SUBJECT: Agenda Item - Nomination of J.D. Gallant to the
Conservation Futures Citizen Oversight Committee
STATEMENT OF ISSUE:
Conservation Futures Citizen OVersight Committee (CF Committee) Chair Fred Weinmann and
Water Quality Division staff member Tam! Pokorny would like to recommend J.D. Gallant for
appointment to a four-year term on the Committee to fill the existing District 3 vacancy.
The Conservation Futures Program Is an open space program to protect important habitat areas
and working lands in Jefferson County.
"NAL YSIS/STRATEGIC GOALS/PRO'S and CON'S:
This District 3 vacancy on the CF Committee was advertised in the The Leaderon March 30.
On April 15, 2011, Fred Weinmann and Tami Pokorny interviewed J.D. Gallant in person and
reviewed his application materials. Mr. Gallant has a long-standing Interest and commitment to
resource conservation in Jefferson County, and we feel he would be a strong addition to the CF
Committee.
Mr. Gallant represented District 3 on the Jefferson County Planning Commission and also served
on the Governor's AdviSOry Board for Factory Assembled Structures. He's the author of several
books on RVs and RV-ing and three novels. He has extensive experience in business
management and was an Industrial arts teacher for sIx years. He Is the founder of Greenfleet
Monitoring Expeditions, an environmental organization focused on coliecting water quality data
in Hood Canal. Mr. Gallant is particularly interested in open space projects Involving wildlife
habitat.

Other than Mr. Gallant, no one else is pursuing this District 3 vacancy at this time.
FISCAL IMPACT ICOST BENEFIT ANALYSIS:
There Is no fiscal impact to the county's General Fund for appointing J.D. Gallant to serve on
the CF Committee.
RECOMMENDATION:
JCPH management recommends the appointment of J.D. Gallant to represent District 3 through
a four-year term on the Conservation Futures Citizen OVersight Committee.
