Statement of Issue: Award of Construction Contract to Russ Construction, LLC, of
Montesano, Washington for their bid amount of $796,634.40, which includes 9.5%
Washington State Sates Tax (WSST) for the above referenced project.
Analysis/Strategic Goals/Pro's Ft Con's: The Public Works Department has completed
checking the bids and has investigated the qualifications of the lowest bidder
including Bidder responsibility criteria of RCW 39.04.350(1) and project supplemental
criteria in Special Provisions 1-02.14 Disqualification of Bidders. Bid tabulations and
Bidder verification documentation is attached.
Fiscal Impact/Cost Benefit Analysis: The Bid amount is $796,634.40, which includes
9.5% WSST. This project is funded with Environmental Protection Agency (EPA)
FY2022 and FY2023 Community Grant funds.
Recommendation: Public Works recommends that the Board authorize the Award of
Contract to Russ Construction, LLC, and return signed award document to Public
Works.

In the matter of awarding a construction contract for the above referenced work:
• The Call for Bids was issued by the Board of County Commissioners on May 6, 2026.
• Due notice of the Call for Bids was given as required by law.
• Sealed bids were received and opened in public on June 5, 2026 in the Commissioner's Chambers.
• The Public Works Department has completed checking the bids and has investigated the qualifications
of the lowest bidder including Bidder responsibility criteria of RCW 39.04.350(1) and project
supplemental criteria in Special Provisions 1-02.14 Disqualification of Bidders.
• Bid tabs are attached for reference.
The Public Works Department recommends that the construction contract be awarded to the lowest
responsive and responsible bidder:

•van Ness Construction Bid Subtotal was $796,258.62 as submitted. However, when the bid tabulations were verified the Subtotal changed to
$853,946.54 and Sales Tax to $81,124.92 for a revised Total of $935,071.46. The Unit Bid and Total Bid Columns were correct, the Subtotal
Prepared by Project Manager: Samantha Harper Date: 6/5/26 summary had a calculation error.
HNordland Construction Bid Subtotal was $946,570.00 as submitted. However, when the bid tabulations were verified the Subtotal changed to
Reviewed by Eng. Serv. Manager: N/A $933,770.00 and Sales Tax to $88,708.15 for a revised Total of $1,022,478.15. The Total Bid calculation for Bid Item 30 was incorrect.
