PECC's New Fiscal Year Brings New Opportunities

Happy summer!
July kicks off the Peninsula Early Childhood Coalition's (PECC's) new fiscal year, and with it come several changes designed to better support children, families, providers, and partner
organizations across Clallam, Jefferson, and Kitsap counties.
Over the past several months, PECC members have shared thoughtful feedback through surveys, advisory discussions, and one-on-one conversations. In that, PECC leadership heard a desire
for stronger local relationships, more county-specific collaboration, and clearer opportunities for action.
This quarter PECC will begin testing several new approaches with the goal of creating a PECC that is increasingly community-driven, locally relevant, action oriented, and sustainable.
Change Highlights
* Greater county focus through a new meeting and communication cadence
* New rotating facilitator and leadership opportunities to bring in new perspectives and strengthen long-term sustainability
* Greater emphasis on action, including local collaboration, proposal development, storytelling, and advocacy
* A new fiscal sponsor to flexibly support distributed leadership and future growth
* Additional resources, such as our county member mapping resource or the rollout of PECC-focused provider trainings
A Greater County Focus
One message came through clearly this spring: while members value gathering across all three counties, many want more opportunities to connect with the people and organizations working
closest to home.
County-focused working groups can strengthen local relationships, identify collaboration opportunities, coordinate funding efforts, and focus on priorities that are most relevant within
each community.
So what does this mean for PECC?
This fiscal year, PECC will test a new quarterly rhythm.
Month 1 – County Working Groups
Each county will host its own working group meeting, with dates and times determined locally. These meetings will focus on county priorities, relationship building, collaboration opportunities,
funding discussions, and identifying actions that best support each county.
Month 2 – Regional PECC Meeting
Members from all three counties will come together to share successes, elevate challenges, learn from guest speakers, and identify opportunities where a regional voice strengthens local
work.
Month 3 – Action Month
Rather than adding a meeting to busy schedules, we'll dedicate this month to action. Depending on local priorities, this may include relationship building, proposal development, storytelling,
advocacy, connecting partners, or supporting existing community initiatives.
Throughout our new cadence the goal to 'connect - share - act' will shape our meetings and communication.
This first quarter, July - September, will serve as a transition period. There will *not* be a PECC or county meeting in July. We will meet as a full coalition in August, and September
will be an action month.

Leadership Structure
One of the goals of this new structure is to create opportunities for more organizations to help shape PECC's future. In our new model, we'll have a PECC Regional Lead supported by county
facilitators. Our wish is to have these roles fulfilled by mission aligned organizations, or individuals who are open to employment by our fiscal sponsor.
County Facilitators
We're seeking county facilitators for Q2-4 (October 2026-June 2027) this year interested in coordinating a total of three county working group meetings, participating in 3 PECC quarterly
planning meetings, and sending several follow-up communications. These roles are intentionally designed to build upon existing organizational work, and modest funding is available to
support them.
Regional Leadership
Going forward, we'll have one PECC leader that works with Washington Communities for Children (WCFC) to represent PECC at the state network level; supported by county facilitators to
ensure local voices are elevated, and support the region in coordination with county facilitators to lead the Regional meetings.

Role Transitions
Kim Davies Lohman will be stepping down from the PECC co-leadership role as of July 1, 2026. Victoria will be our interim PECC Regional lead until September 30, 2026, when she will also
step down from the Regional Lead role.
These changes are intended to create space for new organizational leadership and fresh perspectives in our new model. We are supporting the search for a new PECC lead in partnership
with Washington Communities for Children aiming for these new roles to start prior to or on October 1, 2026. Victoria and Kim will be available to assist with the transitions of new
Regional Lead and the county facilitator roles.
Kim has greatly appreciated serving in a variety of PECC leadership roles over the past 2½ years and hopes to transition both the Clallam and Jefferson facilitator batons to organizations
with strong local relationships and a passion for community collaboration. After the transition quarter, Kim will continue on as a PECC member and advisor, balancing time for family
as well as furthering a startup concept she's excited about - a marketplace and coordination platform that helps families find, enroll in, and manage childcare and children’s programming.
Victoria and Kitsap Strong have seen strong alignment between PECC and local Kitsap resilience efforts. As PECC enters this next chapter, and Kitsap Strong focuses on prioritizing local
efforts around strengthening families through parent leadership, Victoria is also ready to transition both the regional PECC leadership role and the Kitsap county faciltiator role to
one or more organizations. Victoria will remain an active member and advisor to PECC, and looks forward to her role focusing on parent and community engagement.

Fiscal Sponsor Transition
To support PECC's vision of distributed county leadership and a collaborative regional leadership team, PECC has transitioned its fiscal sponsorship to First Five Fundamentals. This
structure provides flexibility for multiple contracts or MOUs, supports future leadership transitions, and aligns with PECC's evolving organizational model.
PECC is deeply grateful to Kitsap Strong for serving as PECC's fiscal sponsor over the past year. Kitsap Strong's leadership, guidance, and partnership helped anchor PECC during an important
period of transition, and we're thankful for their continued collaboration.

Rather than holding a regional meeting, Victoria and Kim will spend July defining new roles, coordinating with First 5Fundamentals to set up our new structure, meetings with county partners,
understanding local facilitator interests, and drafting future county plans.
August
Regional PECC Meeting
We're planning for our first regional meeting under the new model to be in August, with details to be announced soon. Discussion topics can include advocacy, connections, transition
updates, and funding opportunities.
September
Action Month
As we get deeper into the legislative interim period, we'll focus on actions that support local and regional priorities, including individual relationship building, storytelling, proposal
development, and strengthening organizational partnerships.
