The White House has signaled its intent to sign the bill into law at noon Eastern time.
This legislation is the most comprehensive federal housing reform in nearly three decades, and it reflects direct county feedback - preserving funding stability and streamlining post-disaster
recovery.
Key county wins in the final package include the following:
* Three-year authorization of the Community Development Block Grant – Disaster Recovery (CDBG-DR) program, allowing communities to access critical recovery funds sooner
* Provides common-sense exemptions for the Build Now Act, preserving a vital funding stream for counties facing unique housing circumstances
* Removes the forced sale of dedicated built-to-rent properties, protecting rental households from displacement
* Expands the Home Investment Partnerships (HOME) program to better capture gaps in workforce housing and housing-adjacent infrastructure
* Authorizes up to 20 percent of Community Development Block Grant (CDBG) funds for new unit construction, providing counties with an additional tool to boost supply
* Raises banks’ public welfare investment cap, freeing up new private investment for affordable housing projects
