Hi Adiel, Please share the following comment with LTAC for their 7/8 meeting re RFP.
Dear Lodging Tax Advisory Committee,
As an organization that applied for lodging tax funding last year, I wanted to share a few observations from that experience in the spirit of helping the process run more smoothly for
everyone involved.
I appreciate the time and care the committee puts into reviewing proposals. That said, a few parts of the process proved challenging — both for applicants and, I imagine, for reviewers.
The two that stood out most were the amount of time it took to work through the proposals during the review meeting, and the difficulty of clearly defining and communicating the committee's
funding priorities ahead of the cycle.
I recognize that some of these are structural and can't easily be changed. Even so, setting clearer and more realistic expectations for both grantors and grantees would go a long way.
A few specific suggestions:
* Establish and publish scoring criteria in advance. If applicants understand how proposals will be evaluated, submissions become more focused and easier to compare, and the review discussion
becomes more efficient. I've attached two examples of scoring rubrics that could serve as a starting point or reference.
* Time-box the presentations. Setting a firm limit on how long each applicant presents — or limiting the live portion to clarifying questions only — would help keep the meeting on schedule.
Proposals should largely speak for themselves, and reviewers who come to the meeting already familiar with the submissions can make the most of the time available.
