Call to Order
Chair Dudley-Nollette called the meeting to order at 2:34 pm upon establishment of a quorum and virtual
participation confirmed within the Zoom space, not the Teams space.
Public Comment
Julia Cochran posed a question to the group about how the Winter Welcoming Center might be a good fit
for the 1/10th of 1% Funds given the scoring rubric template that was shared within the RFP packet
materials. A response was provided by both staffers, Martine and Mitchell, on methodology re: the
scoring rubrics across RFP cycles, both Opioid Settlement Funds and 1/10th of 1% Funds. Suggestions were
made to discuss rolling out more technical assistance re: the RFP in future and including the RCW
associated with the 1/10th of 1% funding in future RFP packet materials for reference.

Heather McRae-Woolf posed the comment to the group that Pride festival last weekend was well
attended and considerate of and helpful with amplifying voices of youth and their needs; well organized
event with high participation among community organizations.
Approval of Agenda
June 9, 2026 Meeting Agenda: Member Kolff made the motion to approve with one addition to agenda
item re: investing Fund 131 cash on-hand for gaining income to the Fund. Member Ashcraft seconded it;
the Committee voted unanimously to approve the agenda with this addition.
Adoption of draft minutes from last BHAC meeting
February 10, 2026 Meeting Minutes: Member Kolff made the motion to approve the Minutes; Member
Fortino seconded the motion and the Committee voted unanimously to approve the meeting minutes.
1/10th of 1% (Fund 131) Update
• Staffer Mitchell shared the most recent budget report with data through May, the mid-year point for
Fund 131 recipients who follow the calendar year. Vendor invoices continue to come in on time even
when some programs are spending their funds at different pacing across the year.
• Those 1/10th of 1% vendors who are currently on the State Fiscal Year (July through June) are receiving
amendments to their contracts, now, extending their funding from July through December to close
out this two- year cycle of funding with synchronized timing gained with those on the calendar year.
All will be eligible to apply for continued funding for the next 2-year 1/10th of 1% cycle at the same
time going forward.
• Staffer Mitchell went on to report that the amount of funds available for the next 1/10th of 1% funding
round will be $500,000 per years 2027 & 2028. This amount available for awards is influenced by less
sales tax revenue generated in the last year than expected, Committee’s decision to spend down some
of its carryforward, and $300,000 of Fund 131 dollars dedicated to County departments, the Courts
and Juvenile Services, off the top at the start of 2026 as directed by the BoCC. Discussion ensued re:
costs and prioritization of services JCPH provides to administer these funds and staff the BHAC.
Opioid Settlement (Fund 132) Update
• Staffer Martine reported that Public Health is engaging awardees of the recent Opioid Settlement
Fund RFP to prepare contracts with start date of 7/1/26 and funding through 6/30/27.
• Staffer Mitchell reported that she is setting up a budget spreadsheet for Fund 132 recipients so that
the BHAC can track expenditures by awardees over the course of the funding cycle as they do with
Fund 131.
Upcoming 1/10th of 1% Funding RFP
• Staffer Martine described the process and timeline for publicizing the RFP process for contract years
2027 & 2028 that has already happened; she described the formation of a BHAC subcommittee,
representative across sectors, tasked with reviewing RFP applications, scoring them, and devising a
funding recommendation to present to the BHAC for consideration at an upcoming meeting.

• All applications are due by Friday 6/12/26 and will be shared with the subcommittee immediately
thereafter. Ensuing subcommittee meetings are scheduled for review of applications and scoring over
the next two weeks.
• Staffer Martine recommended that the BHAC meet as soon as July, an off month based on annual
meeting cadence, to address the outcomes of the BHAC subcommittee’s recommendation on
recipients and associated funding amounts of the 1/10th of 1% RFP so that the committee’s
recommendation can be forwarded to the BoCC for ultimate review and approval. Meeting to be
scheduled for Tuesday July 14th, from 230-430 in hybrid format.
Behavioral Health Consortium (BHC) Update
• Chair Dudley-Nollette reported that reviving the BHC membership is under way as it has been on
pause since May 2025 when Lori Fleming left her role directing it. She reported that we still do not
have a good idea of when the next installment of Opioid Distributor funds will be released to help
support the ongoing work of the BHC as dedicated by the BoCC. Upcoming meeting of the BHC is
scheduled for 6/11/26 and will be facilitated, for now, by Commissioner Dudley-Nollette.
• A consideration for the BHC is to establish a Behavioral Health Strategic Plan that would, among other
things, inform future funding decisions across the varied funding streams available to Behavioral
Health providers, etc.
1/10th of 1% Funds Evaluation 2025 Annual Report
• Staffer Hinkley shared the contents of the newly published 2025 Annual Report emphasizing
highlights from the report; she also inviting BHAC members to provide process changes and
comment on annual reporting process should they desire for it to be addressed differently.
• Some questions surfaced from committee members re: data presented and how to interpret
it. Discussion ensued.
1/10th of 1% Vendor Presentations:
• Juvenile Services/Becca Petition Project: Shannon Burns provided a review of the last year’s
programmatic strides, meeting outcomes goals, and challenges as her programming has evolved with
these flexible funds.
• Therapeutic Court Programs: Rebecca Marriott provided a review of the last year’s changes and
impacts for individuals and families.
• Overall, BHAC members agreed that vendor presentations are important and can be cross-referenced
with the 1/10th of 1% Annual Report for tracking impact. Timing for this report closer to the year is
covers is the aim.
Future Topics to Consider:
• Request to further discussion about restorative justice work, the impact of vaping as an epidemic, and
revisiting the BHAC bylaws regarding membership.
