Jefferson County Board of County Commissioners
Regular Meeting — June 15, 2026, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA (Hybrid)
CALL TO ORDER: Chair Greg Brotherton, Commissioner Heidi Eisenhour and
Commissioner Heather Dudley-Nollette participated in the meeting. Chair Brotherton called the meeting
to order at the appointed time and played the Taps song on a mandolin.
PUBLIC COMMENT PERIOD: Chair Brotherton called for public comments, and
nine comments were received. The Commissioners addressed the comments.
PROCLAMATION re: Declaring June 19,2026 to be Juneteenth, a Holiday
Celebrating African American Liberation: After all three Commissioners read aloud the
proclamation, Commissioner Eisenhour moved to approve the proclamation. Commissioner Dudley-
Nollette seconded the motion which carried by a unanimous vote. The Commissioners discussed the
importance of Juneteenth.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Dudley-Nollette made two motions, which she later recalled. She then moved to approve the Consent
Agenda, with scrivener error corrections to items 5, and 6 to correct section 7 in both of those
agreements, and to take "Port" of out of the agenda description of Item 12. Commissioner Eisenhour
seconded the motion which carried by a unanimous vote.

Drainage District No. 1, also known as Chimacum Drainage District, pursuant to RCW
85.38.220: The Board of County Commissioners move to approve the resolution in the Agenda
Packet which reactivates Chimacum Drainage District No. 1 because reactivating the drainage
district is in the public interest.
14. APPROVAL OF MINUTES: Regular Meeting Minutes of May 11, 18 and 26, 2026,
June 1, 2026
15. APPROVAL OF PAYROLL WARRANTS: Dated June 5, 2026 and totaling $183,971.82
(SHWT), and Dated June 5, 2026 and totaling $2,493,073.06
16. APPROVAL OF ACCOUNTS PAYABLE WARRANTS: Dated June 8, 2026 and totaling
$1,250,158.28
UPDATE re: Washington State Department of Natural Resources (DNR) l't
Quarter County Income Report: DNR Assistant Region Manager Drew Rosanbaim, DNR Olympic
Region Manager Bill Wells, Assessor Jeff Chapman, and Junior Taxing District members were present
for the quarterly report discussion. Manager Rosanbaim reviewed the 1st Quarter 2026 report which
included about $29,700 in first quarter revenue, with additional timber sale revenue expected soon. He
also reviewed upcoming timber sales and highlighted the Valley Vista project, which is an experimental
harvest designed to balance revenue generation with preservation of older forest characteristics.
The Commissioners and local taxing districts discussed the importance of timber revenues for schools
and fire districts, while fire district representatives expressed appreciation for improved communication
and interest in participating in future forest tours.
COMMISSIONERS' BRIEFING SESSION: The Commissioners and County
Administrator discussed miscellaneous topics, and Commissioner Eisenhour reviewed some of the
meetings she attended.
WORKSHOP re: Status update on Enterprise Permitting& Licensing(EPL)
system: Central Services Director Shawn Frederick, Public Health Director Apple Martine, DCD
Director Jeremy Williammee, and previous DCD Administrative Services Manager Chelsea Pronovost
were present for discussion. Staff provided a report of the EPL implementation progress noting that
since it's launch in 2022, it is now 85%configured. The new system has largely eliminated paper-based
permitting, improved public transparency through the Customer Self-Service (CSS)portal, and
streamlined processes such as code enforcement tracking, inspections, reporting, and permit
management. Staff emphasized that EPL is functioning well and continues to evolve.

The discussion covered challenges related to staffing, funding, and long-term maintenance. The
Commissioners reviewed whether the existing technology fee should be used more aggressively to fund
current improvements. After discussion, Chair Brotherton invited a representative of local builders to
provide comments.
The meeting was recessed at 12:14 p.m. and reconvened at 1:30 p.m. with all three
Commissioners present.
EXECUTIVE SESSION: An Executive Session was scheduled from 1:30 p.m. to
2:00 p.m. Chair Brotherton announced that the Executive Session will be held from 1:30 p.m. to
2:10 p.m. regarding Attorney-Client Privilege, Potential/Actual Litigation under exemption RCW
42.30.110(1)(i) as outlined in the Open Public Meetings Act. Staff present: County Administrator, and
Chief Civil Deputy Prosecuting Attorney (DPA). The Board concluded the Executive Session and
resumed the regular meeting at 2:10 p.m. There was no proposed action, and therefore no public
comment taken on this topic.
WORKSHOP re: Strategic Plan Draft Implementation Report: County
Administrator Josh Peters and several department contributors were present for the 2024-2028 Strategic
Plan Workshop. Administrator Peters and staff highlighted the benefits of the strategic planning process
in strengthening collaboration, strategic thinking, and coordination across departments. There are plans
to refine the report and continue building a framework for tracking and communicating progress towards
the County's strategic priorities.
HEARING re: Jefferson County Fireworks Ban: DCD Director/Fire Marshal Jeremy
Williammee explained that the proposed ordinance would prohibit the discharge of consumer fireworks
year-round in unincorporated Jefferson County, replacing the current system that ties restrictions to fire
danger levels. He summarized the related code changes, including an escalating penalty structure for
violations and provisions holding both individuals and property owners accountable. The fireworks ban
itself, if approved, will take effect one year after adoption. Sheriff Andy Pernsteiner, Chief Civil Deputy
Prosecuting Attorney (DPA) Philip Hunsucker, Deputy Fire Marshal Brian Tracer, and other fire
personnel were in attendance for the hearing.
After discussion, Chair Brotherton opened the floor to allow for public testimony. The following
individuals provided testimony: Tom Thiersch—Jefferson County, and Shellie Yarnell - Brinnon.
The Commissioners deliberated on an amendment to include cleanup of fireworks. After deliberations,
Commissioner Dudley-Nollette moved to adopt ORDINANCE NO. 02-0615-26 re: Amending Chapter
8.75 (Fireworks and Sky Lanterns)of the Jefferson County Code, including the scrivener errors, and
changes to Section 8 that have been identified in the hearing today. Commissioner Eisenhour seconded
the motion which carried by a unanimous vote.
