HomeMy WebLinkAbout093025MS DRAFT MINUTES Lodging Tax Advisory Committee (LTAC) Special Meeting Minutes September 30, 2025 –10:30 a.m. Jefferson County Courthouse – Commissioners Chambers, 1820 Jefferson Street, Port Townsend, WA (HYBRID) Members: Chair Heather Dudley-Nollette, Amy Neil, Kevin Wooley, Dan Ventura and Tara McCauley Staff: LTAC Clerk Adiel McKnight CALL TO ORDER: Chair Dudley-Nollette called the Special LTAC meeting to order at the appointed time. Members Neil, Wooley and Ventura attended the meeting. Member McCauley joined the meeting shortly after it began. Chair Dudley-Nollette had LTAC members introduce themselves. PUBLIC COMMENT PERIOD: Chair Dudley-Nollette opened the floor for public comments, and no comments were received. DISCUSSION re: LTAC SCORE SHEET: Chair Dudley-Nollette opened the floor for discussion on the LTAC score sheet. After discussion, Member Ventura moved to approve the scrivener changes for misspellings, change column (F3) from 16 points to 19 points, and column (G2) to indicate each of the allowable five uses are binary numbers of 0-1 ranking. Member McCauley seconded the motion which carried by a unanimous vote. 2026 Proposal Presentations Organization Name Amount Requested JEFFERSON COUNTY FARMERS MARKET – Executive Director Amanda Milholland presented for Chimacum Farmers Market and answered questions posed by the members. $30,005 PORT LUDLOW TRAILS COMMITTEE of PORT LUDLOW VILLAGE COUNCIL – Chair Port Ludlow Village Council Larry Scott presented on Port Ludlow trails and answered questions posed by the members. $7,500 QUILCENE HISTORICAL MUSEUM – Chair Communications Committee Caitlin Friedman presented on the Quilcene Historical Museum and answered questions posed by the members. $87,750 JEFFERCON COUNTY HISTORICAL SOCIETY – Executive Director Tara McCauley presented on the Historical Society and answered questions posed by the members. Member Neil noted error in the amount of $92,620 and what is listed on RFP is $95,620. $95,620 PENINSULA TRAILS COALITION – Michele Canale, Fundraising Manager presented on Peninsula Trails Coalition and answered questions posed by the members. Gary Weldon maintenance of JC and Marilee Mount Vice-President of Peninsula Trails Coalition $91,000 FORKS CHAMBER OF COMMERCE – Lissy Andros, Executive Director presented on Forks Chamber of Commerce and answered questions posed by the members. $76,096 PARKS & RECREATION – Matthew Tyler presented on Parks and Rec and answered questions posed by the members and noted scrivener’s error on his RFP title that includes campgrounds. $150,000 The meeting was recessed at 12:25 p.m. and resumed at 12:31 p.m. with all members present. THE PRODUCTION ALLIANCE – Daniel Milholland, Director of Operations presented on The Production Alliance and answered questions posed by the members. $90,000 GATEWAY VISITOR CENTER – Steve Shively presented on the Gateway Visitor Center and answered questions posed by the members. $150,000 RHODY PARADE – Float Designer and Builder Bliss Morris noted his RFP is for Rhododendron Festival, which is more than just the parade, he presented and answered questions posed by the members $17,845 NORTH HOOD CANAL CHAMBER OF COMMERCE – Robert Gash, presented on NHCCC and answered questions posed by the members. $223,171 BRINNON SHRIMP FEST – Brittany Boling Co-Chair of the event & Michelle Matheson, Member presented and answered questions posed by the members. $10,000 QUILCENE FAIR AND PARADE ASSOCIATION – Richard Fitzgerald and Bruce Snyder presented and answered questions posed by the members. $10,000 OLYMPIC CULINARY LOOP – Steve Shively presented for Olympic Peninsula Loop Culinary Tourism Association and answered questions posed by the members. $20,000 JEFFERSON COUNTY – Central Services Director Shawn Frederick was present to share a recording of Greg Brotherton presenting for Jefferson County Quilcene Campground. He answered questions posed by the members. $220,000 The meeting was recessed at 2:15 p.m. and reconvened at 2:22 p.m. with all members present. OLYMPIC PENINSULA VISITOR BUREAU dba OLYMPIC PENINSULA TOURISM COMMISSION – Marsha Massey presented and answered questions posed by the members. $109,500 QUIMPER EVENTS COLLECTIVES – Alexis Arrabito presented and answered questions posed by the members. $245,000 REVIVAL GATHERINGS – Lead Producer of NewStories Ben Browner presented and answered questions posed by the members. $49,000 WOODEN BOAT FESTIVAL – Wooden Boat Festival Director Barb Trailer and Rhagen Olinde presented and answered questions posed by the members. $55,000 Total Funding Available: $900,000 $1,734,487 The meeting recessed at 3:22 p.m. and resumed at 3:32 p.m. with all members present. DISCUSSION re: MEMO re: replacement coverage for the planned State Route monument: Finance Director Judy Shepherd presented on the MEMO re: replacement coverage for the planned State Route monument, noting that damage can be covered under the County’s $5,000 property deductible with the Washington County’s Risk Pool. The request was to take the deductible from LTAC reserve if damage occurred to the monument. After discussion, this was tabled for a future meeting to review if this is excepted from LTAC. APPROVAL Special Meeting Minutes of November 22 and 26, 2024, and July 11, 2025: The Committee discussed meeting minutes from November 22, 26, 2024, and July 11, 2025. After discussion, Member McCauley moved to approve meeting minutes of November 22 and 26, 2024. Member Ventura seconded the motion. Chair Dudley-Nollette called for a vote on the motion. Members Neil, McCauley, and Woodley voted in favor of the motion. Chair Dudley-Nollette and Member Ventura abstained from the vote. The motion carried. After further discussion, Member Ventura moved to approve July 11, 2025 with the two Scrivner errors correcting the Chair of Kate Dean to Heather Dudley-Nollette and Member Diana Smeland to Dan Ventura. Member McCauley seconded the motion. Chair Dudley-Nollette called for a vote on the motion. The motion carried. After further discussion, Member Ventura withdrew his prior motion and moved to approve the July 11, 2025 minutes with scrivener errors noted of Chair Dean to Dudley-Nollette, Member Smeland to Member Ventura and clerk McKnight to Gallaway. Member McCauley seconded the motion. Chair Dudley-Nollette called for a vote on the motion, which carried by a unanimous vote. CONTINUED DISCUSSION re: LTAC By-Laws; MEMORANDUM from Jefferson County Prosecuting Attorney’s Office: The Committee continued discussion on the LTAC by-laws. After discussion, Member Ventura moved to approve the most recent By-laws provided by the Prosecuting Attorney’s Office as presented. Member McCauley seconded the motion. Chair Dudley-Nollette called for a vote on the motion, which carried by a unanimous vote. Chair Dudley-Nollette opened the floor for public comments, and no comments were received. FUTURE MEETING AGENDA ITEMS: • Memo for LTAC funds to pay damage insurance • Future meeting to deliberate. 2 hours CLOSING REMARKS: Not discussed. ADJOURNMENT: Chair Dudley-Nollette adjourned the meeting at 4:33 p.m. until the next regular or special meeting as properly noticed.
