P226: Update development regulations to include requirements for commercial/mixed-use projects to provide internal pathway linkages to pedestrian/bicycle networks. • Planning Commissions • City & County • Development Regulators • Implement a "Frontage and Connectivity" ordinance requiring all new commercial developments along Sims Way and the Upper Sims corridor to build continuous internal paths linking directly to neighbors and the public sidewalk. P227: Maintain designated bicycle lanes to the same level as the motor vehicle lanes. • Olympic Discovery Trail • City / County • Purchase a specialized, electric narrow street-sweeper attachment specifically sized for protected bike lanes to remove gravel, glass, and debris (water and debris being the primary issues for PT cyclists). • Prioritize bike-lane re-striping in the annual spring maintenance schedule concurrently with vehicle lanes. Potentially create a video – High School Project? • Offer downtown business discounts or raffle entries to visitors who show a JTA bus pass or proof of parking at Haines Place. • Create a “how to use Transit App” video, post to YouTube, add QR code to Bus Stops. P247: Distinguish between areas where non-motorized transportation should be encouraged as a top priority (Historic District) and auto-oriented areas (Gateway Commercial). • City / County • Historic Preservation Committee • Main Street Program • Olympic Trail • Historic District: Implement a 20 MPH "Slow Zone" with emphasis on pedestrian bulb-outs, brick or painted crosswalks, and traffic calming. • Consider future-proofing bike parking w/ e-bike charging for downtown & uptown • Gateway Commercial: Focus on protected, physically separated multi-use side-paths so pedestrians and cyclists are completely isolated from high-speed arterial traffic. Additionally, Install public curbside L2 chargers and/or EV fast-chargers at high-visibility downtown parking spaces. (City Hall – 100% EV charging on that street??? See City of Portland’s Electric Avenue) 3. City to determine % of parking spots or specific spots available that are available for EV charging w/ appropriate striping/signage for EV only, and consider how it integrates with downtown parking management strategy. 4. Are there City and County owned buildings that could get survey'd for solar? 5.
