Withdrawal of the SEPA Determination on Non-Significance (DNS)
for Zoning Conditional Use Permit (ZON2025-00011)
for the construction of a 150 foot high monopole for Wireless Communication Facilities (WCF)
Land Use Permit Case#: ZON2025-00001 is a Type Ill Zoning Conditional Use Permit for a 150 foot high
monopole for wireless communication facilities (WCF). This proposal requires a public hearing with a
decision by the Jefferson County Hearing Examiner per JCC 18.42.080(3) Table 13-1.
Location: The 6.12 acre parcel is zoned Rural Residential 1 dwelling per 5 acres (RR1 :5), and is
located north of Swansonville Road and Fleet Drive, and west of Jefferson Avenue in the Port
Ludlow Area. The parcel is in Section: 8, Township: 28N, Range: 1 E, W.M. (APN 821081015).
Description of Proposal: Horizon Tower in conjunction with Verizon Wireless is proposing a new
WCF. The proposal is to construct a new 150' monopole tower with attached antennas within a
50'x50' fenced area along with ground mounted equipment and generator. The tower will improve
coverage and network reliability in rural Jefferson County. Horizon Tower has obtained an
agreement with the property owner that will allow for construction and maintenance of this facility,
necessary utility connections, and provisions for access to the site.
SEPA Threshold Determination: Jefferson County Department of Community Development (DCD) is
the lead agency for this proposal and issued a preliminary threshold determination of a
Determination of Non-Significance (DNS) on November 5, 2025 per WAC 197-11-355. DCD issued a
final threshold determination of a DNS on May 13, 2026.
Based on information in the SEPA record concerning historic and cultural resources and other
potential impacts, DCD is withdrawing the DNS per WAC 197-11-340(3)(a)(ii). Since the SEPA
process is not complete, this will require the cancelling of the public hearing scheduled for June 16,
2026 at 10:00 a.m.
Once the applicant provides additional information, DCD will issue a new threshold determination
and will provide parties of record with a new hearing date in the notice of public hearing.

Re: Request for Withdrawal of SEPA DNS

Dear Mr. Ballard:
On May 13, 2026, Jefferson County issued a final threshold determination of a State Environmental
Policy Act (SEPA) Determination of Non-Significance (DNS) for the above-referenced Type Ill Zoning
Conditional Use Permit. ·
Pursuant to WAC 197-11-340(3)(a)(ii), the applicant, Horizon Towers, respectfully requests that
Jefferson County withdraw the DNS for this project to allow for the submittal of a revised SEPA
checklist with new information. Additionally, the applicant requests that the public hearing currently
scheduled for Tuesday, June 16th, 2026, be rescheduled to a later date, pending the submittal and
review of the revised SEPA checklist with the new information.
While this request is formally triggered by the availability of new information under WAC 197-11-
340(3)(a)(ii), we emphasize that this new checklist will not involve significant changes in the project's
low-impact design.
