It governs every federal grant your county receives, and it’s the biggest overhaul of these rules since 2013. Comments close July 13, 2026. Submit your comments, then call or write your representative and senators. Congress needs to hear from counties directly on this proposal. 3,069 3,069 counties will be directly impacted $1.1T $1.1 trillion in federal grants governed by this rule annually July 13 July 13 deadline to submit comments Why congress needs to hear from you This rule does more than update paperwork. It gives OMB new authority to terminate grant awards mid-program, adds pre-award review requirements and reclassifies the Uniform Guidance as binding regulation instead of policy guidance. Congress oversees OMB, and representatives and senators need to hear how this rule will impact your county before it’s final. The ask: Ask OMB to publish a fiscal impact analysis on states and localities before finalizing the rule, and to delay implementation until at least October 1, 2027 so counties have time to prepare.
