 197-11-340(3)(a)(ii) on June 15, 2026. Because the SEPA
process is not complete, the public hearing scheduled for June 16, 2026 must be continued to a date
to be determined; and

WHEREAS, once the applicant provides additional information, DCD will issue a new threshold
determination and will provide parties of record with a new hearing date in a notice of public hearing.
NOW THEREFORE,
The Hearing Examiner finds good cause exists to continue the public hearing and enters this
Order Continuing Hearing.
The public hearing for ZON 2025-00011 is hereby continued to a date to be determined, pending
submission and review of additional information provided by the applicant. Public notice will be
issued in advance of the continued hearing date.
