Former Los Angeles Fire Chief Kristin Crowley has filed a defamation lawsuit against Los Angeles Mayor Karen Bass, alleging that the Mayor repeatedly made false statements blaming Chief
Crowley for decisions surrounding the January 2025 Palisades Fire in an effort to deflect criticism of her own leadership and budget decisions.
This is the second lawsuit Chief Crowley has filed that names Mayor Bass. Chief Crowley served more than 26 years with the Los Angeles Fire Department, including as Fire Chief from
March 2022 until Mayor Bass removed her from that position on February 21, 2025.
The suit alleges that throughout her tenure as Fire Chief, Chief Crowley repeatedly warned Mayor Bass, the Board of Fire Commissioners, and the Los Angeles City Council that the department
lacked sufficient staffing, apparatus, and funding to safely meet the City’s growing emergency response demands.
The complaint recounts a series of budget requests submitted by Chief Crowley during 2024 seeking increased funding for staffing, fleet maintenance, wildfire suppression, dispatch operations,
and technology. Instead, according to the lawsuit, Mayor Bass proposed reducing the LAFD’s operating budget, and the City ultimately adopted a budget that reduced operating funding
by approximately $17.6 million while eliminating 61 positions, including personnel responsible for maintaining fire apparatus.
Chief Crowley alleges she continued warning city officials that the reductions were affecting operational readiness. Among the reports cited in the complaint is a September 2024 budget
request stating that maintenance positions deleted from the budget were “critical to provide maintenance to the Department’s fleet and reduce out of service time.” The report went on

Illinois EMT Sentenced to Probation in Fatal Patient Restraint Case
A former Illinois emergency medical technician who pled guilty in connection with the 2022 death of a patient has been sentenced to time served plus two years of probation. The patient,
35-year-old Earl Moore Jr., was restrained and transported face-down. He died of positional asphyxia.
Peter J. Cadigan, 53, was sentenced on June 23, 2026, after pleading guilty in April to one count of involuntary manslaughter. He had originally been charged with first-degree murder,
but through the plea agreement the charge was reduced to involuntary manslaughter, exposing Cadigan to a sentencing range of probation to five years in prison.
Sangamon County Circuit Judge Robin Schmidt sentenced Cadigan to 180 days in jail, 24 months of probation, 100 hours of community service, and a prohibition from ever working in healthcare
again. Because Cadigan had already spent approximately ten months in custody following his arrest, he received sufficient credit for time served and will not serve any additional jail
time.
The charges arose from an early morning EMS call on December 18, 2022. According to prosecutors, Cadigan and paramedic Peggy Jill Finley responded to transport Moore, who was reportedly
experiencing a hallucinatory episode. They were working for Lifestar EMS at the time. Prosecutors alleged that Moore was placed face-down on a stretcher and tightly restrained for transport
to the hospital. An autopsy determined that he died from compressional and positional asphyxia.
Prosecutors contended that the two EMS providers knew, based upon their training and experience, that their actions created a substantial probability of great bodily harm or death. According

Curt Varone has over 50 years of experience in the fire service. He served twenty-nine years with the Providence, Rhode Island, Fire Department, retiring as a Deputy Assistant Chief
(shift-commander). He has been a practicing attorney for 40 years licensed in both Rhode Island and Maine. Besides his Juris Doctor, he has a Master of Science degree in Forensic Psychology.
He previously served as the Director of the Public Fire Protection Division at the National Fire Protection Association. Curt has written two books, Legal Considerations for Fire and
