COMMISSIONERS June 12, 2026 Greetings Households and/or Business Owners near Chetzemoka Park, The City is beginning construction on several improvements to Chetzemoka Park, starting now through fall 2026. The attached graphic illustrates the scope of the many projects envisioned to enhance the park. You are receiving this notification letter as a property and/or business owner within close proximity to the park. Please share this information with anyone you know who may be interested in learning about what's happening at Chetzemoka Park. Safety is important around construction sites. Please keep pets and children away from construction equipment and abide by all signage and markings at the park. Visit the project webpage for updates as timelines may shift as the project progresses. Kitchen Shelter Construction • Background and history:The kitchen shelter was closed in 2020 along with other rental spaces due to COVID restrictions. After review of the structure's condition, the City's Building Official determined it was unsafe to occupy. Local engineers and architects concluded that the structure was beyond repair and needed to be rebuilt. The old structure was removed in 2024. Since then, staff have coordinated with the Parks, Recreation, Trees, and Trails Advisory Board, the Historical Preservation Committee, and City Council to design a new timber frame structure that will serve the next generation of parks users with a nod to the traditional design. • Next steps and timeframe: The construction contract was awarded to Anderson Homes. Construction is scheduled to begin in June 2026, with anticipated completion by August 31, 2026. • Need and desired outcomes: The new shelter will provide a community space for family gatherings, picnics, and informal park use. Once complete, it will be listed on the facilities rental website and made available for public events. • Budget and funding: This project is funded through the 2022 Banked Capacity Project. The current swings have reached the end of their useful life, and replacement parts are no longer available. Over the years, staff have made multiple repairs, including custom fabrication, to keep the equipment operational. Our Certified Playground Safety Inspector has recommended replacement to provide safe equipment that can serve the community for the next 50 years. • Next steps and timeframe: The contract was awarded to Buell Recreation through state contract and purchasing guidelines. Beginning September 1, parks staff will remove the existing equipment and prepare the site for installation, anticipated around September 21, 2026 depending on weather and shipping timelines. • Need and desired outcomes: This project will create a safe and enjoyable play space for children and families. It also supports accessibility goals by improving park equipment for all community members, including those with mobility needs. • Budget and funding: Funding includes$30,000 approved in the 2026 Parks budget and a $5,000 grant from ACAC(Accessible Community Advisory Committee) for universal play equipment. Originally established in 1955 for senior recreation, the property sits on former U.S. Army land later acquired by the City as government surplus. It is located on Hudson Street between Chetzemoka Dog Park and Chetzemoka Park. The site includes several severely dilapidated structures surrounded by overgrown vegetation. Although it is between two City parks, it is largely hidden from public view, has limited access, and shows no signage identifying the site or its history. The property is in a residential neighborhood and needs significant revitalization. The park caretaker house sits adjacent to the main entrance to the park and was used by staff for many years but has since been deemed unsafe and uninhabitable by City building officials. • Next steps and timeframe: Removal is scheduled for the week of July 13. Abatement of hazardous materials has been performed in and around both buildings. A certified contractor will remove all material from the site. • Need and desired outcomes: Removing these dilapidated structures will create space for future expansion of the dog park and where the caretaker house once stood, an RV park host site, similar to Kah Tai Nature Lagoon Park. • Budget and funding:This work was approved as part of the 2025 and 2026 budget. k «: 4 r } - < t .,, AT- it*° ' I - .
